SSO Program Managers Training Curriculum

1.0 Overview

FTA developed this State Safety Oversight Agency (SSO) Program Manager Training Curriculum to enhance the training provided to SSO Program Managers. As specified in 49 CFR part 659, “Rail Fixed Guideway Systems; State Safety Oversight; Final Rule” (April 29, 2005), SSO Program Managers are designated by their States to oversee the safety and security of the rail transit agencies operating within their State borders. FTA is committed to partnering with State agencies to ensure that sufficient resources are available to support SSO Program Manager training. FTA will also be providing direct assistance to SSO Program Managers for components of this training curriculum.

2.0 Curriculum Goals

FTA has established the following goals to assess implementation of its SSO Program Managers Training Curriculum:

 By the end of FY 2010, all SSO Program Managers have received training from FTA at no less than three Annual SSO Program Managers Workshops (invitational travel provided) and no less than two Annual SSO Program Meetings.

 By the end of FY 2010, all SSO Program Managers have received the Transportation Safety Institute (TSI) Safety and Security Certificate and the World Safety Organization (WSO) Certified Safety Specialist (CSS) certificate or Certified Safety and Security Director (CSSD) certificate.

 By the end of FY 2010, all SSO Program Managers have received training offered by one or more of the Rail Transit Agencies (RTAs) in their jurisdiction regarding right-of-way (ROW) safety, accident investigation, rail operator or supervisor training, or another related topic.

 By the end of FY 2010, interested SSO Program Managers have identified the requirements necessary to pursue certification from the Board of Certified Safety Professionals (BCSP), the Federal Railroad Administration (FRA), or the American Society of Safety Engineers (ASSE).

3.0 Curriculum Tiers

FTA’s SSO Program Managers Training Curriculum has three tiers:

 TIER 1: Ongoing Oversight Effectiveness Training o Annual FTA Invitational Workshops for SSO Program Managers (Spring) o Specific Sessions for SSO Program Managers during FTA’s Annual SSO Program Meetings (Fall) o Training at RTAs regarding ROW safety, accident investigation, operators and supervisors training, or other related topics.

Figure 1 shows how these three tiers support continuous improvement for SSO Program Managers.

4.0 Curriculum Elements

FTA’s SSO Program Managers Training Curriculum contains five (5) elements:

 Individualized Training Plan  Tier 1 Training  Tier 2 Training and Certificates  Tier 3 Recommended Courses  Tier 3 Recommended Certificates

Figure 2 below shows how these five elements are integrated into a coherent training approach for SSO Program Managers. Each of these five elements is discussed below.

4.1 Individualized Training Plan (ITP)

FTA will work with each SSO Program Manager to develop a three-year Individualized Training Plan (ITP), tailored for his or her particular needs. The ITP will cover the period FY 2008 through FY 2010 (October 1, 2007 through September 30, 2010). This ITP will address all Tier 1 and Tier 2 training requirements in the SSO Program Managers Curriculum. Tier 3 elements will be included based on the results of the consultation with the SSO Program Manager. Figure 3 on the next page provides a sample ITP.

Representatives from FTA’s Office of Safety and Security will coordinate with each SSO Program Manager to develop an ITP and to identify and schedule training opportunities. Under a cover letter, FTA will transmit the ITP to the SSO Program Manager’s immediate supervisor, soliciting support in the provision of resources to ensure that the SSO Program Manager receives the identified training during the specified three-year period. FTA’s Administrator will also send a “Dear Colleague” letter to enhance awareness and request support in implementing the SSO Program Managers Training Curriculum.

FTA will track the progress of each SSO Program Manager in receiving this training over the three-year period, and will continue to follow up with his or her supervisor regarding the status of the training plan in semi-annual correspondence.

In the ITP, FTA will identify all training costs to be covered by FTA and will propose training costs to be covered by the SSO Program Manager’s organization.

FTA understands that several States have a Program Manager and additional staff devoted to the State Safety Oversight Program. In these instances, FTA will work with the SSO Program Manager to determine if ITPs should be developed and monitored for all SSO staff, a select sub-set of SSO staff, or only the SSO Program Manager.

