1. CALL TO ORDER: President Barry Hoyle called the meeting to order 4:03 PM. Those in attendance were:

ANNOUNCEMENTS: NSPS MOU has been signed and will be forwarded to NSPS.

MINUTES: Approved as presented.

CORRESPONDENCE: From By Design Newsletter: Engineers FIRM permit got passed, land surveyors FIRM permit did not receive sufficient votes, it was a party line vote. Design Board fees are going up to $76.50 for two years.

Officers and Executive Reports:

Presidents (report emailed):

President-elect: No BOR meeting this month, due to July 4 holiday. Working on Fall Conference. Reviewed the MOU and Geocaching event. D R A F T

In conversation with Donna Bowman who is planning an event at Turf Valley on Underwriting Seminar for Title Insurance. Would like to have a surveyor on the panel for this seminar.

Vice President - emailed Secretary - Treasurer - New fiscal year has just started. Immediate Past President - emailed NSPS Governor - Only 5 states currently are not on board for the new Membership Initiative. Dates for fall meeting have been set - will take place in Maryland at BWI Airport vicinity. MSS PAC - emailed Education Foundation: Report emailed. Scholarship applications are due 8/1.

Area Directors:

Banzhoff - CCBC enrollments are low and courses are in danger of being cancelled. Whitehead - Chapter meeting dates are now being established and will be published when dates are set.

Chapter/Committee Reports:

BALTIMORE - emailed CHESAPEAKE – report emailed and would like to do a joint meeting with other chapters. Bill will reach out to others by email. HOWARD- emailed SUSQUEHANNA - met about a month ago - working on golf tournament

STANDING COMMITTEES:

Membership: No report.

Ethics & Professional Development - No report

Survey Standards & Practice - No report

Government Affairs - Attended f/r; Design Council will meet in fall. Lobbying efforts will start as soon as direction is known.

Publications/Public Relations – No report

Education: Report emailed – Would like to schedule an education meeting in September prior to the next BOD meeting to plan for the coming year. Discussion on expanding Exam Prep to do sessions thru out the year.

Strategic Planning - Orsinger - Would like to schedule a meeting prior to the next BOD meeting in September. Right now there is a draft that needs to be refined. D R A F T

Technology - GPS and GNSS - "spoofing" is now seen to be the biggest threat to GPS industry. Industry Survey is out and question "should PLS be the only ones to certify ..."

Finance - Already covered Internet Technology - No report

SPECIAL COMMITTEES

Fall Conference - Shaw thanked everyone that was involved in the process. Working with wife for Spouse/Guest program. Bill Orsinger asked chapter chairs to promote the Plat competition and Foundation Auction within their chapters. Posted on website and emailed out.

TrigStar (Whitehead) - Tested 118 schools in 4 counties - maintaining level of interest in schools that are in the process. Need to grow the program as it is centered in Southern MD at this time.

Mentoring (Banzhoff): No report

MSS History and Records Preservation (Frazier): Still working with Scott Jeffries

Geocaching (Simon) - Report included. An event cache has been scheduled for August 24. Looking for monetary support from Appalachian Chapter at Old National Pike Park. Four geocaches will be set around the park. Information posted on website.

MSS Operational Guidelines (Jones): No report

OLD BUSINESS:

NSPS 100 % Membership - MOU has been signed and information will be sent out with the dues renewals.

ByLaws Revisions - Revisions will be voted upon at the meeting this evening.

NEW BUSINESS

1. Filing Complaints with BOR - President Hoyle has received a couple of calls re: individuals not anxious to file complaints as they don't want to jeopardize their relationship with the person/company. 2. Licensure Exemption of Government Employees - 28 states do not exempt anybody in government from being properly licensed. Maryland law exempts them. Suggestion to bring this issue before the Design Council. Would like to require licensed people in supervisory capacity in government agencies/departments. Good for the profession. Would like to ask MSS BOD to put this into some form of the process to move this forward. Tim Quinn will present this to Design Council to see who wants to take the lead. Also Alan Dragoo will take this before NSPS. 3. Degree Committee - President Hoyle will like to create a Degree Committee made up of Chairman George Wigfield, James Demma, David Weber and Mike Boyce. The charge to the committee is to investigate laws of MD for examination of land surveyors. President Hoyle would D R A F T

like to give the committee some latitude to bring something back so that next administration can proceed with this. 4. Tellers Report - report presented with slate of officers for coming year. 5. Discussion on new directors and succession plan for chapters for chapter chairs. 6. Mark Husik would like to set schedule GMM for coming year - and suggest that chapter chairs bring along someone who might potentially be interested in MSS. 7. Discussion on focusing future Board of Directors meetings to discuss and explore at least one topic in depth.

Agenda has been met, meeting adjourned at 5:40 pm.
