Minutes of the meeting held at 7:30pm on Tuesday 27th June in the Steeple Hall, Steeple Square, Kilbarchan.

Members Present: Graham Batin, Jim Curran, Angela Gillespie, Ann Grieve, Gordon Hamilton, Elaine Ives, Fiona Stewart, Damon Scott, Gail Scoular.

Renfrewshire Cllrs: Derek Bibby, Bill Binks, Andy Doig. Visitors: Graeme Holmes, Brian Kelly of Police Scotland Gordon McNeil of Renfrewshire Council Apologies: David Blair, Elaine Weir, Scott Manning, Graeme Stockton, Heather Strachan. Cllr Emma Rodden.

(1) Minutes of last meeting: These were proposed by Fiona Stewart, seconded by Ann Grieve and unanimously accepted by the Community Council.

The Officers reported that an unusual number of vehicles had been turned back from entering the village from Locher Road on Lilias Day. The Community Council believe that these were vehicles trying to avoid Deafhillock roundabout. The Officers requested that signage is put in place for next year. The Officers confirmed that speed cameras are usually only installed where fatalities have occurred. (3) Gordon McNeil of Renfrewshire Council Mr McNeil was returning with some proposals for changes to traffic flows in the village. His proposals included that  the village needed visible “gateway” treatment  two pedestrian crossings should be installed  a further traffic survey should be carried out at the Branscroft 1 It was his hope that some proposals could be carried out relatively quickly. The Community Council again raised their concerns about the speeds in Shuttle Street, enforcement of speed limits, the location and type of pedestrian crossings, the use of speed bumps and rumble strips, the use of parking spaces to reduce speeds. The Community Council welcomed the proposals as a positive step forward. The traffic sub group will meet during the recess so that there is no loss of momentum in this.

(4) Matters arising There is now only one container remaining in the Bog Park.

(5) Treasurers’ report Grow Kilbarchan has wound up and given the Community Council £3780.88p. The Community Council paid £17.40 for rental of the Steeple Hall. The balance is £7200.66p

(6) Planning

Display of one non-illuminated fascia sign, one internally illuminated projecting sign and one internally illuminated logo sign The Community Council had no objection to this application.

17/0408/PP 14 & 14A High Barholm, Kilbarchan, PA10 2EF

Change of use from beauty salon and physiotherapist (class 2) to form extension to dwellinghouse (class 9) with associated external alterations. The Community Council had no objection to this application.

17/0403/PP Cochranemill Cottage, Milliken Park Road, Kilbarchan, PA10 2DA

Formation of two dormers on front elevation of dwellinghouse and erection of first floor extension to rear The Community Council had no objection to this application.

17/0349/PP 8 Meadside Road, Kilbarchan, PA10 2NA

Erection of porch and installation of windows to front of dwellinghouse. The Community Council had no objection to this application.

PPA-350-2026, (16/0672/PP) 8 Nether Johnstone, West Milliken Road, Kilbarchan There will be an unaccompanied site inspection for this appeal.

PPA-350-2020, (16/0147/PP) Land To North West Of Kilbarchan Quarry, Branscroft, Kilbarchan, Johnstone 2 The hearing for this appeal will be on Tuesday 18th July at the Erskine Bridge Hotel. The site visit will be on Thursday 20th July.

(6) Reports from working groups and sub-committees (a) Quarry: The quarry is still awaiting SEPA certification, (b) CSO: No news. (c) Kilbarchan Smile: The open day was successful with 200 people visiting the Gateway Garden. More growing areas have been adopted and there has been more support from Community Payback. The water supply remains a problem as quotes for the installation are very expensive. Kilbarchan Smile was able to donate some plants to the Nursery to replace those vandalised. (d)Traffic: Discussed under item 3.-

(8) AOCB (a) Dates of next year’s meetings Tuesday 29th August Wednesday 27th September Thursday 26th October Tuesday 28th November Monday 11th December – Christmas Lights Wednesday 31st January Thursday 22nd February Tuesday 27th March Wednesday 25th April Thursday 31st May Tuesday 26th June 3 (b) Road repairs: Some concern has been raised about how the roads to be repaired were chosen. Cllr Bibby asked what criteria were used e.g. usage; proximity to school etc. a site visit has been requested to roads which have been identified as very poor. (c) West Church: Cllr Doig had contacted the church regarding its future and the possibility of a museum/heritage hub. The Church has said it would lie to see a public use of the buildings. There appears to be some confusion about the car park. Renfrewshire Council maintains the churchyard. (d) LAC: At the recent meeting the Nursery was awarded £7500 and the Kilbarchan Singers were awarded £2000. (e) The delay in the installation of the de-fib at the Bowling Club site and an official opening were discussed. The Bowling Club will be contracted for an update. (f) It has been established that the building in Kilbarchan Park belongs to the Education Department. Possible future uses were discussed. (g) Cllr Doig is hoping to form an all-party group to press for action to ease the problems associated with the A737.
