Training and Exercise Subcommittee Meeting Minutes November 7, 2012 Delaware Fire School

Introductions On November 7, 2012, the Training and Exercise Subcommittee meeting was held at the Delaware State Fire School in Dover, with representatives from the Training and Exercise Subcommittee and DEMA. The meeting was called to order by Chairman Robert Newnam of the Delaware State Fire School at 8:30 a.m. The minutes were amended and approved from the October 3, 2012 meeting. The October minutes were approved. (Anderson/Higgins) Chairman Robert Newnam asked everyone to introduce themselves. Exercise Program Tom Nesbella, DEMA, briefed committee on 2012 Exercise schedule.

Training Program Tom Nesbella, DEMA, briefed on the 2012 WMD Training schedule. 1. AWR-160 WMD Awareness Level Training, 10 Oct, 11 attended 2. MGT-331 COOP, 23-24 Oct, 22 Attended 3. MGT 381 Business Continuity and Emergency Management, cancelled 4. PER-232 LERSB, 27 Nov, 16 enrolled

All disciplines review WMD catalog for 2013 requests and have the request back to Tom by November 15, 2012.

Training Request

Harvey Velott requested the expenditures of $24,000.00 for Meth-lab Training. Meth-labs have become a prevalent threat to Delaware law enforcement and environmental response agencies in the past few months. This course will train LE Drug unit and specialized team officers on the methods used and techniques required to properly handle a meth lab investigation and response. This class will train up to fifty officers and be available to all departments with drug investigation units, or specialized response teams. Point of Contact: Lt. Robert Wallace. Harvey Velott requested the expenditures of $7,579.70 for Fraudulent Document Training to include state issued driver’s licenses, identification cards and including passports. The purpose of this request is to purchase the necessary training aids to assist law enforcement officers and other agency disciplines in the state of Delaware to detect, identify and uncover fraudulent documents to assist in Homeland Security. Harvey Velott requested the expenditures of $1,737.00 for Specialized Analytic Seminar Series- All Crimes: Gangs. Point of Contact: Capt. Peter Sawyer. Location: Oklahoma City, OK. Date(s) of Trip: August 5-7, 2013

Harvey Velott requested the expenditures of $3,850.00 for OSINT Collection, Analysis and OPSEC in the Cyberspace Domain Course. We are seeking to bring this course to the Delaware Information and Analysis Center (DIAC) which will allow us to train (7) analysis at one time. This course covers the history of structured analysis techniques, the different analytical methodologies for strategic and tactical decisions. Point of Contact: Capt. Peter Sawyer. Location: Dover, DE. Date(s) of Trip: October 18-31, 2012.

Exercise Request Joe Wessels requested the expenditures of $10,000.00 for a Cyber Security Workshop. The workshop is to educate municipalities, State employees, and members of the public on issues concerning cyber safety and cyber attacks on critical infrastructure. Cyber attacks occur on networks across Delaware tens of thousands times a day. This training will provide much needed education for technicians and decision-makers to learn about most recent attack vectors and tactics, defense strategies, and response against these attacks to protect the State, Local Government, and private business organization’s sensitive information. Point of Contact: Wilmington, Suzanne Oliver, Dover, Andrew Siegel, (DLLG) Joe Wessels. Location: TBD. Date(s) of Trip: February 6, 2013.

- Jim Cubbage Nothing at this time.

Training & Exercise Subcommittee 3 November 7, 2012 Other Subcommittee Business

- Tom Nesbella Briefed the committee that he sent out copies of the Draft T&EPW for all to review and summit any change so that the Subcommittee can adopt it in the December meeting. Robert Pflaumer had briefed the committee in October’s meeting that we need to review the list and think about the possibility of inviting more disciplines to the subcommittee voting table and also discussed the possibility of eliminating Conferences as a training event. The Committee discussed this further and the possibility to bring in Giang from DEMA to discuss the EMPG and the HMEP Grants. Decisions will be made at the December meeting. The committee decided to look at funding conferences on a case by case bases.
