Vision Statement

The vision of Massanutten Regional Governor’s School is to promote a sense of personal responsibility for our environment and to prepare our students to pursue leadership roles in a constantly changing world.

Mission Statement

Our mission at Massanutten Regional Governor’s School is to provide an integrated and enriched research-based curriculum to highly motivated and intellectually gifted students based on environmental science and technology. At MRGS we believe that our students are our program and that the education we provide has the potential to benefit not only our students as individuals but society as a whole.

Program Objectives

The learning environment of Massanutten Regional Governor’s School is designed to accelerate, enrich, and enhance the educational opportunities of students by:

1. Delivering a rigorous academic program that challenges students to pursue their interests in mathematics, science, and technology to their fullest potential. 2. School Calendar

Massanutten will follow the Shenandoah County Public Schools calendar after the official start of school. Snow days and any make-up days will be determined by Shenandoah County Public Schools.

Massanutten may be in session during the year when your home school is closed for teacher workdays, parent/teacher conferences, holidays, etc. When this situation occurs, students are expected to attend classes at Massanutten except in the case of inclement weather, see page 7 for the Inclement Weather Policy and Procedures. On early release days students are expected to attend classes at Massanutten but the bus(es) will be released early to enable students to return to their home schools for their normal classes.

Students will receive interim reports and report cards based upon dates established by their home school division.

6 Inclement Weather Policy and Procedures

In case of inclement weather students should listen to local radio and television stations for official closing information for Shenandoah County Public Schools. Massanutten will not issue a separate announcement and students are advised not to call the Massanutten office for closing and delay information.

. Closings o If Shenandoah County is closed – Massanutten is closed. o If your home school division is closed – do not report to Massanutten. . One Hour Delay Schedule o If Shenandoah County is on a one hour delay – only Shenandoah and Page students should report to Massanutten. o If your home school division is on a one hour delay – only Page students should report to Massanutten. . Two Hour Delay Schedule o If Shenandoah County is on a two hour delay – do not report to Massanutten. o If your home school division is on a two hour delay – do not report to Massanutten. . If inclement weather begins during Massanutten school hours, students will be dismissed at the discretion of the Director. . If Massanutten is open and a student does not attend class due to inclement weather he/she is responsible for making up assignments.

7 Daily Attendance

All students should make attendance and punctuality a priority for the school year. Students and their parent(s)/guardian(s) must realize that some learning activities (i.e. field experiences, lab activities, classroom discussions) cannot be replicated through make-up work and repeatedly missing school can adversely affect student’s grades. In case of absences, it is the student’s responsibility to get missing assignments from his/her teachers and make arrangements for the completion of the work.

Attendance must be within the guideline of Shenandoah County Public Schools and Massanutten students will follow procedures that have been adopted by the Secondary School Administration. The procedure is as follows:

Progress in school and success in daily learning activities are directly related to a student’s presence in class. The major responsibility for attendance rests with the students and his/her parent(s) or guardian(s). Massanutten recognizes its responsibility to provide quality instruction on a daily basis and understands that one of the primary motivators for good attendance is the presentation of meaningful and relevant learning activities.

Absence Policy

1. Students are expected to be in attendance at school each day. 2. Massanutten does not recognize a distinction between excused and unexcused absences. 3. All absences will be verified by the parent/guardian in accordance with the following guidelines: a. The parent/guardian will contact the school prior to the absences. b. The Massanutten secretary will attempt to contact the parent/guardian by phone during the day of the absence if prior notice from the parent/guardian was not made. c. The parent/guardian will send a note of the first day the student returns to school if contact through the above procedures was not made. d. When a Massanutten student is absent, the secretary will report the student absent to his/her home school. e. When circumstances arise that a student must be absent, the student is responsible to get missing assignment from his/her teachers upon return and make arrangements for the completion of the work. 4. The following procedures govern make-up work: a. Students should pre-arrange absences when possible and have missed work completed upon return to school. b. Students are responsible for obtaining make-up work from their teachers upon return to school and make arrangements for its completion. i. General policy: one day for completion per one day missed.

8 c. Teachers will construct make-up work in relation to the learning activities that are missed. However, it is not always feasible to replicate classroom learning experiences (i.e. field experiences, lab activities, class discussions, etc.) through make-up work. d. The Director may, under conditions of suspension, deny a student the opportunity to make-up work. 5. No student is to leave the building during the day without permission from the Director or his/her designee. 6. Students that need to leave early should present a note from a parent/guardian stating the reason for the early release. The note should be given to the secretary before classes begin. A phone call from a parent/guardian is also acceptable. Students are required to sign out in the office prior to leaving. 7. Students that become ill during the day will be permitted to go home after parent/guardian gives verbal permission to the Director or the secretary. 8. Students who leave Massanutten and do not plan to return to their home school should sign out in the office before leaving. A note or phone call from a parent/guardian will be required for a student to sign him/herself out. Failure to sign out may result in disciplinary action. 9. If a student needs to miss classes at Massanutten due to a home school activity, the student needs to have prior approval from the principal at his/her home school. The only exception to this would be for an all school activity (i.e. an assembly or club day) or an all class activity (i.e. junior class meeting). The student should have either his/her home school principal or the activity’s sponsor contact Massanutten about the absence. It is the responsibility of the student to get missed assignments from his/her teachers as outlined above. 10. If a student needs to miss classes at his/her home school due to a Massanutten activity, the Director will contact the home school principal as soon as the activity is planned and the secretary will contact the attendance officer at the home school the day of the absence. It is the responsibility of the student to get missed assignments from his/her teachers as outlined by his/her home school. 11. If a student is tardy, he/she must sign into the office immediately upon arrival and obtain a tardy slip for class. a. When a student receives his/her second tardy during a six weeks period, the Director will have a conference with the student. b. Excessive tardies to Massanutten may result in disciplinary measures as deemed necessary by the Director.

