MINUTES OF MEETING OF THE PARISH COUNCIL HELD IN MUDFORD VILLAGE HALL ON THURSDAY 27 MARCH 2014 COMMENCING AT 7.09PM
OPEN SESSION
John Snell (member of the public) informed members that he wants to be co-opted onto the parish council as he owns land in the parish. He wants to be able to put his side of the story in terms of planning applications and thinks there should be younger people on the council.
Stephen Bartlett made members aware of flood relief support for businesses. Anyone who has been affected by the floods can make application for a grant. There are three schemes: - Business support grants, repair and renewal grants (domestic including prevention) and business rate flood relief.

69. MINUTES of the Parish Council Meetings held on 30 January 2014 for approval. RESOLVED: It was proposed and agreed to approve the minutes without amendment. (a) PLANNING: (b) PLANNING DECISIONS: (i) 13/05024/LBC Removal of fireplaces from living room and dining room, installation of extraction fan to bathroom and installation of replacement windows to kitchen and utility room; Mr D Peak, Thorney Lane House, Thorney Lane, Marston Magna, Yeovil. BA22 8BU– GRANTED (ii) 13/05092/LBC Installation of a new boiler and alterations to fenestration; Mr C Haynes, Gardeners Cottage, Green Close, Hinton – GRANTED Noted

RESOLVED: It was proposed and agreed that Stephen Bartlett and Yvonne Rowlands would represent Mudford.

70. REPORTS BY DISTRICT AND COUNTY COUNCILLORS, POLICE, VILLAGE HALL COMMITTEE, YARLINGTON HOMES, CLERK:
Mike Lewis – Mike suggested that the council should ensure that highways considerations are taken into account for any planning applications received for the Primrose Lane area. Mike also reported that he had secured funding of £530 for the Mudford Sport50 club. The council thanked him very much for organising this.
Police – Although the PCSO was not able to attend, the clerk reported that there had been some cases of cold callers offering gardening work to elderly residents of nearby parishes. Bags have been stolen from cars in Mudford. Mike Lewis added that the new Speed Indicator Device and camera van will be in Mudford this month.
Village Hall – As there is no Village Hall representative at the moment, the clerk was asked to request any relevant information from the Village Hall Committee directly.
Clerk – External audit forms received have been and bank signatories forms have been completed and submitted to Natwest
71. MATTERS ARISING FROM THE MINUTES: (a) Co-option – to consider any applications for co-option and decide which to accept.
Nobody nominate the one applicant. This matter was deferred to the next meeting.
(b) To ask for volunteers for the roles of Environment Warden and Village Hall representative.
RESOLVED: It was proposed and agreed that Michael Jones will be the Environment Warden. The clerk will ask the Village Hall Committee to update her with any relevant information.
(c) To hear a report from Mrs Rowlands on the February Community Forum Meeting.
This matter was deferred to the next meeting.

The clerk summarised the site visit. Michael Jones reported that a Yarlington Homes representative had been seen measuring up at an area behind Hales Meadow that had been suggested as a location for additional parking spaces. Stephen Bartlett asked how traffic will be slowed if the parked cars are removed from the road. He noted that the road has been straightened many times over the years, which has contributed to the increased speeds. Michael Jones felt that the council should try to have the zebra crossing changed to a pelican crossing, as discussed at previous meetings. He also said that he has made some progress towards the implementation of a Speedwatch scheme. He noted that the cost of installing traffic calming measures has previously been prohibitive. The recent SID results were discussed. The clerk was asked to contact Yarlington to see if they have made any progress in helping their residents.
(e) To hear an update on the Community Speed Watch initiative.
Michael Jones reported that he had received the names of 6 volunteers. He is waiting to hear back from the PCSO regarding training.
72. COUNCIL MATTERS (a) To consider an application for a new memorial.
RESOLVED: It was proposed and agreed to approve the new memorial as per the request.
(b) Any other highways issues.
Michael Jones asked that, as the speed camera is not going to be reinstated, can the clerk enquire how we can have the camera and accompanying bollards removed.
(c) Playingfield Maintenance
The clerk was asked to follow-up with Streetscene to ask if they can clean the paint off the skate park.
Michael Jones reported that the tarmac on basketball court is being lifted by roots. The clerk was asked to look into the possibility of removing the trees. Mike Lewis suggested contacting Philip Poulton, SSDC Tree Officer, to see if they are subject to Tree Protection Orders.

RESOLVED: It was proposed and agreed to choose Lightatouch.
(f) To agree the appointment of Mr Henry Lovegrove as internal auditor.
RESOLVED: It was proposed and agreed to appoint Henry Lovegrove for the 2013/14 internal audit.
9. CORRESPONDENCE: (a) West Dorset District Council – Invitation to comment on Planning Policies.
Yvonne Rowland volunteered to comment.
(b) T/CSup Ian Smith, Avon and Somerset Police – Information regarding speed camera adoption.
Noted. This matter was dealt with in item 72 (b)
(c) Glastonbury Town Council – Invitation to comment on the proposed Hinkley C development.
Noted. The council did not want to comment.
(d) South Somerset Together – Invitation to attend an SST assembly (“Meeting the Skills Needs of Industry”) on 30 April.
Councillors did not want to attend.
(e) SALC – Invitation to take part in a DCLG consultation on a draft transparency code for audit of smaller councils.
Councillors did not want to comment.

76. NEXT QUARTERLY PARISH COUNCIL MEETINGS: The Annual Parish and Annual Parish Council meeting will be on Thursday 29 May 2014. Other scheduled meetings will be held on Thursday 31 July 2014 and Thursday 25 September 2014. Further meetings will be called as necessary usually on the last Thursday of the month
