[4633-1] 1 2 3 4 5 6 7 8 9 A BILL 10 11 TO AMEND ACT 510 OF 1982, AS AMENDED, RELATING 12 TO THE ANDERSON COUNTY BOARD OF EDUCATION, SO 13 AS TO REAPPORTION THE DISTRICTS FROM WHICH 14 BOARD MEMBERS ARE ELECTED; AND TO AMEND ACT 15 509 OF 1982, AS AMENDED, RELATING TO THE ELECTION 16 OF TRUSTEES OF THE FIVE ANDERSON COUNTY 17 SCHOOL DISTRICTS, SO AS TO REAPPORTION THESE 18 DISTRICTS. 19 20 Be it enacted by the General Assembly of the State of South 21 Carolina: 22 23 SECTION 1. Section 1(A) of Act 510 of 1982, as last amended 24 by Act 402 of 2002, is further amended to read: 25 26 “(A) (1) Notwithstanding any other provision of law, beginning 27 with vacancies filled at the election conducted in 2002 2014, the 28 nine defined singlemember election districts from which each 29 member of the Anderson County Board of Education must be 30 elected by the qualified electors of that district are as shown 31 defined on the official map designated as S070002 S070014 32 prepared by and on file with the Office of Research and Statistical 33 Services Statistics of the State Budget and Control Board. 34 (2) The demographic information shown on this map is as 35 follows: 36 37 District Pop Dev. %Dev. Act 509 of 1982, as last amended by Act 347 of 19 2004, is further amended by adding a new section to read: 20 21 “Section 13A. (A)(1) Notwithstanding any other provision of 22 law, beginning with school trustee elections in 2014, vacancies on 23 the sevenmember governing body of Anderson County School 24 District 1 must be filled in the manner provided by law from the 25 seven numbered singlemember districts as defined on Anderson 26 County School District 1 map S070114 as maintained in the Office 27 of Research and Statistics of the State Budget and Control Board. 28 A candidate must reside in the specific numbered district for which 29 the candidate files for election. Each of the seven members must 30 be elected by the qualified electors of all of Anderson County 31 School District 1 with the winner for each numbered district 32 determined by plurality vote. 33 (2) The demographic information shown on this map is as 34 follows: 35 36 District Pop Dev. %Dev. These school 8 district lines are as defined by law and any census blocks which 9 may be divided are done so only for statistical purposes and to 10 establish a population base. 11 (B)(1) Notwithstanding any other provision of law, beginning 12 with the school trustee elections in 2014, vacancies on the 13 sevenmember governing body of Anderson County School District 14 2 must be filled in the manner provided by law as follows: 15 (a) two members each from Districts 1 and 2 and one 16 member each from Districts 3 and 4, the numbered districts being 17 as defined on Anderson County School District 2 map S070214, as 18 maintained in the Office of Research and Statistics of the State 19 Budget and Control Board; and 20 (b) one member elected from Anderson County School 21 District 2 at large. 22 A candidate for a numbered district seat must reside in the 23 district for which the candidate files for election. Each of the 24 seven members must be elected by the qualified electors of all of 25 Anderson County School District 2 with the winners from each 26 numbered district seat and the atlarge seat determined by plurality 27 vote. 28 (2) The demographic information shown on this map is as 29 follows: 30 31 District Pop Dev. %Dev. [4633] 5 1 County School District 4 map S070414, as maintained in the 2 Office of Research and Statistics of the State Budget and Control 3 Board. 4 A candidate must reside in the numbered singlemember district 5 for which the candidate files for election. The member must be 6 elected by the qualified electors of the numbered district of 7 Anderson County School District 4, with the winner determined by 8 a plurality vote. 9 (2) The demographic information shown on this map is as 10 follows: 11 12 District Pop Dev. %Dev. These school 32 district lines are as defined by law and any census blocks which 33 may be divided are done so only for statistical purposes and to 34 establish a population base. 35 (E)(1) Notwithstanding any other provision of law, beginning 36 with school trustee elections in 2014, vacancies on the 37 ninemember governing body of Anderson County School District 38 5 must be filled in the manner provided by law as follows: 39 (a) one member elected from each of the seven 40 singlemember districts defined on Anderson County School 41 District 5 map as maintained in the Office of Research and 42 Statistics of the State Budget and Control Board; and 43 (b) two members elected at large from Anderson County 44 School District 5. 45 A candidate for a numbered district seat must reside in the 46 singlemember district for which the candidate files for election. 47 These members must be elected by the qualified electors of the 48 specific numbered district of Anderson County School District 5, [4633] 6 1 with the winner determined by a plurality vote. The two atlarge 2 members must reside in Anderson County School District 5 when 3 they file for election and must be elected by the qualified electors 4 of Anderson County School District 5, with the winner determined 5 by plurality vote.
