VACANCY NOTICE

POSITION: Director, Hyannis Center & ACCCESS Program Grant and College Funded Full-time, Non-Unit Position

SUPERVISION: Reports to the Dean of Arts and Humanities

GENERAL STATEMENT OF RESPONSIBILITIES:

The Director manages all academic activities of the Hyannis Center and the ACCCESS Adult Basic Education (ABE) Program. The Hyannis Center provides a convenient location for ABE, job readiness training, workforce education, credit and non-credit College classes and community events. The ACCCESS Program is the state funded ABE and ESOL (English for Speakers of Other Languages) program for Cape Cod. The Director is responsible for providing educational leadership to ensure a standards-based, high quality program that succeeds in preparing students for college and career readiness and achieving the goals of the Massachusetts Strategic Framework for Adult Basic Education; planning and coordinating all program components, implementing program objectives, acting as liaison with other College departments, outside agencies and service providers and assuring program quality.

EXAMPLES OF DUTIES:

1. Develops and supervises all Department of Elementary and Post-Secondary Education (DESE) funded programs and grants at the Hyannis Center and other locations in collaboration with appropriate College staff. 2. Promotes and maintains Center and program policies in conjunction with College staff and funding agencies. 3. Maintains a close relationship with the West Barnstable College campus and program advisory boards. Acts as a liaison for the College with local, state and federal entities as appropriate. 4. Coordinates public relations and program development with the personnel on the West Barnstable Campus. 5. Develops curriculum and ensures its alignment with the standards and benchmarks in the Massachusetts ABE Curriculum Frameworks for English Language Arts (ELA), Mathematics/Numeracy, College and Career Readiness Standards for Adult Education, and English for Speakers of Other Languages (ESOL) in compliance with the CALC, PACT, and Adult Career Pathways Grants. 6. Ensures that curriculum incorporates student goals, is contextualized to real-life issues of interest and concern to students, is aligned with assessments, and is designed to move students toward their next instructional level or to exit the program and take their next steps along a career or college pathway. 7. Hires and supervises teaching staff that meets professional standards in the areas of mathematics/numeracy, English for Speakers of Other Languages, reading, and writing. 8. Monitors the quality of lesson plans, ensures that all teachers use the prescribed curriculum, and that current and appropriate learning technologies are incorporated into curriculum and instruction. 9. Supervises and evaluates staff including classroom observation (minimally annually) and provides written feedback and follow up. 10. Engages in local collaborations and partnerships to enlist community resources to support students' progression to post-secondary education, job training and/or employment leading to family sustaining wages. 11. Provides fiscal oversight and ensures that expenditures are allowable and appropriate and that allocated funds are available throughout the fiscal year. 12. Monitors student progress as required by the grants. 13. Assures compliance with enrollment, attendance and budgetary record keeping and other related data requirements. 14. Makes timely reports to the College administration and funding sources. 15. Collaborates with College personnel on college initiatives as appropriate. 16. Attends College meetings and serves on committees as appropriate. 17. Administers MCCC and AFSCME contracts. 18. Fosters collegial relationships in a collaborative team setting. 19. Manages Hyannis Center building. 20. Other duties as assigned.

MINIMUM QUALIFICATIONS:

1. Master’s degree in education or related field. 2. Proven experience in program management including experience with developing and managing budgets. 3. Three (3) years of experience in Adult Basic Education (ABE) programs. 4. Classroom teaching experience. 5. Ability to work with diverse adult populations and multi-cultural students. 6. Successful experience in grant writing and reporting. 7. Demonstrated ability to work in a collaborative team model. 8. Demonstrated experience in curriculum development and assessment of student learning for adult and ESOL students. 9. Supervisory experience. 10. Effective interpersonal and oral and written communication skills. 11. Effective organizational skills. 12. Competence using Microsoft Office Suite, data base systems, and electronic reporting tools. 13. Ability to work a flexible schedule including some evenings. 14. Must have or be eligible for valid MA driver’s license.

ADDITIONAL PREFERRED QUALIFICATIONS:

1. Knowledge of the area educational and social service delivery systems. 2. Ability to use MDESE data collection systems (e.g. SMARTT/COGNOS). 3. Bilingual ability in Portuguese and/or Spanish. COMPENSATION: $65,000-$70,000 annual salary (dependent upon education and experience) supported by Grant (ACCCESS and Adult Career Pathways) and College funds. Full-time, Non-Unit position including participation in a comprehensive employee benefits program.
