Mr. Nowell called the meeting to order at 5:04 p.m.

REVIEW OF MINUTES

The Board reviewed the minutes of the September 25, 2007. Ms. Messick made a motion, seconded by Mr. Holland, to approve the minutes as written. The motion was unanimously carried.

Review of Continuing Education Courses Ms. Smith made a motion, seconded by Ms. Daniello, to approve the following continuing education courses: 1. Review of PT/PTA/AT Applications by Examination Examining Board of Physical Therapists and Athletic Trainers Minutes – June 26, 2007 Page 3 Ms. Burris made a motion, seconded by Ms. Messick to amend the agenda and add the application of Ali Alnahdi. The motion was unanimously carried.

Ms. Burris made a motion, seconded by Mr. Holland, to approve licensure by examination for the following persons:

Request for Reactivation Ms. Burris made a motion, seconded by Ms. Daniello, to approve the reactivation of Monica Thomas’s Physical Therapy licensure. The motion was unanimously carried.

Review of Continuing Education Courses Ms. Smith made a motion, seconded by Mr. Smith to approve the following continuing education courses:

1. Alzheimer’s Association Delaware Valley Chapter: Caregivers Taking Care of Themselves – 0.50 CEUs 2. Widener University: MLK Healthcare Leadership Conference - 0.60 CEUs 3. CIAO Seminars: Recent Advances in Rehabilitation of the Medically Complex Patient – 0.25 CEUs 4. Institute for Natural Resources a. Depression, Heart Disease and Stroke – 0.60 CEUs b. Reinventing Midlife: Sleep, Aging & Overeating – 0.60 CEUs 5. Medtronic, Inc: Chronic Pain Management and Advanced Pain Therapies Overview – 0.20 CEUs

Correspondence The Board reviewed a letter sent from Ms. Cynthia Barry requesting a rules change to specify PTA supervision for Home Health Care. Currently, the rules for supervision allow a Physical Therapist to supervision no more than 1 PTA off site and they must be present with the PTA at every 5th visit or three weeks. Ms. Barry is asking that it be changed to every 6th visit and that the PT take that visit alone and confer with the PTA. Ms. Barry is also asking that PTs and PTAs have more years of experience. Ms. Barry’s letter mentioned that Home Health Care was not considered when the Board first discussed the supervision rule changes.

Ms. Smith noted that changing the rules from every 5th visit to 6th visit would work if the PT and PTA had a good communication and work plan in place. However, dropping the face to face co- visits would be a huge change because the PT would not be observing the PTA in action.

Ms. Nowell noted that Home Health Care was indeed discussed at the time of the rules changed and was an issue. The Board created the rules across the Board so that all patients would be covered. The Home Health Care patient is one of the most fragile and therefore should have more supervision, not less. The Board should regulate for a worse case scenario and take that action across the Board.

Ms. Smith made a motion, seconded by Ms. Daniello to create a subcommittee to review the Rules and Regulations for PTA supervision. The motion was unanimously carried.

The subcommittee will consist of Ms. Smith, Ms. Daniello and Mr. Holland. They plan to meet after regularly scheduled Board meetings. The subcommittee will also review the current CEU Rules.

Mr. Nowell discussed the idea of Foreign Trained Physical Therapists using Delaware as a launching pad for licensure in the United States. A comparison of Delaware’s rules to neighboring states shows that the laws are less restrictive here. The Board will review additional requirements for Foreign Trained PTs.

The next meeting will be held on Tuesday, November 27, 2007 at 5:00 p.m. in Conference Room A, first floor of the Cannon Building, 861 Silver Lake Boulevard, Dover, Delaware.

There being no further business, Ms. Smith made a motion, seconded by Ms. Burris, to adjourn the meeting. The motion was unanimously carried. The meeting adjourned at 6:30 p.m.
