Executive Summary

NZ’s local authorities are responsible for around $82 billion of community assets1. Community expectations are that these assets are constructed and maintained in a manner that maximises community utility in terms of asset performance and financial management.

In July 2014, Wellington Council, Christchurch Council, Auckland Transport and NZTA, formed the Transport Analytics Governance Group (TAGG) with the aims of developing a collective approach to improve asset management capability.

TAGG is developing an asset management framework that allows for a consistent approach for all participants in the NZ asset management sector. This will include analysis, forecasting, scenario modelling and reporting, addressing infrastructure activities such as financial and performance management on a day to day and future basis.

In order to provide this consistent approach to infrastructure management, there needs to be consistent practices in terms of data usage, processing and analysis. A fundamental to enabling this integrated and unified approach was identified as agreeing to standard infrastructure asset metadata standard.

TAGG engaged GISSA International to examine current TAGG asset capture processes, identify specific requirements and modify existing their A-SPEC specifications2 to meet these requirements.

The completed metadata specification will:

. Be available to all in NZ; . Streamline the supply of meaningful ‘As Constructed’ data; . Be future proof; . Facilitate best practice between NZ and the State Roading Authority;

2 GISSA International’s existing A-SPEC suite of specifications currently enables the delivery of newly constructed assets as digital data in a GIS ready format to Asset Owners and Managers in Local Government, Utilities and Water Authorities. . Provide a common data supply specification for consortium members allowing efficiency improvements and cost savings relating to asset management systems operations.

The beneficiaries of TAGG’s vision will be across the whole asset infrastructure sector. Clear roles and responsibilities leads to efficient data flows between participants, while a standardised approach to reporting leads to confidence in financial management and strategic planning.

The ultimate success of the adoption of the project will, in part, be measured by its use by all members of TAGG as well other participants in the NZ transport sector.

The project is revolutionary in its national, whole of sector, inclusive deliverables. The adoption of unified processes delivers the means for transparency in the strategic management of infrastructure assets in NZ.

This paper asset will outline challenges and benefits derived from the TAGG/GISSA partnership from technical, governance and cultural perspectives.
