Expression of Interest (EOI) / Prequalification

Drilling Rig Operations and Maintenance Services - Reference No. 8.41.2.001

Husky Energy Inc. (Husky), operator of the White Rose field and satellite extensions, is seeking Expressions of Interest (EOIs) and to prequalify experienced companies/groups for:

Drilling Rig Operations and Maintenance Services – West White Rose Platform

The Drilling Rig Operations and Maintenance contractor will work under Husky supervision to provide drilling and completions rig operations and facility maintenance support for the West White Rose (WWR) Platform. The selected contractor will be responsible for safe and efficient operation of the drilling rig with the goal of maximizing rig uptime and minimizing non-productive time. The White Rose field is located approximately 350 kilometres offshore Newfoundland and Labrador (NL) The primary term of the scope will be between five (5) and ten (10) years with extension options.

The Platform will consist of topsides supported by a concrete gravity structure, with production routed directly to the SeaRose FPSO. Pre-Operational Support (2018-2021) The selected contractor will ensure operational readiness of the Platform’s drilling rig in conjunction with Husky representatives. All operational readiness activities will be managed using project management tools/programs and project controls systems for the Platform’s drilling rig intake and start-up planning, including scheduling and cost control. Activities include, but may not be limited to:  Risk Assessments, Equipment Specification reviews and QA surveillance during construction  Direct participation in Commissioning and Integration Testing  Attendance at Factory Acceptance Testing (FATs)  Pre-operational equipment maintenance and preservation prior to start-up  Assistance as required with Regulatory/Certifying Authority documentation and approvals  Pre-operational documentation such as platform specific procedures and equipment/operations manuals  Crew training and competency as per Regulatory requirements Operations Activity (2021 onward) The successful contractor will operate the Platform’s drilling rig equipment. Approximately 33 wells are planned, however the final number is subject to change.

In addition to regular drilling rig operations and facility maintenance requirements, the selected contractor will be required to ensure that all Simultaneous Activities (SIMOPS) are managed effectively through coordination with Husky interfaces. The WWR Platform will have a Well Intervention Area where offline intervention activities will be conducted. The contractor will provide personnel to populate Emergency Response Teams, Helicopter Operations Teams, Deck Operations, including bulk loading and Vessel Offloading, Crane Operations, , Radio Operations and Weather Observations.

Maintenance Requirements Under Husky supervision, contractor’s personnel will maintain facility equipment, both drilling and process related. Process and utility equipment will be operated by Husky. The selected contractor will be responsible for developing a modern maintenance system for the drilling rig and equipment that uses condition monitoring and period and risk based techniques and can be managed through Husky’s SAP System.. Husky third party drilling equipment will also be included in the overall maintenance program and managed by the selected contractor.

The selected contractor will also be responsible for the identification and management of drilling rig and equipment spares and consumables both onshore and offshore for critical, capital and operating requirements. Annual, bi-annual and 5-yearly inspections and major drilling equipment overhauls and re- certifications, not covered under Original Equipment Manufacturer (OEM) agreements shall also be the responsibility of the contractor.

Interested companies/groups seeking to be qualified to conduct the work are asked to demonstrate their capabilities and experience via a formal response to the Prequalification Questionnaire. The Prequalification Questionnaire is largely based on Husky Operational Integrity Management System (HOIMS) and contains detailed questions regarding your company’s technical, HSEQ and commercial capabilities.

To demonstrate capabilities and experience, interested companies/groups must submit documented evidence of performing similar operations in strict accordance with relevant industry regulations, codes and standards and statutory authorities appropriate to execute the Scope of Services including (i) a strong track record of operating such facilities in low temperature/harsh environment conditions and (ii) an explicit compliance effort on Canadian regulatory requirements.

Husky strongly supports providing opportunities to Canadian and, in particular Newfoundland and Labrador companies and individuals, on a commercially competitive basis. Companies are required to complete a Canada/Newfoundland and Labrador Benefits Questionnaire as part of the Prequalification process. Husky also encourages the participation of members of designated groups (women; Aboriginal peoples; persons with disabilities; and members of visible minorities) and corporations or cooperatives owned by them, in the supply of goods and services.
