1. IPP update - The traffic volume and bridge ratings have been updated based on current data. The construction estimate will be updated as the project progresses through the design process. (Please see Appendix L for the approved IPP)

List changes that have occurred since IPP: The Bridge was determined to be eligible for the National Register of Historic Places. Both rehabilitation and replacement alternatives were investigated as feasible alternatives to address bridge deficiencies.

PI Objectives in Scoping: 1. Identify Stakeholders 2. Inform stakeholders of project and proposed project scope/needs. 3. Gather information on the project context.

3.1 Identify Stakeholders

List Internal Stakeholders: Regional Planning; Regional Design Group; Regional Structures Group; Regional Landscape/Environmental Group; Regional Traffic and Safety Group; Regional Construction Group; Regional Maintenance Group.

List External Stakeholders: City of Saratoga Springs, Town of Saratoga, County of Saratoga, USACOE, FHWA, NYSDEC, NYSOPRHP, Saratoga Lake Protection and Improvement District, Saratoga Rowing Association, Power Squadron, Mohawk Hudson Bicycling, NYS Bicycling Coalition, Saratoga Lake Association, Saratoga Lake Sailing Club, Saratoga County Historical Society, Saratoga Lake Marinas, Saratoga Lake Businesses, Emergency Services, local/seasonal residents, traveling public

3.2 Potential community concerns: Increased vertical clearance under the bridge, wider travel lanes/shoulders for bicyclists, impacts to local businesses, State boat launch, and emergency services during construction, Sidewalks for pedestrians,

3.3 Communication Methods to be used to inform Stakeholders:

Meetings with public officials: Meetings will be held to introduce the project to the municipalities involved and receive feedback from them. In addition, we will be discussing the opportunity for additional work to be included in the project as a betterment.

Public information meetings: Open house meetings with presentations will be held during all phases of design.

In addition, a website will be created for public access with an email account. Direct mailings and news releases will be used to notify the public of the meetings. 4. Design

PI Objectives during Design: Preliminary Design: Summarize information gained from Scoping. Seek consensus on preferred alternative. Detailed Design: Update stakeholders on progress, discuss any changes.

4.2 Communication Methods to be Used:

Meetings with public officials: Meetings will be held as needed to keep the municipalities involved. In addition, we will be actively working with them to coordinate any additional work to be included to the project as a betterment.

Public information meetings: Meeting formats: Open house forum with a slide show presentation and an opportunity for questions. Brochure: A brochure will be provided with project information. Visualizations: Displays will be available for public viewing and comments.

4.3 Schedule for Public Involvement Activities: Two Public Information Meetings will be held during Phases I-IV to solicit feedback from the feasible alternatives and to present the preferred alternative selected. An additional Public Meeting may be held during Phase V if needed. The public meetings will be advertised by direct mailings and news releases. In addition, the project website will continue to provide updated project information. The public has the ability to submit comments via email. 5. Construction Phase

PI Objective During Construction: Inform and maintain contact with affected residents/businesses/other stakeholders concerning construction activity schedule and impacts.
