2036 DISCUSSION WITH THE POLICE
In the absence of any Police presence, Members had been circulated with a copy of the latest crime statistics.

2038 MINUTES OF THE ANNUAL MEETING OF COUNCIL HELD ON 20TH MAY 2015
The minutes of the previous meeting were approved and signed as a true record.
2039 REQUEST TO SPEAK BY MEMBERS OF THE PUBLIC
None received.
2040 REPORT OF THE ESTATES & RECREATION COMMITTEE MEETING HELD ON 3RD JUNE 2015
The report was moved by Cllr M Roberts, seconded by Cllr B Perkins.
1991, 1982f) Little Haw Lane Playing Fields The Clerk reported that Ingles FC first team will continue to play at the Dovecote for the forthcoming season. The Ingles FC second team will be playing on Little Haw Lane, however, in a higher league, therefore, railings and posts will be required.
The Clerk advised that the Club now wish to install timber posts and rails instead of the previously agreed plastic posts. It was RESOLVED to advise Ingles FC that no works are to commence until a meeting with the Town Council has taken place.
1991, 1982c) Play Equipment – Conway Drive/Sandringham Rise Once a second quotation has been received for the above, it will be referred to the Projects Subcommittee for consideration.
1996 Planning Applications Received Cllr W Bebbington noted that as he is a Member of CBC’s Planning Committee he is unable to pre-judge any planning applications prior to them being considered by CBC.
P/15670/2 Site for the erection of up to 33 dwellings following demolition of 62 Iveshead Road (revised scheme P/14/0777/2 refers) AT Land r/o 62 Iveshead Road – With reference to change of Town Council representative speaking at the Planning Committee relating to the above application, it was noted that protocol dictates that if the Chairman or Vice-Chairman are unable to represent the Town Council, it should come back to a Town Council meeting for consideration. ~ 3 ~
The above application has since been withdrawn, therefore, no representation will be necessary.
The report was confirmed and adopted.
2041 REPORT OF THE FINANCE & GENERAL PURPOSES COMMITTEE MEETING HELD ON 17TH JUNE 2015
The report was moved by Cllr J Tassell, seconded by Cllr C Radford.
2043, 2032b) Meeting with Inspector 4436 Tracey Willetts In addition to the previous item already advised to Inspector 4436 Tracey Willetts (an assurance of the retention of a Police Office/presence in Shepshed) it was RESOLVED to ask as PCSO Kelly Davis will be going on temporary leave, will she be replaced temporarily, otherwise, Shepshed would only be left with PC Phil Martindale and PCSO Liesel Wilkins.
The meeting with Inspector Willetts has been confirmed for 7 p.m. on Wednesday 22nd July.
2044e) Football Pitches Drainage Members had been advised that Verti-drainage is usually carried out during the Autumn, therefore, it was RESOLVED to accept the recommendation of the professionals and arrange for the work to be carried out later in the year.
2044f) 17 Coachmans Court – Boundary Request Following a brief site visit to 17 Coachmans Court, it was noted that the matter will be referred back to the Finance & General Purposes Committee for discussion.
2047 Items for discussion with the Police, Annual Parish meeting – Speeding With reference to the above matter raised by PC Phil Martindale at the Annual Parish meeting, Cllr C Radford in her capacity as County Councillor has arranged a meeting for Tuesday 28th July, with several agencies, to discuss speeding in Shepshed
Recent Spate of Burglaries It was noted that in addition to the recent spate of burglaries, a couple more had occurred.
The report was confirmed and adopted.
2042 PLANNING APPLICATIONS RECEIVED
The following Planning Applications had been received and it was RESOLVED to forward comment to CBC’s Planning Department as detailed:- ~ 4 ~
P/15/1085/2 Variation of condition 5 of P/14/1687/2 relating to affordable housing provision AT Land off Hathern Road – Express concern at the request to reduce the number of affordable housing provision within this development. However, if the reduction in affordable housing is permitted, then it needs to be the correct type of dwelling i.e. houses and not flats, as families need a garden. Also, this is not in the area identified as Shepshed direction of growth.
P/15/1018/2 Single storey rear extension to dwelling and insertion of Velux windows and dormer windows AT 36 The Vicarage, Church Street – Although, it is not a Listed Building, it is in a Conservation Area, therefore, would request that any building works are carried out in keeping with the Conservation Area.
P/15/1146/2 Change of use of ground floor from shop and post office to 2 flats AT 151 Charnwood Road – No comment

2043 CHAIRMAN’S REPORT a) George Walker Tree Care Ltd – Tree Works It was RESOLVED to accept the following tree works totalling £475 + VAT Kirkhill Fell and clear site of two Prunus of poor form that are growing too close to the neighbouring building Tyler Court Crown raise one Cherry to 3.5m, clear access to the adjacent property and balance the remaining crown b) Midland Mainline In her capacity as County Councillor, Cllr C Radford brought the following matter to the attention of the meeting.
The Government has announced that its planned electrification of the Midland Mainline, linking London to Sheffield and speeding up trains between Leicester and London, will be delayed indefinitely.
It was RESOLVED to write to the Minister for Transport, Patrick McLoughlin expressing disappointment at the decision to delay the electrification of the Midland Mainline, which will be catastrophic for the economies of Leicestershire and the region. These works should be carried out instead of the high-speed rail network known as HS2. ~ 5 ~ c) Dangers of Quarry An appeal was made through the media to highlight the dangers of playing in unknown waters e.g. reservoir and quarry d) Skate park Following the recent graffiti to the Skate Park, a discussion was held whether or not to paint the equipment or to have it done with artistic graffiti. Councillors had mixed reactions and it was, therefore, agreed to monitor the situation for the time being. e) Social Media Following an email sent to all Councillors from the Clerk, after seeking advice from the LRALC, regarding Members using the term “Councillor” on Social Media, Cllr D Horn explained that it can take up to 60 days to change the name on a profile page.
