Executive Director Major Involvement and Accomplishments 2010

 Began the process of working with the Idaho Silver Jackets to deal with flooding issues in the So. Fork and Pine Creek.  Completed 2009 Accomplishment Report.  Developed relationship with Silver Jackets and discussed Upper Basin flood and levee issues at two of their conference call meetings.  Set up monitoring well pumping procedures for new monitoring well constructed at EMF in December 2009.  Assisted Milo Creek Drainage District on maintenance plan review; walked the site with Chuck Peterson and reviewed his maintenance work; and had culvert crossing above the Reed Landing sized for potential flooding.  Attended SVNRC meetings to update locals on Basin and ROD Amendment issues.  Attended and assisted EPA in ROD Amendment public meetings and presentations.  Managed redesign and construction of EMF repository facilities and Lower Basin ICP dump facility for IDEQ.  Reviewed the Wallace Yard Removal Action ROD for EPA.  Attended all Upper Basin PFT meetings working on the ROD Amendment and Implementation Plan.  Attended Spokane River Forum meetings.  Met with Dan Silver, Asarco Trustee to discuss implementation of the various remedies in the Basin and general contracting and consulting services.  Met with U of I officials on Basin cleanup issues.  Worked with IDEQ and EPA on Upper Basin repository issues including assisting at public meetings.  Made a presentation at the 4 Counties Natural Resource Committee meeting in CDA concerning Basin issues and the Hayden Rotary in Hayden.  Attended Kootenai County Levee field trip with Silver Jackets in May.  Met before each BEIPC meeting with Kootenai and Shoshone County TLG reps to discuss Basin issues.  Worked with Senator Crapo’s office and COE to prepare and submit a project request to the Senate Environment and Public Works Committee for a levee and flood control project authorization in the Water Resources Development Act.  Represented BEIPC at 2 press conferences in EPA CDA office.  Completed my term as President of the Idaho Society of Professional Engineers.  Held discussions with the press on numerous occasions concerning EMF and ROD Amendment.  Organized and held an Upper Basin levee and flood control field tour for Silver Jackets and other government officials and citizens in August.  Attended the federal government and State of Montana final inspection tour of the New World Mine Complex cleanup east of Yellowstone Park at the request of the Forest Service. I was the settlement trustee on this project.  Attended a number of meetings with Senator Broadsword and Idaho BHS on levee and flood issues.  Represented BEIPC on EPA Upper Basin public tour.  Reviewed draft ROD Amendment and Implementation Plan and gave comments to IDEQ and EPA staff.  Reviewed and commented on proposed Good Samaritan mine and mill site cleanup legislation for Senate Environment and Public Works Committee staff.  Drafted 2011 Annual and 2011-2015 5-year work plans.  Reviewed and commented on draft EPA Adaptive Management Plan for ROD implementation.