9 Field Experience Policy

Purpose: A field experience is a school sponsored and school chaperoned activity, which provides an effective means of accomplishing the stated goals of the instructional program. Field experiences are an important part of the Massanutten experience. The purpose of these educational experiences are to: . provide community-based learning opportunities; . enable students to participate in authentic world problem-solving; . build a regional community of learners through face-to-face educational experiences; . reach into the community as both learners and contributors.

Transportation: Transportation for field experience will be restricted to school buses. When circumstances warrant an exception, a teacher or other duly licensed adult may be approved to drive the Triplett Tech vehicle.

Student Conduct: Students will adhere to their school division’s code of conduct and Massanutten Student Behavior Expectations.

Permission Slips: Due to the nature and objectives of the Massanutten Regional Governor’s School curriculum, there may be many instances when students need to take short trips in close proximity to collect water samples, etc. Unfortunately, it would not be feasible for us to send home a field trip permission form each and every time this type of hands-on, authentic learning experience is deemed appropriate and necessary to meet course objectives. Massanutten requests that a parent/guardian sign a “blanket” permission form to allow students to participate in localized field experiences that do not extend beyond the program’s daily schedule without prior parental notification.

Frequency: Field experience opportunities will be offered to students one to three times a month. Field experiences will be taken during regular Massanutten school time in order not to impede on instruction at the home school as much as possible. Upon occasion it may be necessary to arrange field experiences that would require students to miss courses at their home school, during the evening hours, or on the weekend. No more than three all day experiences will be offered per semester, excluding the Chesapeake Bay trip for seniors.

Funding: Transportation costs will be funded through Massanutten. Additional costs such as tickets, meal, snacks, etc., will be the responsibility of each student. No student will be denied access to a field experience due to the inability to pay any additional costs.

10 Acceptable Computer Use Agreement and Laptop Policy

Massanutten Regional Governor’s School has purchased enough laptop computers for each student to be assigned a laptop. These computers have been purchased in order to promote educational excellence by facilitating resource sharing, innovation, and communication. The computers are essential educational tools.

These computers may be used while at Massanutten and may be checked out occasionally for use at home.

All use of these computers must be in support of education and/or research. Use of the computer and its applications are a privilege, not a right. Any communication or material used on the computer system, including electronic mail and deleted files, may be monitored or read by school officials. Massanutten personnel maintain the right at any time to exclude a student from access to a Massanutten designated laptop or computer system because of inappropriate or negligent use.

Students at Massanutten who receive approval and have filed appropriate paperwork as designated by Massanutten will be allowed to take their assigned laptop computer home overnight. In the event that a laptop computer and accessories are not returned appropriate school disciplinary and/or legal action may be taken.

Student Responsibility . Students must keep their laptop computer in their possession or securely stored at their work location. . Student’s must follow this Acceptable Computer Use Agreement and the Internet Acceptable Use Policy. . No person other than the assigned person may use the laptop. . Students are not allowed to leave laptops in hallways or classrooms unattended. . Students must use a computer bag or backpack anytime the student must transport the computer away from school grounds. . The label designating that the laptop is property of Massanutten Regional Governor’s School must remain on the computer. If the label wears off, please ask Massanutten personnel to attach a new label. . The student will not deliberately damage, alter, or cause malfunction to the laptop or computer system. . No food, candy or beverages should be consumed while using the laptop computer.

Unacceptable Use Each user is responsible for his/her actions while on the computer system and laptop. Prohibited conduct includes: . Using the network for any illegal activity, including violation of copyright or contracts, or transmitting any material in violation of any federal, state, or

11 local law – sending, receiving, viewing, or downloading illegal material via the computer system. . Unauthorized downloading of software, including proxy servers. . Using the computer system for private financial or commercial gain. Using the computer system for commercial purposes or private advertising. . Wastefully using resources, such as file space. . Gaining unauthorized access to resources, documents, and programs. . Posting material created by another person without his/her consent. . Submitting, posting, publishing, or displaying any obscene, profane, threatening, illegal or other inappropriate material. . Vandalizing the computer system, including destroying data by creating or spreading viruses or by other means.

Network Etiquette Each user is expected to abide by generally accepted rules of etiquette, including the following: . Be polite. . Do not forge, intercept, or interfere with electronic mail messages. . Use appropriate language. The use of obscene, lewd, profane, threatening, or disrespectful language is prohibited. . Do not post personal contact information, including names, home, school, or work addresses, telephone numbers, or photographs, about yourself or others. . Respect the computer system’s resource limits. . Do not post chain letters or download large files. . Do not use the computer system to disrupt others. . Do not read, modify, or delete data owned by others. . Do not share passwords to protected sites or Massanutten licensed software with unauthorized users.

A student and parent/guardian must sign the Acceptable Computer Use Agreement and Laptop Guide before the student uses the designated laptop or computer systems. The failure of any student to follow the terms of the Agreement may result in loss of computer system privileges, disciplinary action, and/or appropriate legal action.

Neither Massanutten nor the participating counties are responsible for any information that may be lost, damaged, or unavailable when using the computer system or for any information retrieved via the Internet. Furthermore, Massanutten and participating counties will not be responsible for any unauthorized charges or fees resulting from access to the computer system, for theft, loss, or purposeful damage to the laptop computer.

12 Grading Policy

Grading periods will be six weeks in length. Six weeks and semester grades will be reported to home school counseling offices for distribution to students according to the guidelines of each school division.

