TOWN OF BRADFORD BOARD OF SELECTMEN MEETING AGENDA MINUTES 7:00 PM Thursday, November 21, 2013
Item 1. Open meeting. Chairman Edward Nevells opened the meeting at 7:51PM. (Meeting was pre-empted by School Board meeting regarding the construction of a new school building.)
Item 2. Approval of Minutes. Selectman Timothy Bubar made a motion and Selectman Vance Corliss 2nd to approve the November 7th minutes as read. Four in favor. Chairman Edward Nevells abstained. Selectman Ronald Jack made a motion and Selectman Vance Corliss 2nd to approve the November 14th minutes as read. All in favor.
Item 3. Open Session. There was no discussion from the public. From the Board: The snowplow has been installed on the Town truck and Selectman Timothy Bubar will check into getting the solenoids replaced from GreenPoint. Selectman Bruce Bailey made a motion and Selectman Vance Corliss 2nd to use the remaining $1000 in the Town Truck account and to transfer $2500 from the Building Maintenance account to the Town Truck account to purchase the 8’ plow. All in favor. Selectman Vance Corliss asked about Highview using the gym for free. The Board was informed that the school is paying for the use of the facility and only from 3:15-4:45PM each day.
Item 4. Committee Reports. a. Planning Board. None. b. CEO. None. c. Recreation Committee. None. d. Fire Department. Chief Kelley informed the Board he will be joining with several surrounding towns to host Firefighter I and Firefighter II classes this winter and spring. Selectman Vance Corliss made a motion and Selectman Timothy Bubar 2nd to allow Dusty to purchase two sets of turnout gear. All in favor. e. Road Commissioner. The Middle Road Bridge reconstruction has begun. The holes for the posts for the extra length of guardrails could not be dug deep enough. It was asked if the Board would be willing to allow large rocks to serve as “guardrails.” They agreed that would be an acceptable alternative.
Item 5. Old Business. a. Advertise for Winter Maintenance contract. The winter maintenance bid request will be advertised on November 23rd, 29th, and 30th. It is also posted on MMA job bank, and letters will be sent to the four individuals that the office knows are interested. The contract was discussed and agreed to leave as it’s written, at this time. The bid package will request two separate bids, one with pre-wetting and one without. Item 6. New Business. a. Sign school referendum warrants. Signed. b. Request approval for office computers. Selectman Ronald Jack made a motion and Selectman Vance Corliss 2nd to allow the Town Manager to purchase two new computers for the office. Of the two current ones in use, one belongs to the state and is supposed to only be used for elections, and the other is the server and should not be used for everyday use due to viruses, etc. All in favor.
Item 7. Correspondence. a. Special Operations Seminar. Acknowledged.
Item 8. Request for Additional Agenda Items. None.
Item 9. Review of Treasurer’s Warrants - #’s 69, 70, 71. Signed.
Item 10. Executive Session. Chairman Edward Nevells made a motion and Selectman Timothy Bubar 2nd to go into executive session at 8:43pm under 1 MRSA 405 6 (e). All in favor. Selectman Ronald Jack made a motion and Selectman Timothy Bubar 2nd to come out of executive session at 8:56pm. All in favor.
Item 11. Adjournment. Chairman Ed Nevells adjourned the meeting at 8:57pm.
