Problem Statement 90% of the target populations of people in Kware slums of Ongata Rongai Kajiado District, Rift Valley Province of Kenya suffer from acute shortage of all basic needs including food, shelter, drinking water, medication, clothing and education. The situation is worsening daily as the problems continue to persist. It has become much worse following the recent post election violence in Kenya after the 2007, General Elections that left over 5000 people dead and 15,000 homeless – another 10,000 seriously hurt.
64% of the Kware slum population is children, and about 45% of those children are street children who do not have homes. They are mainly orphans due to HIV/AIDS and post election violence results. The Government of Kenya is currently experiencing an economic crisis, whose growth has fallen as low as 3% down from 8% before the post election violence. A private research done by the Women for Change Organisation NGO last year in the slums, found out that an approximate population of 800,000 people most of whom earn less than a dollar a day lives there.
This slum village resulted from poor people coming their home areas to work in stone quarry mines, about 50 years ago. When the stone mining was exhausted, the miners found that their numbers had increased so much and that they could not go back to their original homes, as their land had been taken over after they left. They had nowhere else to go, but to turn the ground on which they were mining into a slum.
Background Information on the Project Out of the 45% of the street children and orphans in the Kware slums of Ongata Rongai in Kajiado district, 26% are girls aged 15 years and below. These young under-privileged girls experience all sorts of child abuse as nobody bothers about them. The remaining 19% are boys of similar ages. These groups of children face a lot of problems as they totally have nobody to depend on.
Facts Contributing to Prevalence of Children’s Destitution Currently Kenya has a population of approximately 35.6 million people, and 70% of this population comprises of youth who are unemployed. From the Government statistics of the year 2007, Kenya has 2.8 million people living with HIV/AIDS, 45% of who are orphans due to the pandemic,. 2.3 million Children are out of school as the Government cannot meet all their daily demands. The situation clearly shows why the numbers of street children in the slums of Kware keeps increasing each day as many children’s parents are idle and poor at the same time.
In Kware slums, there are no public schools at all – and there is no space to build any. The nearest school to the slum is 8kilometres away and has a population of over 3000 children. This kind of population makes both teaching and learning very difficult – as there are very few teachers – with a ration of 1
1 teacher for 160 children. The infrastructure too is stretched to the limit – leading to some children learning under the trees. The situation indicates that it is quite difficult for the children in Kware slums to access adequate primary education – despite the Government offering it free as a means of reaching the poor in society.
Women for Change organisation has therefore felt obligated to see International Donor funding to assist in giving support to these children. This proposed project targets 1000 children – this figure was determined by a needs assessment survey commissioned by this NGO in December 2008.
Objectives of the Project . To develop an educational centre that will develop the destitute children holistically i.e. physically, socially, psychologically, spiritually. . To make life better for the destitute children by providing the bare basic human needs. . To create a home for them where they belong – and from where they will graduate and become members of the community where the home is. Be in a position to provide for the destitute children: 1. Shelter, clothes, feed, educate, and offer clean drinking water for about 1,000 destitute children in Kware slums – whose destitution has been caused by the 2007 post election violence and HIV/AIDS. 2. Offer employment opportunities for the communities’ poor members. 3. Improve the sporting and games talents in these children – which gives them other non-academic career opportunities. 4. Reduce child labour, drug abuse, irresponsible behaviour and criminology. 5. Through awareness programs, reduce new cases of HIV/AIDS amongst children below the age of 18 years. 6. Create interest in sporting and games within the communities, which would eventually become a useful touristic product. 7. To promote international relationship with the Donors country.
Anticipated results: (1) At least 1,000 under-privileged children mainly orphans will be housed and receive basic human needs, as well as education. (2) The physical and psychological health status of the children housed under this project will be improved – thus making them more alert and more responsible members of the community. (3) Reduce the number of street children in the slums. (4) Reduce and prevent crime and the spread of HIV/AIDS cases in children aged below 18 years. (5) The project will also create employment opportunities, which will be offered to the members of the community as a way of earning a living and self-support.
2 (6) The children will develop a sense of belonging with both the complex members and the community they are living in thus eventually making them acceptable members of the society in the future. (7) The project will avail opportunities for the children to train in various academic and sporting activities – on the basis of which they will develop careers. (8) The project will save the poor children from walking long distances to find the nearest public schools. (9) The project may create International relationship between the community and the donors.