All reporting of academic progress for Massanutten will be recorded as letter grades according to Shenandoah County’s grading scale, as follows:

A 93 – 100 B 85 – 92 C 77 – 84 D 69 – 76 F 68 and below

Guidelines for Grading Practices

1. There will be a sufficient number of assignments to ensure that one very low grade on a daily class assignment or homework assignment will not lower the final grade for a reporting period more than one letter grade. 2. Students turning in late work will receive partial credit or no credit for the work as stated in the teacher’s grading procedures established at the beginning of the school year. 3. Students receiving an incomplete grade at the end of a reporting period have one week after report cards are issued to complete any additional work or the missing grades will reflect the actual average generated by the missing assignment(s). 4. Students shall not be penalized academically for any personal action unless that action is academically related as determined by the Director. A student’s grade shall be based solely on academic achievement. 5. Students under suspension when the suspension is not related to academic matters will not be penalized academically. Students that have been suspended will be permitted to make up work missed during such suspension provided that they seek make-up assignments from their teachers and complete such make-up work within the guidelines of this policy. Students shall have one school day for each day suspended to complete their make-up work. 6. Students under suspension when the suspension is related to an academic matter (i.e. cheating, plagiarism, excessive classroom misbehavior) as deemed by the Director will not have the opportunity to make up work, thus zeros will be assigned for all assignments and other missed work during the period of suspension. (Virginia Code § 7-11.3 6.2)

13 Exam Policy

If a course has a semester and/or a final exam, all students are expected to take the exam on the scheduled day. If a course has a semester and/or final assignment, instead of an exam, all students are expected to turn in the assignment on the scheduled day. All exceptions to the examination schedule or dates must be pre-approved by the Director. If a student does not report for or turn in a semester/final exam/assignment due to an emergency, Massanutten must be notified on the day of the examination/assignment by the student’s parent/guardian.

SOL Testing

Juniors will take the EOC SOL for English 11. The test will be administered at the student’s home school.

AP Testing

Students are encouraged to take Advanced Placement tests for AP designated courses. Testing fees are the responsibility of the student.

Academic Credit

Students at Massanutten earn 4.5 to 5 high school credits each year depending on the number of hours spent in research/mentorship. The school operates on the semester plan with each semester being 18 weeks in length. Classes are held five days a week in the mornings with each individual class, excluding research, being held two days a week for 1 hour and 10 minutes. Research/mentorship is held on Friday for 2 hours and 20 minutes.

Dual enrollment credit through local community colleges and/or universities is available for some courses. Dual enrollment fees are the responsibility of each student and/or his/her school division. It is the responsibility of each student to request Academic Transcripts for the dual enrollment institution when necessary.

Honor Code

All Massanutten students are expected to submit their own work on projects, tests, homework assignments, research papers, lab write-ups, and in-class assignments unless the faculty members specifically gives instructions allowing for group effort on a given assignment. All assignments and tests will indicate the student’s honor pledge as follows, regardless of whether it is written on the paper: I have neither given nor received any unauthorized assistance on this assignment. Suspected Honor Code violations will be reported to Director immediately for an investigation.

14 Expectations for Student Conduct

To maintain a positive learning environment, students are expected to accept responsibility for their conduct as follows:

Absence or Tardiness Students shall not be absent from or report late to class or school without appropriate parental permission, school permission, or an otherwise valid excuse.

Acceptable Use of the Internet Students shall abide by the Massanutten Acceptable Computer Use Policy.

Alcohol, Tobacco, Anabolic Steroids, and Other Drugs A student shall not possess, use, and/or distribute alcohol, tobacco and/or tobacco products, or other drugs on school property, on school buses, or during school activities, on or off school property. This includes, but may not be limited to, smokeless tobacco, anabolic steroids, look-alike drugs, drug paraphernalia, and any prescription or nonprescription drug not possessed in accordance with Policy JHCD.

A student shall not possess, procure or purchase or attempt to possess, procure, or purchase or be under the influence of (legal intoxication not required), or use or consume or attempt to use or consume, any of the restricted substances listed in this regulation or what is represented by or to the student to be any of the restricted substances listed in this regulation or what the student believes is any of the restricted substances in this regulation.

This regulation incorporates Shenandoah County School Board Policy JFCF.

Restricted substances include alcoholic drinks, marijuana, narcotic drugs, hallucinogens, stimulants, depressants, and anything else covered by the Drug Control Act referenced below, as well as any abusable glue, paint and similar materials, anabolic steroids and both prescription and non-prescription drugs if they are not taken according to the prescription or directions on the package, and includes anything that a student represents to be a restricted substance or which a student believes is a restricted substance.

In addition to any other consequences which may result, a student who is a member of a school athletic team will be ineligible for two school years to compete in interscholastic athletic competition if the school principal and the division superintendent determine that the student used anabolic steroids during the training period immediately preceding or during the sport season of the athletic team, unless such steroid was prescribed by a licensed physician for a medical condition.

Students shall not manufacture, give, sell, distribute or possess with intent to give, sell or distribute marijuana or other controlled substance as defined in the Drug Control Act, Chapter 15.1 of Title 54 of the Code of Virginia.

15 Assault and Battery A student shall not assault or commit battery upon another person. Voluntary fighting resulting in physical injury to another person shall be considered assault and battery. Physical Assault includes any physical confrontation that may result in no injury, minor injury, or serious injury that includes, but may not be limited to, kicking, shoving, pushing, hitting and fighting. Battery is the unlawful application of force to the person of another.

Assemblies At all times the students’ behavior should be courteous. An indication of the cultural level of a school is the conduct of its student body at an assembly.

Whether guests are present or not, each student is personally responsible for the impression made by the school as a whole. Unacceptable conduct would include whistling, inappropriate clapping, boisterousness, and talking during the program.

Behavior on School Bus Students shall not behave in a disruptive manner or otherwise violate these Expectations of Student Conduct while waiting for a school bus, while on a school bus or after being discharged from school bus.

Beepers, Cell Telephones, Personal Digital Assistants (PDAs), or Similar Devices Students may possess a beeper, cellular telephone, Personal Digital Assistant (PDA), or other communications device on school property, including school buses, provided that the device must remain off and out of sight while on school property. If a student possesses such a device other than as permitted in this policy, in addition to other disciplinary sanctions which may be imposed, the device may be confiscated from the student and returned only to the student’s parent.

Bomb Threats Students shall not engage in any illegal conduct involving firebombs, explosive or incendiary materials or devices or hoax explosive devices or chemical bombs as defined in the Code of Virginia. Moreover, students shall not make any threats or false threats to bomb school personnel or school property.

Books Students will be furnished textbooks without charge. It is the responsibility of the student to keep the textbooks issued to him/her in good condition. If a textbook is lost or damaged, it is the responsibility of the student to pay the cost of a new textbook.