4.2 Tier 1 Training

To address Tier 1 requirements, the ITP will include the Annual SSO Program Managers Workshop and the Annual SSO Program Meeting. The ITP will also include (if feasible) training available from the RTA.

 Annual SSO Program Managers Workshop: To ensure ongoing professional development and the opportunity to meet with other SSO Program Managers to discuss emerging issues, FTA will continue to provide invitational travel for SSO Program Managers to attend the Annual SSO Program Managers Workshop during the spring of 2008, 2009 and 2010.

 Annual SSO Program Meeting: To provide an opportunity for SSO Program Managers and RTA Safety Directors to meet together to discuss critical issues in SSO program implementation, FTA will also include the Annual SSO Program Meeting in the ITP, which will occur in the fall of 2008, 2009 and 2010.

 Training at the RTA: For those SSO Program Managers that have not received training at the RTAs in their jurisdiction, FTA will work with the SSO Program Manager and the RTA to identify training opportunities and to include them in the ITP. These training opportunities may include detailed Right-of-Way (ROW) safety training, accident investigation training, and select elements of operator and supervisor training courses and refresher training, and other available training.

4.3 Tier 2 Training and Certificates

FTA has identified five (5) core courses to be taken by all SSO Program Managers during the period October 1, 2007 to September 30, 2010. These core courses are offered by the Transportation Safety Institute (TSI), a division of the U.S. Department of Transportation. Core courses include the following:

 Transit Rail System Safety (FT00439)  Transit System Security (FT00432)  Transit Industrial Safety Management (FT00457)  Transit Rail Incident Investigation (FT00430)  Effectively Managing Transit Emergencies (FT00456)

These courses are offered at TSI headquarters in Oklahoma City, Oklahoma and are also hosted by transit agencies around the country. An up-to-date course schedule is available at: http://www.tsi.dot.gov/divisions/Transit/Attend.aspx. As part of the ITP, representatives from FTA’s Office of Safety and Security will work with each SSO Program Manager to identify and schedule appropriate course offerings during the three- year period.

4.3.1 FTA-Sponsored Core Courses

Over the three year period between October 1, 2007 to September 30, 2010, FTA anticipates being able to cover training costs for no less than three core courses.

 During the fiscal year October 1, 2007 to September 30, 2008, FTA will provide each SSO Program Manager with funds – to be administered by TSI – to attend two of the following core courses: Transit Rail System Safety (FT00439), Transit System Security (FT00432), Transit Industrial Safety Management (FT00457), or Effectively Managing Transit Emergencies (FT00456).

 During the fiscal year October 1, 2007 to September 30, 2008, FTA plans provide each SSO Program Manager with funds to attend Transit Rail Incident Investigation (FT00430).

4.3.2 Previous or Equivalent Courses, Certifications, or Licenses

FTA understands that some SSO Program Managers already may have taken one or more of the core courses list above or may have taken equivalent courses. Therefore, FTA will remove core courses from the SSO Program Manager’s ITP if the SSO Program Manager:

 has already obtained the TSI Transit Safety and Security Certificate and the World Safety Organization (WSO) Transportation Safety Certificate within the last three fiscal years (October 1, 2004 to September 20, 2007); or  has already taken one or more of the core courses listed above within the last three fiscal years (October 1, 2004 to September 20, 2007); or

 has taken equivalent courses to the core courses list above offered by other agencies within the last two fiscal years (October 1, 2005 to September 20, 2007); or  has an alternate certification, qualification, or license which demonstrates proficiency in the core course subject matter, obtained within the last two fiscal years (October 1, 2005 to September 20, 2007).

After discussion with the SSO Program Manager, FTA may add recommended courses to the SSO Program Manager’s ITP in place of core courses already completed. During the period October 1, 2007 to September 3, 2008, if an SSO Program Manager has already received training credit for the four core courses eligible for the training funds to be managed by TSI, then the SSO Program Manager will be encouraged to use this money to attend recommended training courses offered by TSI.

