She was a Frank F. Roberts Scholar, South 24 Carolina Independent Colleges and Universities Sterling Lee 25 Smith Scholar, Wofford Ambassador and feature editor of the Old 26 Gold & Black student newspaper, and member of the Blue Key 27 National Honor Fraternity and Sigma Tau Delta English Honor 28 Society. She served as president of Zeta Tau Alpha Sorority and 29 of the PanHellenic Council. She was a member of the Senior 30 Order of the Gnomes and a recipient of the prestigious “Heart of a 31 Terrier” Leadership Award and the Mary Mildred Sullivan Award; 32 and 33 34 Whereas, she began her service to the State as a law clerk to the 35 Legislative Council, quickly distinguishing herself with 36 outstanding skills in research and resolution drafting; and 37 38 Whereas, upon her graduation from law school, she became an 39 attorney with the Legislative Council where she ably handled all 40 types of legislation but particularly the complex areas of education, 41 banking, and consumer law; and 42

[4226] 2 1 Whereas, during her service with the Legislative Council, she also 2 volunteered her services as a guardian ad litem and worked 3 diligently to protect some of the State’s most vulnerable citizens. 4 Beth is also an active member of the Junior League of Columbia; 5 and 6 7 Whereas, this bright young attorney with a strong work ethic and 8 determination to go above and beyond what was required of her 9 developed quite a reputation for excellence in her field not just 10 with her fellow attorneys and coworkers but also with House and 11 Senate committee staffers and with the members themselves; and 12 13 Whereas, it was not unusual to find Beth at a committee meeting 14 lending her expertise on such matters as charter schools or 15 education financing. Beyond bill drafting, she lent her aid to 16 members of the General Assembly who valued her policy advice 17 as well. Indeed, the members of the “Beth Caucus” undoubtedly 18 will be bereft upon her departure; and 19 20 Whereas, together with her dear husband, Dr. Trevor Hray, and 21 their beloved if high maintenance cat, Tobias, Beth will be taking 22 her considerable talents and legal expertise with her as she 23 embarks on yet a new challenge in Jacksonville, Florida; and 24 25 Whereas, her work ethic and her many and varied contributions to 26 the General Assembly and the Legislative Council are to be 27 commended and will not soon be forgotten; however, she is not 28 just a dedicated public servant but also a devoted servant of God. 29 A member of St. John’s Episcopal Church, Beth sets a fine 30 example of a young Christian woman to all who are privileged to 31 know her; and 32 33 Whereas, this personable young woman, and founder of 34 “Bethfest,” will be greatly missed at the Legislative Council but 35 will be remembered for her dedication to her profession and her 36 most generous heart; and 37 38 Whereas, the members and staff of the General Assembly and the 39 Legislative Council express their sincere gratitude to Ms. Hray for 40 her hard work and the professionalism with which she did the 41 work of the General Assembly and wish her great success and 42 enjoyment of sunny Florida skies. Now, therefore, 43

[4226] 3 1 Be it resolved by the House of Representatives, the Senate 2 concurring: 3 4 That the members of the General Assembly of the State of South 5 Carolina commend Elizabeth “Beth” Byars Hray of Richland 6 County for her outstanding service to the South Carolina General 7 Assembly and the Legislative Council, and extend best wishes to 8 her in all her future endeavors. 9 10 Be it further resolved that a copy of this resolution be presented to 11 Elizabeth “Beth” Byars Hray of Richland County. 12 XX 13
