Comhairle Baile na hUaimhe Navan Town Council Miontuairiscí / Meeting Minutes MINUTES OF FEBRUARY MONTHLY MEETING OF NAVAN TOWN COUNCIL WHICH TOOK PLACE ON TUESDAY 3 rd FEBRUARY, 2009 IN THE TOWN COUNCIL CHAMBER, TOWN HALL, WATERGATE STREET, NAVAN, CO. MEATH.

Cllr. P. Fitzsimons presided.

Members Present Cllr’s P. Brennan, C. Reilly, S. Cassells, T. Reilly, P. Toibin, J. Reilly , J Holloway, J Duffy.

Officials in Attendance Mr. Eugene Cummins, Town Manager. Mr. Shane Donnelly, Town Clerk. Ms. Assumpta Kelly, Administrative Officer. Ms. Maureen McKinley, Staff Officer. Ms. Fiona Fallon, Town Engineer. Ms. Audrey Norris, Staff Officer.

At the outset of the Meeting, the Town Manager informed the Members that in accordance with the Standing Orders for Navan Town Council, as the Monthly Meeting is scheduled to finish at 9.30pm, he would be adhering to this requirement and asked that the Members would ensure that the business of the meeting was discussed in accordance with same.

The Town Clerk confirmed that the Standing Orders dictate the conduct of business of the meeting. The Mayor requested that he discuss the logistics of the matter with the Town Clerk.

1. CONFIRMATION OF MINUTES

Confirmation of Minutes of the Preliminary Budget Meeting which took place on Tuesday 9 th December, 2008 in the Town Council Chamber, Town Hall, Watergate Street, Navan.

On the proposal of Cllr. P. Toibin seconded by Cllr. P. Fitzsimons, the Minutes of the Preliminary Budget meeting of Navan Town Council held on Tuesday 9th December,2008 in the Council Chamber, Town Hall, Watergate Street, Navan,Co. Meath were adopted by the Members.

Confirmation of Minutes of the Statutory Budget Meeting which took place on Tuesday 6 th January, 2009 at 7pm in the Town Council Chamber, Town Hall, Watergate Street, Navan.

Confirmation of Minutes of Adjourned Statutory Budget Meeting which took place on Tuesday 13 th January, 2009 at 7pm in the Town Council Chamber, Town Hall, Watergate Street, Navan.

On the proposal of Cllr. P. Fitzsimons seconded by Cllr. P. Toibin, the Minutes of the Adjourned Statutory Budget Meeting of Navan Town Council held on Tuesday 13th January, 2009 in the Council Chamber, Town Hall, Watergate Street, Navan, Co. Meath were adopted by the Members.

2. CORRESPONDENCE AND REPORTS

Correspondence from the Office of the Minister for Education and Science regarding Budget Measures relating to Education

The Members received and noted correspondence from the Office of the Minister for Education and Science in response to a Notice of Motion that was previously agreed with regard to Education.

Correspondence from Road Safety Authority

The Members received and noted correspondence from the Road Safety Authority in response to a Notice of Motion that was previously agreed by the Members in relation to the use of housing estates in Navan to carry out driving test ‘s

Correspondence from The Meath Association of London

The Members received and noted correspondence from the Meath Association of London inviting a Member of Navan Town Council to attend the St Patricks Day Festival in London.

Fitzsimons, seconded by Cllr. Christy Reilly it was agreed by the Members to nominate, Deputy Mayor, Cllr P. Brennan to attend the St Patricks Day Festival in London.

In relation to St Patricks Day Festival in Navan, Mayor Cllr P Fitzsimons outlined the importance of a parade to the Town of Navan. As a member of the organising committee, Mayor Fitzsimons stated that it was important that the Members supported the Festival which would give a much needed lift to the Town in the current economic climate.

On the proposal of Cllr C Reilly, seconded by Cllr S Cassells it was agreed by the Members to make a contribution of €5,000 to the St Patricks Day Festival Committee towards the cost of organising the festival.

Correspondence from Minister John Gormley

The Members received, noted the correspondence on behalf of the Minister for the Environment, Heritage and Local Government in relation to the Members request to meet with the Minister to discuss possible extension of the Electoral boundary of Navan Town Council.

TO RECEIVE MEATH LOCAL AUTHORITIES DRAFT DISABILITY IMPLEMENTATION PLAN, AND IF THOUGHT FIT, TO RESOLVE TO PLACE IT ON PUBLIC DISPLAY.

The Members received and noted presentation by Ms Assumpta Kelly, Administrative Officer, Community & Entreprise, Meath Co Council.

Ms Kelly replied to any queries raised by the Members.

4. NOTICE OF MOTION

Notice of Motion – Cllr. John Duffy and Cllr. Jim Holloway “With the ever increasing volumes of traffic associated with school transport, the disorganised set down area at Railway Street, the lack of supervision leading to boisterous and bullying behaviour and this coupled with the need for a dedicated set down at Athlumney adjacent to the Loreto Convent that Navan Town Council arranges a meeting of all interested parties with representatives invited from Navan Town Council; Meath County Council; Bus Eireann; Iareann Road Eireann; School Authorities, and An Garda Siochana so that programme of work can be agreed that will place order, discipline and most importantly safety at the top of the agenda for our school going children.” This Notice of Motion was proposed by Cllr. J. Duffy and seconded by Cllr. J. Holloway.

On the proposal of Cllr T Reilly, seconded by Cllr J Duffy it was agreed by the Members to invite Mr Peter Kierans, Transport Liaison Officer, to the next meeting of Navan Town Council to discuss the matter further.

Notice of Motion – Cllr. Padraig Fitzsimons “Due to the excessive speeding of vehicles in Connolly Avenue, I call on this Council to erect traffic calming measures similar to those installed in St. Mary’s Park and that this be included in the 2009 Town Council Roadworks Programme.” This Notice of Motion was proposed by Cllr. P. Fitzsimons and seconded by Cllr. C. Reilly.

Notice of Motion – Cllr Peadar Toibin “That Navan Town Council seeks a reorganisation of the fines and costs system currently used for parking misdemeanours in the town. The purpose of reorganisation should be to lower costs to citizens, reduce the necessity for court appearances and increase revenues to the Council.” This Notice of Motion was proposed by Cllr. P. Toibin and seconded by Cllr. J. Reilly. The Manager advised the Members that all expenditure was being examined to ensure Value for Money in respect of Navan Town Council.

Notice of Motion – Cllr Peadar Toibin

“That Navan Town Council invite the Regional manager of CIE to the next meeting of the town council to discuss future of the Navan Bus Service.” This Notice of Motion was proposed by Cllr. P. Toibin and seconded by Cllr. J. Reilly.

On the proposal of Cllr P Toibin, seconded by Cllr J Reilly it was agreed by the Members to invite a representative from Bus Eireann to discuss this matter further

The Members noted Managers Orders made since last meeting

The Members requested copies of Annual Report in respect of Rapid projects.

The Members would like a member of the Quinn Group to meet Town Council Members.

Road requires attention in Beechmount Est.

Details required in relation to the provision of double yellow lines at Academy Street.

Cars parking illegally at O’Growney Tce blocking steps to houses.

The green area in Beechmount is in darkness and attracting Anti-Social Behaviour.

Members request an update in relation to reception for Darren Sutherland

This concluded the business of the meeting.
