Dear Glenn, Thank you for providing the CEE membership (specifically commercial program administrators) with the opportunity to review the ANSI/ACCA Quality Installation Standard (henceforth, referred to as Standard). We value the impact of the ACCA QI Committee work as program administrators strive to enrich their programs with solid quality installation practices and standards. While we recognize that CEE has been involved in providing feedback and direction to this standard at its infancy, we appreciate having the opportunity to continue its refinement. The following letter will provide an overview of the comments and feedback we have regarding how this standard addresses quality installation, specifically towards commercial HVAC systems.

The Standard was reviewed by a subset of the CEE Commercial HVAC committee. Overall, the subcommittee firmly believes that to appropriately address commercial systems, a separate standard should exist. However, we recognize that in the short term, we can provide specific comments to areas that we feel can be further clarified in the existing standard. Detailed comments can be found in Appendix I. The following list provides a brief description of our main issues.

. Ventilation – While the committee recognizes that ASHRAE 62.1 is referenced in the Standard’s Appendix, it should be noted that even a simple documentation of following proper procedures in ventilation verification would be beneficial.

. Controls - The standard should include a list of what particular controls should be verified for particular system types, not just examples. Providing a distinction between residential and commercial controls is also important. In addition, references to acceptable acceptance testing can be provided as context.

. Ducts Design – The issues is not with duct layout but the actual design. For example, confirming static pressure can be an example of good design.

We would welcome an opportunity to further discuss with the QI Subcommittee the potential for developing a separate ANSI/ACCA Quality Installation Standard for Commercial HVAC Systems. As you know, CEE has developed the “Guidelines for Energy Efficient Commercial Unitary HVAC Systems.” While we understand that the audience for the CEE guidelines is not just contractors, we feel that it provides a good basis for addressing some of our main points.
