Members Appointed to Golden Jubilee Foundation Board

The Cabinet Secretary for Health and Sport today announced the appointments of Marcella Boyle and Karen Kelly as Members of the Golden Jubilee Foundation Board.

MEMBERS

Marcella Boyle has held senior executive positions in the public, private and third sectors. She started her career in economic development before a move to the private sector where, for over 10 years, she worked as Client Services Directors with a NASDAQ listed talent management company. She is now an independent change and Business Development Director working with public and not for profit organisations. She has also served as a Trustee with ENABLE Scotland, Scotland’s national learning disability charity. Marcella is a graduate of Strathclyde University and holds BA and MSc degrees.

Karen Kelly has recently moved into freelance working, specialising in financial management, organisational governance and programme assurance. From 2012 to 2015 she was Head of Corporate Programmes at the City of Edinburgh Council, responsible for overseeing a diverse range of projects. Prior to this she was Head of Financial Services and also spent time as Treasurer to the Royal Edinburgh Military Tattoo and Forth Road Bridge. Karen is a qualified member of the Chartered Institute of Public Finance and Accountancy, serving as Scottish Chair in 2008-09, and is currently a member of the Institute Council. She also serves on the Board of the City of Glasgow College.

APPOINTMENT

The appointments will be for four years and will run from 1 August 2017 to 31 July 2021.

The appointments are regulated by the Commissioner for Ethical Standards in Public Life in Scotland.

REMUNERATION

The appointments are part-time and attract a remuneration of £8,169 per annum for a time commitment of one day per week. OTHER MINISTERIAL APPOINTMENTS

Ms Boyle and Ms Kelly do not hold any other ministerial public appointments.

POLITICAL ACTIVITY

All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public.

Ms Boyle and Ms Kelly have had no political activity in the last five years.

The Golden Jubilee Foundation is unique within the NHS. A national institution who provide care and services to patients across Scotland, the Golden Jubilee Foundation is independently run by its own NHS Board and is helping to re-define the concept of the public hospital, with a vision of “Leading Quality, Research and Innovation” for NHSScotland.

The Foundation is the family of facilities which includes the Golden Jubilee National Hospital, Conference Hotel, Research Institute and Innovation Centre. Set in a modern, purpose built environment the facility combines a top quality hospital with hotel, and conference facilities and centres for research, clinical skills and innovation.
