Road District Maintenance  All road district employees attended the North/Central Illinois Pipeline Association (NIPA) meeting for updates on emergency “First Response”.  We added CA6 through out all the gravel roads at approximately 112 ton total.  Assisted the Auburn Music Boosters with their “Christmas Wreath Sale”, allowing them to sort their inventory at the road district’s facility.  Preparations to all equipment were done prior to the snow accumulations.  Electrical wiring has been continued for the newer garage facility. Exit lights, emergency battery powered lights for power outages, lighting in general, wall outlets in conduit, etc.  A heat vent duct extension was installed for more heat from the wood burner (which is in the old garage portion) to the newer garage.  A large work bench was built in the newer garage with air access and power.  Sign tripods were built to replace the stolen tripods.  New water on pavement signs was also replaced.  Purchase a press for pressing old/new bearing, etc. We have never had a press and this will make these jobs much easier to perform.  A new windshield was replaced in the 1997 Ford dump truck.  Two new tires were replaced on the 1986 tandem. This was requested by the IDOT inspection personnel when the truck was last inspected back on October 9th of 2009.  Outrigger pads were replaced on the 410D backhoe.  New hydraulic hoses were replaced on the 1986 plow.  Two new bearing hubs were replaced on the 1999 tandem.  A hydraulic solenoid was replaced on the Dickey-john monitor for the 1999 ice control hopper box.  The 1999 tandem has been taken to Prairie International to have a computer diagnostic along with the vibrator fix. The truck will be turned up to accommodate the new 65 MPH law.  I have ordered 300 ton of CA7 and 500 ton of CA6 to be delivered which will be at the 2009 prices in order to save the cost of the 2010 letting prices.  75 ton of salt has been delivered prior to the winter weather. This material should be under shelter to prevent it from forming in clumps and salt runoff into the road district stock pile yard during off season months.  During the last snow January 7th with drifting conditions thru the 11th we had 127 hours of man time keeping roads open and ice control.  Additional cabinets are being built to store materials in.  2000 GMC Fuel Pump went out on pickup. I had Wiseman Towing tow the truck from the I-55 overpass by the State Police Head Quarters to Kruse Auto, Auburn for repair.

Request of being placed on the Agenda

Property Deed Names and Annexation I’d like to have a discussion on the matter of deed names with Township/Road District properties and the annexation of these properties. Old Business

80,000 Pound Roads New 80,000 Pound Weight Limit on all Roads The new 80,000 pound weight limit regulation law became effective January 1st, 2010. There are three bridges in our township road district that DO NOT meets the 80,000 requirement. One of the three bridges is in compliance with IDOT weight limit signage (Panther Creek Road Bridge #3103) at an 8,000 pound limit restriction. I sent a petitioned to the County to have Panther Creek bridge # 3103 structure replaced back in May of 2009. The other two (2) are and have been rate at 40,000 pounds (20 ton) restriction limits according to IDOT and Sangamon County Hwy Dept specs. They are Moose/Cry Road Bridge #3584 and Bab Road Bridge #3118. I am waiting for the County Engineer’s to contact me on the proper signage procedure which may possibly include a vote from the township board to place weight limit restrictions on these bridges. When I am informed by IDOT and Sangamon County Hwy Dept on the exact procedure, I may need to have approval from the trustees. I will make arrangements at that time to be on the agenda to have these bridges voted on.

Land Owners and Ditches I am not going to allow anyone to cut ditches on the right-of-way I have authority on, because of confusion of permits and liabilities with utility companies. I have given a great deal of thought in this matter and will follow the guidelines of the “Illinois Drainage Laws: Rights and Responsibilities of Highway Authorities and Landowners Adjacent to Highways”. In the past, I have agreements with utility companies such as Otter Lake Water, fiber optic carriers, power companies, etc. with permits and will continue to work with all utility company within those set guideline permits.

Divernon Road Project I spoke to the Sangamon County Engineer and a few County Representatives about the Divernon Road Project. We will be scheduling a meeting with Sangamon County Reps, Sangamon County Hwy. Dept., Auburn School District, Village of Divernon, Divernon Township and City of Auburn in order to keep this project preparation ongoing with Congressman John Shimkus. When a meeting date is scheduled, I will make sure the Auburn Township Supervisor and Trustees are informed of this meeting well in advance.
