Minutes of the meeting of the Parish Council Meeting held at St Andrew’s Parish Hall on Monday 9th September 2013 @ 19:00hrs

Present:-Cllrs. Martyn Hyde (Chairman) Sue Pennant-Jones, Debbie McMillan, Janet Kirkwood. Clerk-Ms R H Woolley, D.Cllr Miss Channell

Public Forum commenced 19:00- 19:15 Residents were still concerned about the proposed planning application at Warren Farm for motocross events. The Clerk reported that she had last heard that it would be going to District Development Committee at the end of October.

056/13 CHAIRMANS REMARKS- None

057/13 APOLOGIES FOR ABSENCE – C.Cllr Trollope-Bellew, apology accepted.

058/13 DISCLOSURE OF INTERETES Cllr Pennant-Jones declared a prejudicial interest at Item 61 (b5) as lives at same address as applicant.

059/13 MINUTES OF THE LAST MEETING- It was proposed by Cllr. McMillan & seconded by Cllr. Hyde that the minutes of the last meeting held on 8th July 2013 be received as a true record. It was resolved that the chairman Cllr. Hyde sign the minutes. All agreed.

060/13 CLERKS REPORT ON MATTERS OUTSTANDING 1. 046/13 (3) Bottom Street – movement of field gate. The clerk has spoken with SKDC Planning and provided there is no alteration of the access point then a gate can be moved. The information received from Land Register was inconclusive and concern was still expressed as to the ownership of the land. Action JK/Clerk. Cross country footpath/dogs – Stiles do not have to accommodate for access for dogs, it is at the owner’s discretion. If damage has been done to a landowner’s property to allow access for canines then this is classed as criminal damage and person responsible action could be taken. 2. 046/13 (4) Street light No 14 reported 09.07.13 ref AF20125. Clerk also reported street lights 23 and 27 on 02.09.13. The clerk was asked to report No 14 again. Action Clerk. 3. 046/13 (5) Pot holes reported 09.07.13 to Thurlby 4. 046/13 (6) Dog fouling. SKDC have placed 3 new notices in Bottom Street and clerk will arrange for a site visit in the near future. She has obtained leaflets to be used if required. It was suggested that the Headmaster from Witham Hall School should remind parents that dog fouling is not acceptable. Action JK. 5. 046/13 (7) Bottom Street – movement of salt bin. Ongoing. 6. 046/13 (8) Blocked drain opposite Black Dog Cottage – reported 09.07.13 to Thurlby 7. 049/13 (1) Contact details placed on noticeboard etc.

061/13 FINANCE a) Report on balances to date/update bank details/ update standing order for clerk’s wages.

Current A/c b/f £3,222.12 -clerks salary/PAYE/rent of hall (£166.63) £3,055.49 BIAA b/f £5,972.65 Interest 0.00 £5,972.65 TOTAL £9,028.14

1. Grant Thornton, External Auditors have returned the End of Year Accounts 2012-13. They are satisfied with the accounts and because the Income & Expenditure is less than ten thousand pounds there is no fee payable. The Notice of Conclusion of Audit has been placed on noticeboards & Website. 2. Clerks increase in standing order for salary has not been altered at the Bank. 3. Overpayment of £9.40 month 3 & 4 PAYE which has been deducted from payment for month 5 & 6. 4. New bank signatories required. The clerk has sent the forms to Cllrs Pennant-Jones and Hyde to hand into Lloyds Bank.

b) Payment – 1. R H Woolley-2 mths salary pd S/o £102.56 2. R H Woolley-o/s pay increase £41.07 3. HMRC-Paye contributions £23.00

It was agreed that Cllrs Hyde and Mrs McMillan sign cheques 075 & 076. All agreed. Action Clerk/MH/DM

c) Community Cleaner - An application for the position of Community Cleaner had been received at the meeting. It was proposed by Cllr. Hyde and seconded by Cllr Mrs Kirkwood that Richard Setchell would be appointed. It was resolved that his employment would commence as from 10th September 2013. All agreed. Cllr Pennant-Jones declared a Prejudicial Interest. Action Clerk.

d) Additional - None

062/13 PLANNING a) S13/2080 Beedell, The Holt-single storey rear extension to replace existing conservatory. No representation. Action Clerk. b) S13/2084 & 2181/LB The 6 bells-single storey rear extension, external staircase & internal alterations. Concern was expressed that the spiral staircase would spoil the frontage of the building and should be relocated to the rear. Action Clerk. c) S13/1047 O’Hara, The Sycamore – Extension to dwelling to include pitched roof, bedroom & bathroom over garage. Revised Scheme. Approved 17.07.13 d) S13/1962 Westwood, Willow House-Withdrawn by applicant 14.08.13 e) S13/1955 Witham Manor-remove snapped branch from Cedar tree. Approved 29.07.13 f) S13/0681 C Thompson, Warren Fm, Change of use to motorcycle dirt track. Deferred. It was agreed that the Parish Council should re-enforce that they were against this application because of noise. Action Clerk.

g) Additional – Car park extension on the Green. It was agreed that other companies would be contacted. Action Clerk/Cllrs.

063/13 VILLAGE CONCERNS 1. A report to blocked drains at East Green at the bottom of the Garages. Action Clerk. 2. Bridge Cottage, Bottom Street-the garden flooded because drains can’t cope and blocked with debris. A request for SKDC road sweeper or remove by hand. It was agreed that all drains should be checked. Action Clerk. 3. The nectar meadow had been a great success, attracting butterfly’s and insects at its first summer. It will be cut at the end of September by local volunteers. 4. The Boles ground – It was agreed that Cllr Mrs McMillan would speak to David Clifford in regards to spraying the area. Action Cllr. DM. 5. Bottom Street – spinney between the bridle path and Upper Bottom Street, some pine trees have ivy and leaning towards house. It was agreed it was not the responsibility of the Parish Council but they would inform the landowner of the problem and concern of resident. Action Clerk.

Emailed Cllrs 09.07,13 6. SKDC Site Allocation & Policies Development Plan Document (DPD), Consultation on revised sustainability appraisal. Emailed 09.07.13 7. Additional – I. SKDC Parish Update & Cultural Strategy 2013/14 to 2015/16. Emailed to Cllrs 09.09.13 II. Lincolnshire Community Health Services invitation to the next Annual Public Meeting on 20.09.13 at Brackenborough Hotel, Louth. Emailed to cllrs 09.09.13 III. Email from W Banks – asking various questions. It was agreed that the Clerk would reply thanking Mr Banks for his comments. Action Clerk.

066/13 REPORTS FROM OUTSIDE BODIES D.Cllr Channell reported that the Willow Tree at East Green should be cut down completely this winter. She suggested that Witham Hall School was reducing trees and that the Clerk should send them a letter of concern. Parish Councillors should have a plan of all trees.
