Minutes of the Meeting

Monday 4th February 2013

Matters arising: none

FestAble poster given out. We need volunteers to help out on the day even for an hour

Ian asked to record the meeting on his phone due to his visual impairment. We all agreed on the basis it was for his sole use.

Liz asked for people to speak up so the sound is loud and clear.

1 Transformation: update David Barry and Alison Froude

Respite has been successful. Everyone who needed a place has a place either through HCC, direct payment or shared lives.

David said that he is looking for two new buildings to be built in the north (Basingstoke) and south (Totton). An architect has been chosen. There are 2 meetings taking place on 12th and 27th February at Nightingale Lodge, Greatwell Drive Romsey (afternoon). David is looking for a few people (including service users) to give their views and ideas on the drawings. Liz Hall and Ann Woods volunteered.

Dalewood and Homewood are currently being used. In the long term, Homewood will no longer be used for respite. We can revisit Homewood topic in the year.

The new site in Basingstoke needs planning permission.

David also said that a list of holiday companies had been sent out at the last partnership Board meeting. We can discuss this at another meeting.

Launchpad: the more able group in Bishopstoke has been moved to alternative activities. It has been quite rocky and scary for some people but Alison said that the team has learnt from this. They will be working with providers for the next few months to make sure that people are happy.

The main bases are Hexagon (phys disability and learning disability), Pavilion on the park and Valemore community centre. Wells Place is no longer needed because people have now moved on.

Liz Barnes said that Hexagon is working well. Some activities are kept separate but general activities are done together. People with physical disabilities can give support to people with ld. At some point the building will be refurbished.

2 Some worried from some service users/advocacy:

- Some people have now lost touch with old friends - People with complex needs: are they discriminated? - Transport issues - Not enough support from providers - People in the day services not included

Alison to liaise with Michelle/Mike R.

Dawn Harris said that some people have made new friends at the Hexagon and things are developing naturally too. There is a service user committee at the Hexagon to advocate for people with complex needs too. Transformation is about moving buildings. The new deputy manager at the Hexagon is Vicky ward but she could not come to this meeting today.

Alison also reminded that there is a vibrant friendship group and people can engage there too. Person centred reviews are still happening and Liz Barnes will make sure they are on-going. The BDS task group will be re-launched soon.

Andover day services: some people have not had their person centred review but most now have had these (should be finished by end of February). There is loads to communicate so it takes time.

At some time in the summer, Andover day service should be launched.

Henry said that he can chose what he would like to do (2 days at launchpad and 2 days at Stannah). He has some clear ideas. Brian is being kept informed by Beth.

Liz has concerns about the other people who do not use the day service. Some people might not be assessed properly.

Alison reminded that launchpad is about having more choice.

3 Partnership Board questions for safeguarding and people with complex needs.

The following questions will be put forward to the board:

- Where does whistle-blowing fit in safeguarding? - How can you ensure that the information is accessible across all needs of individuals? - How do you monitor the right level of support, bullying, spot checks etc? - How do you know that people with complex needs are fully protected? - How do you know people have capacity? - How do you ensure best interest for the person? (not the company) - How do we make sure people are aware of safeguarding?

- How do we communicate with this group? (complex needs) - How do you make sure that there is a continuity of communication with this group? - How do we ensure people are included? - How many people have complex needs in Hampshire?

GP letter distributed: please do feel free to make amendments.

SDS and direct payment: Jay Koria – HCC

Jay is happy to come back as we have not got much time today. There is a meeting next week which will involve Steve Taylor, Liz Hall and Jay about direct payment.

If you would like direct payment, you will need to ring Hants Direct and ask for the duty care manager. Liz Hall said that it was difficult to get hold of a care manager. She also asked why direct payment is used more with older people than for learning disability.

4 Jay reminded that everyone who has a PA (personal assistant) needs to have liability insurance. You need to be on a pay roll (HCC can assist you wit this).

Jay will come back to the LIG and clarify points as we ran out of time.

Service user involvement: Active Orange

The group had a meeting in January and the next one will be on 21st February.

Last time, the group talked about health. Mike also emailed someone in the department of health that timescales for consultations in particular the one about health/social care framework are too short, and the information is difficult to understand etc. He received an acknowledgement.

Other things:

Albert will be chairing the next meeting as Lorna will be away.

Michelle mentioned the young drama group performance on 28th March at Wylden School. Free tickets. They are going fast.

Michelle also wanted more information about LD grant panel. Lorna did not have all the answers so Michelle to email [email protected]

Flo will be away on the 8th April.