16 Bullying A student, either individually or as a part of a group, shall not harass or bully others. Prohibited conduct includes, but is not limited to, physical intimidation, taunting, name calling, and insults and any combination of prohibited activities. Prohibited conduct includes verbal conduct consisting of comments regarding the race, gender, religion, physical abilities or characteristics or associates of the targeted person.

Cheating Students shall not cheat, plagiarize or knowingly make false statements with respect to any assigned school work or tests.

Defiance of the Authority of School Personnel Students shall comply with any oral or written instructions made by school personnel within the scope of their authority as provided by board policies and regulations.

Disruptive Conduct Students shall not engage in conduct that is or is intended to be disruptive of any student activity, function, or process of the school or is dangerous to the health or safety of students or others.

Emergency Procedures Fire drills will be held weekly for the first month of school, then monthly for the remainder of the year. Other emergency drills will be practiced periodically throughout the year. Evacuation plans and procedures are posted in each classroom. During drills and in the event of a real emergency it is imperative that students conduct themselves in an orderly manner.

Felony Charges Students charged with any offense, wherever committed, that would be a felony if committed by an adult may be disciplined and/or required to participate in prevention/ intervention activities.

Gambling A student shall not bet money or other things of value, or knowingly play or participate in any game involving such a bet, on school property or during any school related activity.

17 Gang Activity A student shall not engage in gang activities as defined in Policy JFCE, incorporated by reference. Students shall be subject to disciplinary action in accordance with Policy and Regulation JFC for participating in gang activity.

Gang activity is defined as: • wearing, using, distributing, displaying, or selling any clothing, jewelry, emblem, badge, symbol, sign, or other thing that is evidence of membership or affiliation in any gang; • committing any act or omission, or using any speech, either verbal or non-verbal (such as gestures or hand-shakes) showing membership or affiliation in a gang; • using any speech or committing any act or omission in furtherance of the interests of any gang, including: a. soliciting, hazing and initiating others for membership in any gang, b. requesting any person to pay protection or otherwise intimidating or threatening any person, c. committing any other illegal act or other violation of school policy, and d. inciting other students to act with physical violence; • inappropriate congregating, bullying, harassment, intimidation, degradation, disgrace and/or related activities which are likely to cause bodily danger, physical harm, or mental harm to students, employees or visitors.

Harassment A student shall not harass another student or any school employee, volunteer, student teacher, or any other person present in school facilities or at school functions in violation of Policy JFHA/GBA Sexual Harassment/Harassment Based on Race, National Origin, Disability, and Religion, see page 23.

Hazing Students shall not engage in hazing. Hazing means to recklessly or intentionally endanger the health or safety of a student or students or to inflict bodily harm on a student(s) in connection with or for the purpose of initiation, admission into or affiliation with or as a condition for continued membership in a club, organization, association, fraternity, sorority, or student body regardless of whether the student(s) so endangered or injured participated voluntarily in the relevant activity.

The principal of any school at which hazing causing bodily injury occurs shall report the hazing to the local Commonwealth Attorney. Hazing, as defined above, is a Class 1 misdemeanor which may be punished by confinement in jail for up to 12 months and a fine of up to $2,500, or both, in addition to any disciplinary consequences which may be imposed under this policy. In addition, any person receiving bodily injury by

18 hazing has a right to sue, civilly, the person or persons guilty thereof, whether adults or infants Illness or Injury While at School If a student becomes ill or is injured, he/she should report immediately to his/her instructor whom will contact the Director. Parents will be contacted if medical attention is needed or if a student must leave school due to an illness.

Insurance Massanutten and Triplett Tech are not responsible for accidents occurring to students in connection with class, laboratory experiences, field work, student activities, travel, or other activities. Students should carry an accident policy and insurance information can be provided through a student’s home school.

I-Pods and Other Music Devices During instructional times, students should have their I-Pods or other music devices turned off. If a student possesses such a device other than as permitted in this policy, in addition to other disciplinary sanctions which may be imposed, the device may be confiscated from the student and returned only to the student’s parent.

Laser Pointers If a student has a laser pointer in his/her possession, it must remain out of sight while at school. If a student uses such a device other than as permitted in this policy, in addition to other disciplinary sanctions which may be imposed, the device may be confiscated from the student and returned only to the student’s parent.

Lockers Lockers are considered the property of the school and are issued to students for their use. Valuables and money should not be kept in lockers and neither Massanutten, nor Triplett Tech, is responsible for lost or stolen items. Any student abusing a locker will be charged for any damage that is incurred. Lockers and their contents may be searched by school officials at any time.

Lost and Found Individuals who have lost an item while at school are advised to check with the Massanutten secretary in case the item has been recovered. An individual that finds an item appearing lost is asked to take it to the Massanutten secretary.

Profane, Obscene, or Abusive Language Students shall not use language, a gesture, or engage in conduct that is vulgar, profane, obscene, or disrupts the teaching and learning environment.

Reports of Conviction or Adjudication of Delinquency Pursuant Students convicted or adjudicated delinquent of an offense listed in the Code of Virginia, 1950 as amended, § 16.1-305.1, may be suspended or expelled.

19 Science Labs/Activities Massanutten students will be expected to perform only the laboratory exercises outlined by the instructor. The instructor will inform the students of any dangers or safety precautions that need to be considered for a given experiment.

Individual experimentation must be prearranged and must be undertaken under the supervision of an instructor.

Students are responsible for maintaining the equipment issued to them. Students who break glassware, thermometers, graphing calculators, test kits, or other laboratory equipment will be responsible for the replacement cost of the item. If a student does not know how to use certain equipment, it is his responsibility to secure proper instructions before proceeding with the task. Also, students must practice good lab skills by cleaning up all materials at the end of an activity.