Since FTA will be offering an updated and specially-tailored version of Transit Rail Incident Investigation (FT00430) during the 3rd Annual SSO Program Managers Workshop, FTA will continue to require SSO Program Managers to take this course as part of their ITP, even if they have taken an earlier version of this course or have equivalent training, certifications or licenses.

4.3.3 Core Certifications

By September 30, 2010, FTA is committed to ensuring that each SSO Program Manager has applied for two (2) certificates:

 TSI Rail Transit Safety and Security Certificate  World Safety Organization Rail Transportation Safety Certification

4.3.3.1 TSI Rail Transit Safety and Security Certificate

TSI awards its Rail Transit Safety and Security Certificate to individuals who have successfully completed four of the five core courses in a consecutive three-year period. Transit Industrial Safety Management (FT00457) is not required for the TSI Rail Transit Safety and Security Certificate. In the event that FTA agrees to remove a core course from an SSO Program Manager’s ITP, then the SSO Program Manager will be awarded credit for this course toward the TSI Rail Transit Safety and Security Certificate.

4.3.3.2 World Safety Organization Rail Transportation Safety Certificate

In partnership with TSI, the World Safety Organization (WSO) has established two certification categories for the rail transportation industry: Certified Safety Specialist and Certified Safety and Security Director. Qualifications and criteria are as follows:

 Certified Safety Specialist (CSS) - an individual must have successfully completed the five core courses (or have received equivalencies from TSI) and have a minimum of five (5) years of directly related safety experience in the rail transportation industry.

 Certified Safety and Security Director (CSSD) - an individual must have successfully completed the five core courses (or have received equivalencies from TSI) and have a minimum of ten (10) years of directly related safety experience in the rail transportation industry.

As part of each SSO Program Manager’s ITP, representatives from FTA’s Office of Safety and Security will identify key application deadlines and requirements.

4.4 Recommended Courses

FTA’s SSO Program Manager Training Curriculum also includes a series of recommended courses that will enhance the skills and proficiencies of SSO Program Managers. These courses are provided by the following agencies:

4.5 Recommended Certifications

In addition to the TSI and WSO certificates, FTA also recommends that SSO Program Managers consider certificate programs from the Board of Certified Safety Professionals (BCSP) and the American Society for Safety Engineers (ASSE).

4.5.1 Board of Certified Safety Professionals

The BCSP awards the designation of Certified Safety Professional (CSP) to individuals who:

 Meet the standards for a safety professional established by BCSP.  Continue to meet annual renewal and recertification requirements.

To qualify for the CSP, one must:

 Have either an associate degree in safety and health or a bachelor's degree in any field from an accredited college or university recognized by the Council for Higher Education Accreditation (CHEA) and/or the U.S. Department of Education. Experience alone cannot make up for the academic requirement.  Have at least four years of acceptable professional safety practice. To be accepted, professional safety practice must meet all of the following: o Be the primary function of a position. o The position's primary responsibility must be the prevention of harm to people, property and the environment. o The position must be full time. o The professional safety function must be at least 50% of the position duties. o Duties must be at a professional level, determined by the degree of responsible charge and the ability to defend and reliance by others on analysis and recommendations related to control of hazards. o Have a breadth of duties including hazard recognition, evaluation and analysis, and development and implementation of control. o Pass the Safety Fundamentals and/or Comprehensive Practice examinations.

To retain the Certified Safety Professional designation, a person who has met the requirements to achieve the CSP must:

 Pay an annual fee.  Meet Continuance of Certification requirements every five years.

4.5.2 American Society of Safety Engineers

ASSE awards its Certificate in Safety Management to offer safety, health, and environmental professionals the opportunity to support career development and training. To obtain this certificate, safety professionals must complete three safety seminars which focus on the effective, proven elements of a safety management system.

This certificate is intended for:

 Safety professionals with less than three years experience.  Experienced professionals who have recently assumed safety management responsibilities.  Professionals who want to learn the fundamental concepts and process for implementation of recognized approaches to safety management.

6.0 Updates

FTA will update its SSO Program Managers Training Curriculum to reflect new courses and training available. FTA anticipates that these updates will only affect Tier 3 recommended training and certificates.
