Type of contract: Consultancy (local contract) - Polio Intra and Post-Campaign Data Processing and Analysis Duty Station: Dakar, UNICEF WCARO - SENEGAL Level: NOC Duration: 96 days (4 months) Closing Date: 15 October 2015

Background and Justification UNICEF WCARO-Dakar is looking for a Consultant on short term, to handle Polio intra and post-campaign data processing and analysis for Communication for Development (C4D). Under the supervision of the Polio C4D Specialist, and in close coordination with the Immunization section, the incumbent is responsible for supporting the WCARO polio team for entry and analysis of communication data from 20 polio SIA implementing countries, collected during and after polio campaigns. This entails a comprehensive review and an identification of gaps to be filled with existing data, in view of ensuring quality. The results of data analyses, graphics and charts generated would be made available to the WCARO polio team for decision-making related to technical oversight and quality assurance of polio SIAs activities planning and implementation. This consultancy would support country offices (COs) with useful information to make their communication strategies evidence-based. In addition to 2015 data available, the consultant would enter and analyze all available 2014 data, so as to identify trends and gaps in reaching under five children over a period of 2 years so as to get a clearer picture of recurrent trends in missed children and the corresponding C4D response.

Scope of Work

Key Expected Results Analyze and present communication data collected during and after polio campaigns. Specifically to: 1- Enter all available polio campaign communication data of 20 WCAR SIA implementing countries for 2014 and 2015; 2- Make a comprehensive review of: o Quality of data available; o Collection methodologies; o Quality of available analyses; o Communication indicators. 3- Make relevant suggestions to help SMART indicators and standardization; 4- Systematize analysis, generate graphics and charts to strengthen evidence for communication planning, improved monitoring, strengthening if routine immunization and polio legacy planning; 5- Give appropriate orientations and recommendations build capacities of country teams.

Version 30 Sept 2015 1 Conditions  UNICEF WCARO would provide an office space to the consultant. In case there is no space available, the consultant is expected to work from his/her base in Dakar;  UNICEF WCARO will provide the consultant with communication raw data collected during and after polio campaigns in the 20 WCAR polio SIA implementing countries as a base for his/her work;  The consultant is expected to use his/her own computer;  As per UNICEF policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in the case where advance purchases, for example for supplies or travel, may be necessary;  The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.

Desired competencies, technical background and experience  Statistician/Data Analyst having second university degree;  Three years of relevant work experience in data management and analysis;  Previous experience working with polio eradication and/or with broader immunization data is desirable;  Advanced Microsoft Excel skills;  Fluency in English and French.

Competencies of Successful Candidate  Highly proficient in the requested technical skills (data analysis and management);  Able to take initiative and work independently;  Able to share technical knowledge and expertise;  A good team player.