Student Dress School attire should be appropriate for classroom instruction as determined by the building administrators. Clothing and grooming must be such that the result does not distract from the teaching-learning environment. Students will not be permitted to wear clothing to school which depicts, suggests, or endorses violations of policy and/or immoral or illegal actions including, but not limited to, drugs, alcohol, violence, pornography, and gang activity. Students are not permitted to wear hats or head coverings unless authorized by an administrator. Clothing that is determined to be excessively revealing for an educational setting or degrades any person’s gender, culture, religion, or occupation is not authorized. Accessories or clothing deemed unsafe will not be permitted. Students are expected to dress appropriately for field experiences and fieldtrips. Failure to dress appropriately for these events may result in a student not being allowed to participate. The Director’s decisions will be final, and students who violate this policy will be directed to secure appropriate clothing immediately.

Student Driving Students are permitted to drive to Massanutten. Students driving are cautioned to be especially careful while on school ground. Violations of traffic regulations may result in the loss of driving privileges. Driving regulations are as follows:  Parking lost speed limit is 15 mph.  Parking is allowed only in the designated areas.  Parking off school grounds is not permitted.  No one is allowed to go to his/her car at any time without permission from the Director or a teacher.  Reports of improper driving to and from Massanutten will be grounds for loss of driving privileges.  Student drivers must park their cars immediately upon arrival and enter the school. Loitering in the parking lot is not permitted.  Students are only permitted to leave school ground with those students that their parent/guardian has granted permission to either ride with or drive.

20 Technology/Labs Massanutten has purchased sophisticated equipment for students to learn the basic procedures for operation and to conduct research projects. Since much of the equipment is expensive, it is imperative that each student operate the instrument(s) under the supervision of a faculty member. The student will receive instructions from the faculty members on proper usage and will set specific lab rules for their laboratories. Individual research projects must be approved by the instructors.

Theft A student shall not intentionally take the personal property of another person without consent under duress, threat or otherwise.

Threats or Intimidation Students shall not make any verbal or physical threat of bodily injury or use of force directed toward another person for the purpose of extortion or for any other reason.

Trespass The student shall not trespass on school property or use school facilities without proper authority or permission, or during a period of suspension or expulsion.

Vandalism Students shall not willfully or maliciously damage or deface any school building or other property owned or under the control of the School Board. In addition, students shall not willfully or maliciously damage or deface property belonging to or under the control of any other person at school, on a school bus or at school-sponsored events.

Visitors While most visitors are welcome to the school, there must be a valid reason for a visit. All visitors must report to the main office and receive approval from the Director. Classroom visit will be kept to a minimum during instructional hours.

21 Weapons or Other Dangerous Articles Students shall not have in their possession any type of unauthorized firearm or other article which may be used as a weapon, regardless of whether it is commonly accepted as such. This regulation incorporates Policy JFCD.

Carrying, bringing, using or possessing any firearm, dangerous device, or dangerous or deadly weapon in any school building, on school grounds, in any school vehicle or at any school sponsored activity without the authorization of the school or the school division is prohibited, and grounds for disciplinary action. The disciplinary sanction for bringing a firearm to school or to a school sponsored activity is expulsion for at least one year in accordance with Policy JGD/JGE. Violation of this policy shall require that proceedings for the discipline of the student involved be initiated immediately by the principal.

Such weapons include, but are not limited to:  any pistol, shotgun, stun weapon, revolver, or other firearm listed in section 22.1-277.07(E), of the Code of Virginia, designed or intended to propel a projectile of any kind, including a rifle,  unloaded firearms in closed containers, any air rifle or BB gun,  toy guns and look-alike guns,  any dirk, bowie knife, switchblade knife, ballistic knife, machete, knife or razor,  slingshots,  spring sticks,  brass or metal knuckles, blackjacks,  any flailing instrument consisting of two or more rigid parts connected in such a manner as to allow them to swing freely, which may be known as a nun chahka, nun chuck, nunchaku, shuriken, or fighting chain,  any disc, of whatever configuration, having at least two points or pointed blades, and which is designed to be thrown or propelled and which may be known as a throwing star or oriental dart, explosives, and  destructive devices as defined in section 22.1-277.07(E), of the Code of Virginia, or other dangerous articles.

Other Conduct In addition to these specific standards, students shall not engage in any conduct which materially and substantially disrupts the ongoing educational process or which is otherwise a violation of federal, state or local law.

22 Sexual Harassment/ Harassment Based on Race, National Origin, Disability, and Religion

Policy Statement The Shenandoah County School Division is committed to maintaining a learning/working environment free from sexual harassment and harassment based on race, national origin, disability, or religion. Therefore, Shenandoah County School Division prohibits sexual harassment and harassment based on race, national origin, disability or religion of any student or school personnel at school or any school sponsored activity.

It shall be a violation of this policy for any student or school personnel to harass a student or school personnel sexually, or based on race, national origin, disability or religion. Further, it shall be a violation of this policy for any school personnel to tolerate sexual harassment or harassment based on a student’s or employee’s race, national origin, disability or religion by students, school personnel or third parties participating in, observing or otherwise engaged in school sponsored activities.

For the purpose of this policy, school personnel includes school board members, school employees, agents, volunteers, contractors or other persons subject to the supervision and control of the School Division.

The School Division shall: (1) promptly investigate all complaints, written or verbal, of sexual harassment and harassment based on race, national origin, disability or religion; (2) promptly take appropriate action to stop any harassment and (3) take appropriate action against any student or school personnel who violates this policy and take any other action reasonably calculated to end and prevent further harassment of school personnel or students.

Definitions A. Sexual Harassment

Sexual harassment consists of unwelcome sexual advances, requests for sexual favors, sexually motivated physical conduct or other verbal or physical conduct or communication of a sexual nature when: (i) submission to that conduct or communication is made a term or condition, either explicitly or implicitly, of obtaining or retaining employment or education; or (ii) submission to or rejection of the conduct or communication by an individual is used as a factor in decisions affecting that individual’s employment or education; or (iii) that conduct or communication substantially or unreasonably interferes with an individual’s employment or education, or creates an intimidating, hostile or offensive employment or educational environment (i.e. the conduct is sufficiently serious to limit a student’s or employee’s ability to participate in or benefit from the educational program or work environment).