Anticipated Outcomes By the end of 2010, the NGO will have:- (i) Constructed a sports and games training centre, comprising of a primary school for 1000 or more children from Kware slums and housed them. (ii) Provided employment for at least 100 persons from the community. (iii) It is expected that, through the children being pre-occupied in education and sports training – the crime rates will be greatly reduced. (iv) Child labour amongst the orphaned children will reduce.
Assumptions 1. The community will own the project and as a demonstration of this provide labour for the project in order to reduce the project’s costs. 2. That there will not be further political upheavals to disrupt the course of the project. 3. The NGO will approach other local well wishers who will volunteer to support the project as a reinforcement of donor funding’s addition. 4. The project will offer quality and affordable education for the poor children in the Kware slums and the surrounding areas. 5. The project will offer employment to locals, and help in the reduction of poverty. 6. Training of community members in sports and games will increase and on a long term basis, which will benefit them and ensure sustainability of livelihoods.
Project Plan of Implementation 1. The NGO will fully involve the locals in planning and implementing the project and involve them during the assessment exercise. 2. The locals will be requested to assist in locating the land for the project, involved in purchasing and/or leasing land or buildings available for the project. 3. The NGO will ask the locals to identify the people to construct the complex training centre as members of the community as a way of
3 making them own the project as well as giving them employment opportunities. 4. The NGO will also ask the community to identify people with experience in construction to help in the construction of the project. 5. Personnel a. Through the community, the NGO will seek to get an experiences social worker with at least 5 yrs experience in the area to identify and recruit orphans and poor children in the school. b. The community will be given the first opportunity to identify qualified and experienced teachers locally to work at the school. c. Together with the NGO’s board, the community will be requested to bring on board at least two representatives considering also the gender balance for the purposes of transparency and accountability of donor funding. d. The community will be given a chance to bring people to work with the NGO to work as support staff during the construction of the project as volunteers. e. That the local leaders in the area of the project will be included in the evaluation and monitoring of the project to its completion. f. The community will also be requested to offer security to the project materials during construction as well as security of the project buildings and equipment when it is finally completed.
Project Relationship The project will ensure that it maintains the best relationship wit the donor. The NGO will make it free for the donors to visit the project at their own preferred timing to inspect the books of accounts and meet the locals for any comments. There will be monthly reports to the donor or as will be agreed for the purpose of continuity. Any information required by the donor or the community pertaining to the project will be availed by the NGO as the implementing Agency. All supervision as well as the administration of the project will be done by the NGO’s Head Office in Nairobi.
Action Plan Phase 1 . Buying land, fencing, putting gates, drilling of a water borehole, construction of ablution facilities for the workers and stores for the construction materials. . Mobilizing the community and sensitizing them on the intended project. This will take about 1 month. Phase 2 . Construction of the primary school, with sports facilities, as the primary school will also serve as a sports complex training centre.
4 . Develop fields for games and sports, build hostels for boarders, administration block, library, kitchen and dining room, install power and make the place ready for use. . Purchase learning and teaching materials, furniture, mattresses and beds, kitchen equipment – dining hall furniture and the required sports equipment . Time duration - 4 months. Phase 3 (i) Recruit Personnel - Teachers for the primary school. - Non-teaching staff [cooks, watchmen, cleaners etc] - Games and sports managers/trainers. - Social workers and house wardens. - Recruit the Director in charge of the complex. - Enroll children in the complex Time duration – 1 month .
Phase 4 . Polishing the complex and adding any necessary requirement to make it suitable for the children. . Prepare reports to the donors on funding and expenditure. Time duration – 3 months
Criteria of Children’s Recruitment The NGO will be very specific on the selection of the learners to the institution and to avoid any form of corruption since the institution is meant for the needy and very poor street children in Kware slums. This is one of the areas where the social worker and the local leaders will be involved by the NGO.
Project Evaluation The project will be evaluated after every 6 months with the final evaluation at the end of the project. The NGO management and community stakeholders will evaluate the project at the end of each phase of the project. All data and information will be recorded down, analysed and presented to the donor for transparency and accountability. The evaluation will be used by the implementing agency and the project holder {NGO} to tell what other needs should be addressed in future on the project. The evaluation will also strengthen relationship between the NGO and the community. The NGO will apply methods such as operational and performance indicators in carrying out evaluation on the project Project sustainability The NGO, will come up with income generating activities to raise extra funds to go towards the sustainability of the project once the donor funding is over. It is expected that the government may also be asked to take over the project.
