JULY to SEPTEMBER 2015 – No. 239

NOTES FROM COUNCIL MEETINGS

REPORTS and ISSUES RAISED

Police  Reports of an increase in the number of incidents of Anti Social Behaviour including disturbances at Sycamore Road and damage to bus shelters.  Police Annual Report and Safer Neighbourhood Team Reports received.  A Police Officer attended and was advised of recent reports from members of the public relating to incidents in the Parish. An appeal was made for members of the Public to report incidents using the 101 number so that calls can be assessed and responses graded. A new reporting system flags up repeated locations and offenders.

Countryside  Barlby Ponds – the site looks well but some further vegetation clearance is required and investigations are under way to trace the source of pollution in the water.  Barlby Woodland and Meadow – this is considered to be the most important site due to the wildflower meadow. Some tree thinning is programmed, paths through the meadow are to be cut on an annual basis and the Internal Drainage Board is to be informed about reed growth in the ditch. A small decking platform has been approved. There are still instances of vandalism on site.  Old Railway Walk – bird boxes are in place and low branches cut back. Barrier gates are on order.  Osgodby Pond –a programme of duckweed removal is in hand.  Dog fouling is still a problem (see separate article).  Low branches are to be cut back at Maple Tree Avenue Village Green for health and safety reasons.

General  Selby District Council PLAN SELBY Events. These were attended by Town and District Councillors, there was disappointment that Councillors had not been able to discuss Barlby Bridge at the events.  Recent consultations and events include : NY Fire and Rescue Resources Consultation, Selby District Consortium Meeting, Selby Area Committee, LCAS Seminars, Drax Liaison Meetings, Rural Action Yorkshire Training Events, SD Community Infrastructure Levy hearing, NY Local Transport Plan, Eastern Area CEF Group and recent Central Government legislation BARLBY LIBRARY and COMMUNITY HUB

 The Barlby Library Volunteers hosted the Third Birthday event which was well attended. The Hub was also open for refreshments for the Scarecrow Event and the Tour de Yorkshire.  Yorkshire Air Ambulance will be putting a yellow collection bin in the Library grounds to raise money for this worthwhile Charity.  The Energy Doctor has compiled a questionnaire for householders to complete (see separate pull out section in the Magazine centre).  SD Citizens Advice Bureau is interested in holding outreach session at the Hub – watch this space for more details.

PLAY AREAS/AMENITY OPEN SPACE

 The new zipwire was installed at Wainhomes Play Area in time for the summer break. Sadly the safety surface was vandalised and then the wire was damaged so badly that it had to be removed. The behaviour of a few has spoilt the end of the summer holidays for small children who were thrilled when the equipment was installed.  Suggestions received for improvements to and extended use of Sycamore Road Recreation Field – to be considered.  Reports of problems with ball games at Maple Tree Avenue.  Negotiation ongoing about the lease on River View Play Area.  Minor works approved at the Allotments and the best kept plot competition will be judged in September  Thanks to Mr Parkinson (who has recently retired from the task) for all his help with litter picking in Barlby

STREETLIGHTS, FURNITURE, ROADS/FOOTPATHS

 There is an improved interactive street light fault reporting form on the County Council website www.northyorks.gov.uk  Complaints that should go to North Yorkshire County Council or Access Selby are being passed to the Town Council. If the matter is related to roads, pavements, footpaths, potholes or streetlights on the main roads or newer estates please call NY Highways on 0845 8 72 73 74. If the matter is relating to refuse or recycling collection, litter bins not emptied, planning, street name plates or flytipping please call Access Selby on 705101.  Concerns were raised by local residents about the street light switch off at East View.  Reports to NY Highways included : damage to a footway at South Duffield Road, pavement parking, overgrown hedges and potholes.  Problems reported with parking, refuse collection and potholes on Bungalow Road.  Dog bins have been provided at York Road, Barlby Road, and Bungalow Road and problems with a number of bus shelters have been reported to the Police.  Enquiries are being made concerning a Vehicle activated sign for Barlby Village

COMMUNITY GROUP

 Due to poor ticket sales the Scarecrow Disco had to be cancelled. It is unlikely that the Competition will be held next year.  The Tour de Yorkshire ‘best decorated flag’ competition was judged at the Community Fair at Barlby High School on 11th July.

SEPTEMBER ARTICLES

VACANCIES for the POST of COUNCILLOR Shirley Sinclair (Osgodby Ward) and Claire Queenan (Barlby Village Ward) have been appointed as the new Councillors for the Parish.

SELBY ABBEY EVENT The Bishop of Selby hosted an evening at the Abbey for those newly elected and in Public Office. Barlby and Osgodby Town Council was honoured to be invited to this prestigious event.

FINANCE A grant of £50.00 has been awarded to Voices for People and a grant of £100.00 awarded to SD DIAL. McMillan COFFEE MORNING The Library Volunteers will be hosting a coffee morning for this Charity on 25th September from 10.00 a.m. to 12 noon – all welcome.

Dog Fouling at Barlby Meadow

Alive with colour and the sounds of busy insects, wildflower meadows offer an iconic Summer setting. Barlby Woodland and Wildflower Meadow is the perfect habitat for an array of insects and a beautiful backdrop to those fortunate enough to live within an easy walk of this idyllic location. This serene location provides a duality of pleasure for man and dog alike, who wouldn’t want to walk their beloved pet in such a beautiful location, co-existing with nature.

Then horror, sheer stomach churning horror. Piles and piles of dog poo. There are signs, there are dog bins, the law is clear on dog fouling…so why after many publicity campaigns do dog owners refuse to scoop their dog’s poop ? This defecation blights an area of natural beauty. The health hazards of failing to clear up after a pet can be severe, contrary to belief dog poo isn’t a good fertiliser, it’s actually toxic causing grass and wildlife to burn. It has been estimated that a single gramme of dog poo can contain 23 million fecal coliform bacteria which can cause cramps, diarrhoea, intestinal disorders and serious kidney issues in humans. We have all heard tell of children going blind after contact. If this isn’t worrying enough then dog poo is host to whipworms, hookworms, tapeworms, parvo and salmonellosis.

I use to love seeing my toddler running through this meadow, exploring and searching for bugs. But the extent of poo within this meadow is so severe he can no longer run just in case he falls and lands in dog poo. Our last few visits have ended with shoes off in the yard and dog poo being hosed off the soles of out shoes. Trust me, no matter how much you scrub your hands after this, they don’t feel clean.

So, what can we do ? We can all clean up after our pets. We can refuse to suffer the few individuals who fail to practice the removal of dog poo. Selby District Council has a Community Warden and enforcement team who will address this behaviour and take necessary action through fines or more serious forms of action. We can talk about this issue to raise awareness, share a united disgust against such behaviour in the hope that the ears of the perpetrators burn with shame. Harsh words maybe, but this is serious issue.

Don’t let our Meadow become a pet toilet. Let it remain an asset to our Village and a place to enjoy nature at its best.
