REPORT OF HEAD OF TRANSPORTATION SERVICES

FERN BARROW PEDESTRIAN CROSSING

1. Purpose and Policy Context

1.1 To consider proposals for the installation of signal controlled pedestrian crossing in Fern Barrow near the Wallisdown Road roundabout.

2. Recommendations

2.1It is recommended that members approve the scheme as described in this report and shown on Drg HT124/02 as Appendix A.

3. Background

3.1 The Transportation Capital Programme is funded from the Government through the Local Transport Plan and Developer Contributions by way of mitigating the transportation impact of their proposals. This programme consists of schemes which deliver improvements in respect of the main Government priorities of congestion, accessibility, road safety and air quality.

3.2 The Accessibility category of the Capital Programme provides improvements for the benefit of those who do not have access to a car. Within this programme is the scheme to provide a toucan crossing facility in Fern Barrow, near it’s junction with Wallisdown Road.

3.3 The scheme details are shown on Drg HT124/02 as Appendix A. The main features are:

 Toucan crossing equipment with the red and green cycle and pedestrian symbols mounted above the push button.  Tactile knob mounted under the push button unit that indicates when it is safe to cross.  Kerbside detectors which would cancel a demand if the pedestrian/ cyclist moved away or crossed in a gap of traffic.  Tactile surfacing across the footways adjacent to the crossing.  Anti-skid road surfacing on both approaches.  A new cycleway link to the University Campus.

1 3.4In line with modern urban design principles it is proposed that the amount of associated street furniture is being kept to a minimum. In this respect guard railings guiding people to the crossing are not included, although this situation will be monitored once the scheme is in place. 3.5If this Committee approve the proposals it would be the intention to undertake the installation in this financial year.

4. Finance

4.1The cost of the scheme has been estimated at £75,500. This can be found from within the Capital Programme with the addition of developer contributions and also a £22,000 contribution from Bournemouth University and £3,000 from the Arts College.