23 Examples of conduct which may constitute sexual harassment if it meets the immediately preceding definition include: • unwelcome sexual physical contact • unwelcome ongoing or repeated sexual flirtation or propositions, or remarks. • sexual slurs, leering, epithets, threats, verbal abuse, derogatory comments or sexually degrading descriptions. • graphic comments about an individual’s body. • sexual jokes, notes, stories, drawings, gestures or pictures. • spreading sexual rumors. • touching an individual’s body or clothes in a sexual way. • displaying sexual objects, pictures, cartoons or posters. • impeding or blocking movement in a sexually intimidating manner.

B. Harassment Based on Race, National Origin, Disability or Religion

Harassment based on race, national origin, disability or religion consists of physical or verbal conduct relating to an individual’s race, national origin, disability or religion when the conduct:

(i) creates an intimidating, hostile or offensive working or educational environment; or (ii) substantially or unreasonably interferes with an individual’s work or education; or (iii) otherwise is sufficiently serious to limit an individual’s employment opportunities or to limit a student’s ability to participate in or benefit from the education program.

Examples of conduct which may constitute harassment based on race, national origin, disability or religion if it meets the immediately preceding definition include: • graffiti containing racially offensive language. • name calling, jokes or rumors. • physical acts of aggression against a person or his property because of that person’s race, national origin, disability or religion. • hostile acts which are based on another’s race, national origin, religion or disability. • written or graphic material which is posted or circulated and which intimidates or threatens individuals based on their race, national origin, disability or religion.

Complaint Procedure

A. File Report

Any student or school personnel who believes he or she has been the victim of sexual harassment or harassment based on race, national origin, religion or disability by a

24 student, school personnel or a third party should report the alleged harassment to one of the compliance officers designated in this policy or to any school personnel. The alleged harassment should be reported as soon as possible, and the report generally should be made within fifteen (15) school days of the occurrence. Further, any student who has knowledge of conduct which may constitute prohibited harassment should report such conduct to one of the compliance officers designated in this policy or to any school personnel. Any school personnel who has notice that a student or other school personnel may have been a victim of prohibited harassment shall immediately report the alleged harassment to one of the compliance officers designated in this policy.

The reporting party should use the form, Report of Harassment, JFHA-F, to make complaints of harassment. However, oral reports and other written reports shall also be accepted. The complaint should be filed with either the building principal or one of the compliance officers designated in this policy. The principal shall immediately forward any report of alleged prohibited harassment to the compliance officer. Any complaint that involves the compliance officer or principal shall be reported to the superintendent. The complaint, and identity of the complainant and alleged harasser, will be disclosed only to the extent necessary to fully investigate the complaint and only when such disclosure is required or permitted by law. Additionally, a complainant who wishes to remain anonymous shall be advised that such confidentiality may limit the school division’s ability to fully respond to the complaint.

B. Investigation

Upon receipt of a report of alleged prohibited harassment, the compliance officer shall immediately authorize or undertake an investigation. The investigation may be conducted by school personnel or a third party designated by the school division. The investigation shall be completed as soon as practicable, which generally should be not later than fourteen (14) calendar days after receipt of the report by the compliance officer. Upon receiving the complaint, the compliance officer shall acknowledge receipt of the complaint by giving written notice that the complaint has been received to both the person complaining of harassment and the person accused of harassment. Also upon receiving the complaint, the compliance officer shall determine whether interim measures should be taken pending the outcome of the investigation. Such interim measures may include, but are not limited to, separating the alleged harasser and the complainant and, in cases involving potential criminal conduct, determining whether law enforcement officials should be notified. If the compliance officer determines that more than fourteen (14) days will be required to investigate the complaint, the complainant and the accused shall be notified of the reason for the extended investigation and of the date by which the investigation will be concluded. If the alleged harassment may also constitute child abuse, then it must be reported to the Department of Social Service in accordance with Policy JHG.

The investigation may consist of personal interviews with the complainant, the alleged harasser, and any others who may have knowledge of the alleged harassment or the circumstances giving rise to the complaint. The investigation may also consist of the

25 inspection of any other documents or information deemed relevant by the investigator. The school division shall take necessary steps to protect the complainant and others pending the completion of the investigation.

In determining whether alleged conduct constitutes a violation of this policy, the division shall consider, at a minimum: (1) the surrounding circumstances; (2) the nature of the behavior; (3) past incidents or past or continuing patterns of behavior; (4) the relationship between the parties; (5) how often the conduct occurred; (6) the identity of the alleged perpetrator in relation to the alleged victim (i.e. whether the alleged perpetrator was in a position of power over the alleged victim); (7) the location of the alleged harassment; (8) the ages of the parties and (9) the context in which the alleged incidents occurred. Whether a particular action or incident constitutes a violation of this policy requires a case by case determination based on all of the facts and circumstances revealed after a complete and thorough investigation.

The compliance officer shall issue a written report to the superintendent upon completion of the investigation. If the complaint involves the superintendent, then the report shall be sent to the School Board. The report shall include a determination of whether the allegations are substantiated, whether this policy was violated and recommendations for corrective action, if any.

All employees shall cooperate with any investigation of alleged harassment conducted under this policy or by an appropriate state or federal agency.

C. Action by Superintendent

Within five (5) calendar days of receiving the compliance officer’s report, the Superintendent or designee shall issue a decision regarding whether this policy was violated. This decision must be provided in writing to the complainant and the alleged perpetrator. If the superintendent or designee determines that prohibited harassment occurred, the Shenandoah County School Division shall take prompt, appropriate action to address and remedy the violation as well as prevent any recurrence. Such action may include discipline up to and including expulsion or discharge.

Whether or not the superintendent or designee determines that prohibited harassment occurred, the Superintendent or designee may determine that school-wide or division- wide training be conducted or that the complainant receives counseling.

D. Appeal

If the superintendent or designee determines that no prohibited harassment occurred, the employee or student who was allegedly subjected to harassment may appeal this finding to the School Board within 5 calendar days of receiving the decision. Notice of appeal must be filed with the superintendent who shall forward the record to the School Board. The School Board shall make a decision within 30 calendar days of receiving the record.

26 The School Board may ask for oral or written argument from the aggrieved party and the superintendent and any other individual the School Board deems relevant.

