Background Cumbria CVS is a membership organisation providing infrastructure support to the third (community and voluntary/charitable) sector and was established as a result of the merger of 5 District CVS in 2007. We have district offices in Barrow, Carlisle, Kendal and Maryport.
We work with a wide range of groups and organisations from small community groups to large voluntary organisations. The special interests of the groups we work with include faith, environment, equality and diversity, disability, sport, health, social care and social enterprise.
Cumbria CVS is managed by a Board of Trustees drawn from our membership and other organisations. Services are delivered by a team of people experienced in delivering quality support to third sector organisations.
Building Better Opportunities - Getting Cumbria to Work: Barrow and South Lakeland Building Better Opportunities: Barriers to Work (Barrow and South Lakeland) one of three projects in Cumbria being jointly funded by the Big Lottery and the European Social Fund.
This project aims to support and work with individuals who are facing multiple and complex barriers to employment and who are furthest removed from the labour market. It will help them to move towards and into employment by supporting them to play a greater, more productive role in their communities, demonstrate increased skills and confidence and be much more likely to consider employment or volunteering as a viable prospect.
The project will deliver three particular strands of support focused around: Mental Health: providing support to individuals who experience mental health issues – including a joined up response with the range of agencies who already work with such participants. Financial Inclusion: supporting people to overcome financial and digital barriers to employment by providing financial and money management advice to enable participants to manage their money better and make it go further. Working with the Social Enterprise Sector and wider Third Sector: providing work experience and employment opportunities for participants within social enterprises. The programme of work will be delivered by a partnership of 20+ third sector organisations and Cumbria CVS it the lead and accountable body.
Provision of a Customer Relationship Management System (under a licence agreement) and related ICT
Scope of work Requirements
To be an organisation working with drug and alcohol users and ex-offenders.
Be able to host a 0.8 fte key worker to work with 46 clients, these will be directly sourced or referred to the key workers from other partners and external agencies. The key worker will work to a minimum standard ensuring quality time with the clients, assessing eligibility, mapping objectives, monitoring progress and reporting on outcomes.
Be able to produce timely reports in the requirements of ESF funding (assistance will be provided in the initial stages to check quality).
Resources Cumbria CVS will make available A named member of staff will named as point of contract and will be available to support the partner in establishing practices and ensuring compliance with ESF funding requirements.
Contract Term Contract will run from the date of appointment to the project end in December 2019. Delivery of the project workload will cease in August 2019 leaving the remaining time for project wrap up.
Value of the contract The project is based on actual cost recovery, it is anticipated the value will not exceed:
£58,000 for key work allocation including on costs and 15% management fee.
Payment arrangements Payments will be Quarterly in arrears

Anticipated start date: 14th August 2017, successful partners will be notified on the afternoon of the 11th August and should be available to attend a partners meeting in Barrow on Monday 14th August.
