Notice to All Property Owners

NOTICE TO ALL PROPERTY OWNERS

Property owners are alerted to the fact that the City of Tshwane has prepared a new property valuation roll that is presently open for inspection on the Tshwane website and at various other public offices located within Tshwane. A draft Property Rates Policy and draft By-laws have been published simultaneously and informs the new property valuation roll. Owners are advised to peruse both documents and to lodge an objection should the information contained in the valuation roll be incorrect AND submit comments and make representations in respect of the proposed amendments to the Property Rates Policy and Property rates by-laws should they not agree with the proposed amendments.

1. NEW VALUATION ROLL

The City of Tshwane intends to implement the adjusted valuations from 1 July 2013 if no objections are received. Go to www.tshwane.gov.za; click on Services; Click on Property Rates and type in the GISKEY contained on the first page of your monthly municipal account to view the proposed market value and category and other particulars.

Property owners are advised to inspect the valuation roll and to specifically pay attention to the following items contained therein for correctness:

 The registered or other description of the property;  the category determined in terms of section 8 in which the property falls;  the physical address of the property;  the extent (size) of the property;  the market value of the property, if the property was valued;  the name of the owner; and  any other prescribed particulars.

Three different objections forms are made available by the City of Tshwane:

 Form A: Residential (Full Title and Sectional Title used for residential purposes)  Form B: Properties other that Residential or Agricultural (e.g. businesses, factories, offices, schools)  Form C: Agricultural Holding or farms

If the market value of the property is too high, owners should substantiate their objection by attaching proof of recent sales of similar properties and any other information that can assist the valuer in adjusting the assessment. Information regarding comparable sales in your area can be obtained from property agents that have experience in your area.

Alternatively, owners can appoint the services of an expert such as a registered professional valuer to lodge the objection on their behalf and to attend to any subsequent appeals to a valuation appeal board if the owner is not satisfied with the decision of the municipal valuer. The details of one such firm and the cost for their services are attached hereto. Owners must ensure that the completed and properly signed objection form together with supporting documents is submitted not later than 3 May 2013. We recommend that it be handed in at 6th Floor, BKS Building, 373 Pretorius Street, Pretoria at the offices of the Tshwane valuation department. Ensure that you obtain an acknowledgement of receipt on a copy of the document that you submit.

2. DRAFT PROPERTY RATES POLICY AND PROPERTY RATES BY-LAWS

The new valuation roll is based on categories that are contained in the draft property rates policy and draft property rates by-laws that were published for comments and representations. Any comments and representations must reach the City of Tshwane before or on 3 May 2013 and can be sent electronically to [email protected] of delivered by hand to the office of the Chief Financial Officer, Budgeting Office, 4th floor, BKS Building, 373 Pretorius Street, Pretoria.

Owners and residents are advised to peruse the proposed amendments in order to understand the impact thereof on the property rates that will be imposed on their properties by the City of Tshwane from 1 July 2013. Kindly take note that the valuation roll that is currently open for inspection and objections was informed by the proposed amendments contained in the draft property rates policy and draft by-laws that have yet to be approved by the municipal council.