If the superintendent or designee determines that prohibited harassment occurred and discipline is imposed, the disciplined person may appeal the disciplinary sanction in the same manner as any other such sanction would be appealed.

Employees may choose to pursue their complaints under this policy through the relevant employee grievance procedure instead of the complaint procedure in this policy.

E. Compliance Officer and Alternate Compliance Officer

The Shenandoah County School Board has designated the Assistant Superintendent of Schools (or designees), at 600 North Main Street, Woodstock, Virginia 22664, telephone 540-459-6222 as the Compliance Officer responsible for identifying, preventing and remedying prohibited harassment. The Compliance Officer shall: • receive reports or complaints of harassment; • oversee the investigation of any alleged harassment; • assess the training needs of the school division in connection with this policy;

• arrange necessary training to achieve compliance with this policy; • insure that any harassment investigation is conducted by an impartial investigator who is trained in the requirements of equal employment/education opportunity, including the authority to protect the alleged victim and others during the investigation.

F. Informal Procedure

If the complainant and the person accused of harassment agree, the student’s principal or designee may arrange for them to resolve the complaint informally with the help of a counselor, teacher, or administrator.

If the complainant and the person accused of harassment agree to resolve the complaint informally, they shall each be informed that they have the right to abandon the informal procedure at any time in favor of the initiation of the Formal Procedures set fort herein. The principal or designee shall notify the complainant and the person accused of harassment in writing when the complaint has been resolved. The written notice shall state whether prohibited harassment occurred.

Retaliation

Retaliation against students or school personnel who report harassment or participate in any related proceedings is prohibited. The School Division shall take appropriate action against students or school personnel who retaliate against any student or school personnel who reports alleged harassment or participates in related proceedings.

27 Right to Alternative Complaint Procedure Nothing in this policy shall deny the right of any individual to pursue other avenues of recourse to address concerns relating to prohibited harassment including initiating civil action, filing a complaint with outside agencies or seeking redress under state or federal law.

Prevention and Notice of Policy

Training to prevent sexual harassment and harassment based on race, national origin, disability and religion should be included in employee and student orientations as well as employee in-service training. This policy shall be (1) displayed in prominent areas of each division building in a location accessible to students, parents and school personnel, (2) included in the student and employee handbooks; and (3) sent to parents of all students within thirty (30) calendar days of the start of school. Further, all students, and their parents/guardians, and employees shall be notified annually of the names and contact information of the compliance officers.

False Charges

Students or school personnel who knowingly make false charges of harassment shall be subject to disciplinary action as well as any civil or criminal legal proceedings.

28 Non-Discrimination Notice

Policy Statement

In accordance with the requirements of the Civil Rights Act, Shenandoah County Public School system hereby announces that it does not discriminate on the basis of race, color, age, sex, religion, national origin, or handicapping condition.

No otherwise qualified handicapped person shall, solely by reason of handicap, be excluded from participation in, be denied the benefits of, or otherwise by subjected to discrimination under any program or activity which receives or benefits from federal financial assistance. For purposes of this policy, a qualified handicapped person shall be one who satisfies the definition set forth in the Rehabilitation Act of 1973 and its implementing regulations.

The principal of each school is responsible for coordinating the efforts in their building to comply with and carry out the responsibilities under these regulations.

Specific concerns or allegations by students, employees, or others may be referred to Robert A. Belyea, Pupil Personnel Supervisor, Shenandoah County Public Schools, 600 North Main Street, Woodstock, VA 22664 or at (540) 459-6222.

29 Maintenance of Student Records

A record is maintained in the Massanutten office for students that attend the school. These records are available for review.

The Shenandoah County School Board shall maintain scholastic records on all students enrolled. It is our desire that students and parents have a clear understanding of the content of the record, how the record is being managed, and individual rights with regards to the record.

It is the responsibility of the Director of Massanutten to ensure that scholastic records are developed, maintained, and stored in a confidential manner is a secure location. Every student enrolled has a scholastic record which is located at the school that he/she attends. These records are limited to data needed by the school system to assist the student in his/her personal, social, educational, career development, and his/her specialized information that may be collected for students with special needs who require differentiated programs and/or special services.

Parents who wish to review the record of their child or eligible students who wish to review their own records should make the request to the Director of Massanutten. Parents or eligible students may inspect and review scholastic records within 14 school days of the request. Eligible students are those who are 18 years of age or older, an emancipated minor, attending an institution of post secondary education, or under the age of 18 and have written consent of their parent/guardian. The Director or designee will be present for interpretation and explanation of the record.

If the parent/guardian or eligible student believes that information in the scholastic record is inaccurate or misleading or violates the privacy of the rights of the students, they may request that the record be amended or expunged. The Director will decide whether to amend or expunge the record within 15 school days after the written receipt of the request. If the Director agrees to do so, acknowledgement will be made in writing and placed into the student’s scholastic record. If the Director disagrees, he/she will notify the parent/guardian of the right to a hearing within 45 calendar days of the written request. The hearing will be conducted by a hearing officer who is a disinterested party. The parent/guardian or eligible student may be assisted or represented by individuals of his/her choice at his/her expense. The evidence shall become a permanent part of the student’s scholastic record. The parent/guardian or eligible student have the right to file a complaint with the Regulation Office concerning alleged failure to comply with the Family Educational Rights and Privacy Act (FERPA).

Upon request of another school division or educational agency, information in a student’s scholastic record will be released without parental/guardian consent when the student transfers to another school division unless prohibited by other applicable law protecting the confidentiality of that information. Without prior parental/guardian consent, scholastic records may be released to state or local law enforcement officers, and agencies responsible for protective services to children or student who are involved with

30 these agencies. Parental/guardian consent must be obtained before personal identifiable information is released to any other public or private agency or individual making such a request. Unless the school division is provided with a copy of legal documentation stating otherwise, both parents will be allowed to inspect and review the scholastic record.

