Job Description

Job Title: District Project Coordinator (DPC)

Project: Nepal Agricultural Services Development Programme (NASDP) Location: Project District: Ramechhap/ Khotang/ Sindhuli/ Udayapur/ Jajarkot/ Kalikot/ Achham (The DPC spends 80% of working time in the field) Reporting to: Cluster Coordinator

Job Purpose:

The District Project Coordinator is responsible for overall coordination in programme implementation in the working district. The incumbent promotes decentralised and pluralistic extension and research system in the respective district. S/He plays lead role in the capacity needs assessments of local service providers and farmer organisations, and in the facilitation of organising the required actions. S/He is responsible for strengthening district level stakeholder relations, collaboration and fund flow management. S/He supports the Cluster Coordinator in administrative and project management activities.

1.1..1. Implementation of Policies, Guidelines and Manuals  Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation Nepal (Personnel, Financial, Administrative policy manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment and Mobbing Policy; Code of Conduct Against Corruption, etc.) and other specific policies applicable for the NASDP)  Ensure adherence to the Security Response Guideline, BoG and Conflict Sensitive Program Management at all levels.

2. Programme Development and Implementation:

 Responsible for overall implementation and management decentralised and pluralistic extension and research system in the district  Responsible for identification and targeting disadvantaged households/beneficiaries and their empowerment  Coach and support Local Agriculture Resource Persons (LARPs), farmer organisations  Support in the formation , capacity building and functioning of Agriculture, Forest and Environment Committee (AFECs)  Facilitate DADC, AFEC in allocation and utilization of the block grants in agriculture sector  Facilitate collaboration with District Agriculture Development office, District Livestock Service Office and their respective service centres in decentralised and pluralistic extension systems  Facilitate coordination with agriculture research stations in implementing the research component including farmer-led experiment  Facilitate joint action, cooperation and coordination with NAGI components (SIP, NAMDP

1 and Home Garden) in the district  Coordinate with other government and donor supported projects for synergy  Support Cluster Coordinator in programme implementation as required 3. Programme Planning, Monitoring and Reporting  Support and guide AFECs to develop agriculture plan in VDCs  Contribute to annual programme planning at district level and facilitate endorsement in district council and village councils  Lead the monitoring of programme implementation  Support local service providers on data collection, collation and compilation  Perform the data analysis and reporting  Facilitate increasing sensitivity of service providers in GESI and Anti-corruption guidelines and follow up of their commitments  Facilitate periodic review and reflection meetings/ workshops with stakeholders and service providers  Document the project processes, case stories, lesson learned and best practices  Support cluster coordinator in organizing planning and review meetings, stakeholder consultation and workshops at district level

4. Representation and Networking  Closely liaise with DDC, VDCs and DADO, DLSO and their respective service centres in strengthening decentralised and pluralistic extension system  Maintain good relationship and liaise with the in-house projects, government and other donor supported projects  Be proactive in communication and sharing of district matters (operational, security, programme updates etc.) with the PSU as appropriate as indicated in the communication channel.  Represent district team where appropriate and share project concepts and achievements

5. Other specific responsibilities  Professional handling of the assignments and tasks dispensed by the cluster coordinator and Agriculture Extension Specialist.  Be proactive in bringing innovations and take new initiatives into the programme

Required Education, Experiences and Competencies

Required Education  Bachelor of Science degree in Agriculture (B.Sc. Ag.) with at least 3 years relevant field experience in agriculture extension and research.

Required Experiences and Competencies  Good understanding and knowledge of extension and research in agriculture  Ability to collect and analyse data, plan and reporting  Strong communication and facilitation skills  Experience in working with local government, district institutions and development organizations  Sensitivity towards issues related to gender equality, social inclusion and poverty reduction  Responsive, flexible and energetic  Ability to work in diversified context  Good computer skills in MS office  Good in English and Nepali languages
