LYTCHETT MINSTER & UPTON TOWN COUNCIL

A MEETING of the ENVIRONMENT COMMITTEE was held in the Council Chamber, 1 Moorland Parade, Moorland Way on TUESDAY the 24 February 2015 and commenced at 7:30pm.

381/14 DECLARATIONS OF INTEREST: None.

382/14 CLERKS REPORT: a) Minute 108/12 and Minute 219/12 Proposed Cycle way along Poole Road Options for improved entrance signs to the town. DCC has commenced work on the cycleway.

b) Minute 217/12 Funding application for Boardwalk at Lytchett Bay View. Wessex Water will present their Watermark Award cheque for £1500 on Friday 6 March at 9.30 am. Work on site has been hampered by wet weather.

c) Minute 104/14 Heritage Signposting for Lytchett Bay View. No further information.

d) Minute 252/14 Jurassic Coast Champion. See Town Council reports minute 336/14.

e) Minute 255/14 Pedestrian Refuge in Dorchester Road. The process to request a pedestrian refuge will involve us undertaking a local community exercise to engage with residents in order to receive a wide-range of feedback on the proposal and submitting this with other specific details about the request. Once this has been done the request will be considered by DCC. It was agreed that data should be collected on site, after which the Clerk will liaise with DCC.

f) Minute 330/14 Resident request for additional dog bin at pathway leading to footbridge over A35 and for weeding to be undertaken back to the pavement. A letter was sent to thank the resident for their efforts. DWP were contacted regarding clearing dog fouling but no response has been received as yet. Meetings have taken place with both DCC Highways and the Probation Service, and initial indications are that joint working by ourselves and these two organisations may be possible to get some work done in this area. The resident has continued to do clearance work. After discussion it was suggested that a site meeting should be set up with the Probation Service about this particular job, and Continental Landscapes will also be contacted.

382/14 CLERKS REPORT: (Cont) g) Minute 328/14 Modification to the definitive map re A Bridleway at Upton Heath, Corfe Mullen from Bridleway 45, Corfe Mullen to Bridleway 7, Lytchett Minster. In response to a query from the Town Council DCC advised that this is an amended modification to one that came in a few months ago with an incorrect map. This is a bridleway as there is historic evidence of high horse usage.

h) Minute 340/14 Traffic problems in Sandy Lane. The Youth Advisor has contacted the Infants and Junior Schools to ascertain the numbers of pupils using Sandy Lane to get to school and has so far only had a response from the Infants School. It was suggested that he should e-mail the Junior School again with a copy to Cllr Mrs Wood.

383/14 CORRESPONDENCE: a) Information on the DCC Capital Programme 2015-16 was received.

b) DCC have advised that one resident has objected to the proposed restriction at the junction of Old Kiln Road/Poole Road as they feel it would be less onerous to the pressure on residents parking if the lines only extended about a metre past the pedestrian dropped kerbs. DCC are willing to make this minor change and members supported this decision.

c) Concern was expressed by a resident about large vehicles parking on the grass verge at the bottom of Moorland Way. DCC will be contacted with a request for double yellow lines at this location, and permission to install dragons teeth.

384/14 TO DISCUSS PLANTING: After discussion it was agreed that the two flowerbeds outside Gablehurst should be planted with VE and 1945.

385/14 TO DISCUSS THE ISSUE OF PARKING ON HIGHWAY VERGES: Concern was expressed about the amount of parking on pavements and grass verges throughout the town and it was agreed that members should identify problems on the main roads, ie – Poole Road – Cllr Griffin, Sandy Lane – Cllr Small, Dorchester Road – Cllr Dodds and bring back their findings to the next Environment meeting. In the interim Annette Brooke MP will be contacted to ascertain whether the law to make parking on pavements/grass verges illegal has been extended from London to the whole of the country.

386/14 TO CONSIDER THE ACQUISITION OF A NEW NOTICEBOARD FOR THE TOWN CENTRE: A £500 contribution towards a new noticeboard has been received from Waypoints and possible contributions may be forthcoming from the Lees Estate and Turbary Trust. A new noticeboard could potentially be used by other organisations as well as the Town Council and LUCA and Greys Estate Agents will be approached with a request for a financial contribution.

387/14 TO RECEIVE UPDATE ON LYTCHETT BAY VIEW BOARDWALK PHASE 2: Two members of public attended the meeting to express concern about the work taking place. See Democratic Session. The Lytchett Bay leaflet will be updated and this will again be included as an agenda item on the next Environment committee meeting.

388/14 TO CONSIDER REQUEST FROM RESIDENT FOR SPEED CAMERAS/SID/SPEED GUN ALONG DORCHESTER ROAD: It was reported that the Police often speed watch in the area and the resident will be advised that the issue will be raised at the forthcoming PACT meeting. The possibility of purchasing a SID will be investigated.

389/14 TO CONSIDER REQUEST FROM RESIDENT FOR YELLOW LINES ON DORCHESTER ROAD EITHER SIDE OF THE ENTRANCE TO OAKLEY GARDENS: After discussion it was agreed to contact DCC with a request for double yellow lines at this location and in the interim Parking Enforcement will be asked to monitor the situation.

390/14 TO RECEIVE A PRESENTATION ON THE CYCLEWAY FROM A REPRESENTATIVE OF DCC: Two representatives from DCC attended the meeting to discuss with members proposals for the cycleway that involve Town Council owned land at the Clocktower and improvement work that the Town Council has undertaken along Poole Road.

393/14 TO RECEIVE THE LATEST FINANCIAL UPDATE FOR THE ENVIRONMENT COMMITTEE: The committee financial update was received and agreed.

394/14 RIGHTS OF WAY OFFICER’S REPORT: Cllr Rusling will liaise with DCC Rights of Way regarding footpath issues he has identified.

395/14 TREE WARDEN’S REPORT: See Appendix A. The Tree Officer will be contacted to ascertain whether the oak tree on Dorchester Road, opposite Oakley Gardens, is dead.

396/14 ITEMS OF REPORT AND MATTERS FOR FUTURE AGENDAS: a) Information was received from PDC on an Enforcement course. The Groundsman and Street Cleansing Operative will attend the course. b) Cllr Johns reported that the litter along the Upton Bypass will be cleared the week commencing 9 March 2015. c) The Beacon Illumination Event held on Monday 23 February 2015 was very successful and the Chairman thanked everyone involved.

DEMOCRATIC SESSION: Two residents attended the meeting to express concern about the work taking place at Lytchett Bay View. See Minute 387/14. One of their concerns was about motorbikes accessing the area from Turlin Moor and they were advised that this will be monitored and referred to the Safer Neighbourhood Team. They were also concerned that there has been an increase in rats since clearance work took place around the ponds and advice on this will be sought from the Borough of Poole and the Town Council Groundstaff. Advice will be sought from Dorset Wildlife Trust as to whether warning signs should be put up by the ponds.