Directory information means information contained in an educational record of a student which would be generally harmful or an invasion of privacy if disclosed. It includes, but is not limited to, the following data: name of student, address, telephone listing, date and place of birth, major field of study, participation in officially recognized activities and sports, height and weight of members of athletic teams, dates of attendance, degrees or awards received, and the most recent previous educational agency or institution attended. If the parent/guardian or eligible student wishes that this information not be made public or released to others, the Director must be notified in writing within 15 administrative days of the annual publication of this notice and/or the distribution of student handbooks where this annual notice is provided.

Most of the academic record is destroyed when no longer educationally useful or five years after the student graduates or leaves school. Scholastic records may be needed by the parent/guardian or the student for social security benefits or other purposes. Eligible students or parents have a right to be provided a copy of any record being destroyed. The following information will be kept permanently in the scholastic record: record data disclosure form, name and address of the student or parent/guardian, birth date and birth certificate number, program of studies plan, scholastic work completed, level of achievement, including grades, grade point average, and class rank, and type of diploma/certificate, attendance, test data, certificate of immunizations, social security number (unless waiver is granted), and citizenship status if other than an United States citizen.

Management of the Student’s Scholastic Record and School Board Policy File: Student Records explain the collection, maintenance, security, use, disclosure, and content of scholastic records. These documents are located in all schools and are available, upon request, by contacting either Massanutten’s Director or the Pupil Personnel Supervisor.

Change of Student Information

Any changes in a student’s, name, guardianship, address, or telephone number should be reported to the Massanutten secretary.

31 Administering Medication to Students

Prescription Medications Shenandoah County Public School personnel may give prescription medication to students only pursuant to the written order of a physician or nurse practitioner and with written permission from the student’s parent or guardian. Such medicine must be in the original container and delivered to the principal, school nurse or school division designee by the parent/guardian of the student. The superintendent shall develop guidelines for administration of medicines to students and for the secure storage of such medicines.

Nonprescription Medications Shenandoah County Public School personnel may give nonprescription medication to students only with the written permission of the parent or guardian. Such permission shall include the name of the medication, the required dosage of the medication, and the time the medicine is to be given. Such medicine must be in the original container and delivered to the principal, school nurse or school division designee by the parent/guardian of the student.

Self-Administration of Medication Self-administration of any medication with the exception of asthma medication and auto- injectable epinephrine, as discussed below, is prohibited for students in grades kindergarten through eighth. Students in grades nine through twelve may be allowed to possess and self-administer non-prescription medicine if: 1. written parental permission for self-administration of specific non-prescription medication is on file with the school; 2. the non-prescription medication is in the original container and appropriately labeled with the manufacturer’s directions; 3. the student’s name is affixed to the container; and 4. the student possesses only the amount of non-prescription medicine needed for one school day/activity.

Sharing, borrowing, distributing, manufacturing or selling any medication is prohibited. Permission to self-administer non-prescription medication may be revoked if the student violates this policy and the student may be subject to disciplinary action in accordance with the Standards of Student Conduct.

Self-Administration of Asthma Medications and Auto-Injectable Epinephrine Students with a diagnosis of asthma or anaphylaxis, or both, are permitted to possess and self-administer inhaled asthma medications or auto-injectable epinephrine, or both, as the case may be, in accordance with this policy during the school day, at school- sponsored activities, or while on a school bus or other school property. In order for a student to possess and self administer asthma medication, or auto-injectable epinephrine, or both, the following conditions must be met: 1. written parental consent that the student may self-administer inhaled asthma medications or auto-injectable epinephrine, or both, must be on file with the school;

32 2. written notice from the student’s health care provider must be on file with the school, indicating the identity of the student, stating the diagnosis of asthma or anaphylaxis, or both, and approving self-administration of inhaled asthma medications or auto-injectable epinephrine, or both, that have been prescribed for the student; specifying the name and dosage of the medication, the frequency in which it is to be administered and the circumstances which may warrant its use; and attesting to the student’s demonstrated ability to safely and effectively self administer the medication; 3. an individualized health care plan must be prepared, including emergency procedures for any life-threatening conditions; and 4. information regarding the health condition of the student may be disclosed to school board employees in accordance with state and federal law governing the disclosure of information contained in student scholastic records.

Permission granted to a student to possess and self-administer asthma medications or auto-injectable epinephrine, or both, will be effective for a period of 365 calendar days, and must be renewed annually. However, a student’s right to possess and self- administer inhaled asthma medication or auto-injectable epinephrine, or both, may be limited or revoked after appropriate school personnel consult with the student’s parents.

Regulation The Superintendent shall develop a regulation for administration of medicines to students. The regulation shall include provisions for the handling, storage, monitoring, documentation and disposal of medication.

33 Tobacco-Free School for Staff and Students

Smoking, chewing or any other use of any tobacco products by staff, students, and visitors is prohibited on school property.

For purposes of this policy:

1. “School property” means:

a. All interior portions of any building or other structure used for instruction, administration, support services, maintenance or storage.

b. Any indoor facility or portion of such facility owned or leased or contracted for and used for the provision of regular or routine health care, day care, or early childhood development (Head Start) services;

c. All vehicles used by the division for transporting students, staff, visitors or other persons.

2. “Tobacco” includes cigarettes, cigars, pipe tobacco, snuff, chewing tobacco and all other kinds and forms of tobacco prepared in such manner as to be suitable for chewing, smoking or both. “Tobacco” includes cloves or any other product packaged for smoking.

3. “Smoking” means the carrying or holding of any lighted pipe, cigar, or cigarette of any kind, or any other lighted smoking equipment, or the lighting, inhaling, or exhaling of smoke from a pipe, cigar, or cigarette of any kind.

This policy shall be published in student and employee handbooks, posted on bulletin boards and announced in meetings.

Each principal shall post signs stating "No Smoking," or containing the international "No Smoking" symbol, consisting of a pictorial representation of a burning cigarette enclosed in a red circle with a bar across it, clearly and conspicuously in every school cafeteria and other dining facility in the school.

Staff and students found to be in violation of this policy shall be subject to appropriate disciplinary action.

Designated Smoking Areas

The School Board may direct the superintendent to issue regulations designating smoking areas on school grounds outside buildings.
