PROJECT DESCRIPTION (PROVIDE A BRIEF DESCRIPTION AND PURPOSE FOR THIS PROJECT) Project implementation certification phase is requested to continue the migration of the states equipment from analog to digital. Over 50 sites have been already been converted, several are currently being converted. These funds will allow the state to convert another 8 to 10 sites.
The overall project goal is to continue the transition of sites to digital equipment which will provide the infrastructure required to deliver broadband services statewide. The upgrade has enabled the state to remain compliant with FCC regulations and to have a radio network that can be used for statewide interoperability. IT SYSTEM ANALYSIS The Digital Microwave Network is a private state network that provides radio services for public safety, Fish & Game, DOT, Corrections and other executive agencies. The DMW network interfaces with the DoIT data network and engineers from both groups design appropriate interfaces to ensure DoIT Infrastructure can support bandwidth requirements for both networks. BUSINESS CONTINUITY STRATEGY Emergency and Disaster Management The Digital Microwave Network is designed in a loop configuration to ensure that if any path goes down there will be a redundant path for all traffic on the Digital Microwave Network. The Digital Microwave main purpose is to provide two-way radio communications transport. All radio sites are equipped with repeaters to ensure two-way communications for that area. In case the Microwave network is down there will still be two-way communications for the particular area.

INDEPENDENT VERIFICATION & VALIDATION (INCLUDE SUMMARY OF THE LATEST IV & V REPORT) IV&V will be provided by the Department of Information Technology, Project Oversight and Compliance Division, Quality Assurance Branch.
SIGNIFICANT RISKS AND MITIGATION STRATEGY Risk 1: This has been an on-going project for several years. As such, most of the risks associated with the installation and migration have been minimized due to the repetitiveness and longevity. MITIGATION 1: NONE

MITIGATION 2: Schedule installation in keeping with available staffing levels
RECORD RETENTION POLICY (DESCRIBE THE AGENCY’S RECORDS RETENTION REQUIREMENTS FOR THIS PROJECT) The DoIT is required to maintain with the FCC all licensing required for the Digital Microwave Network equipment. The DoIT also maintains an asset database used for tracking radio assets and used for equipment replacement schedules.
MAINTENANCE STRATEGY (DESCRIBE HOW THE AGENCY PLANS TO MAINTAIN THIS PROJECT AFTER DEPLOYMENT) Department of Information Technology Radio staff will maintain all digital telecommunications equipment installed on the new Digital Microwave Network. The DoIT Radio staff currently maintains all analog microwave equipment.
INTEROPERABILITY (DESCRIBE HOW THIS PROJECT INTERFACES WITH EXISTING SYSTEMS/APPLICATIONS WITHIN THE AGENCY) Replacing analog microwave equipment to a digital network enables the radio network to interface with the DoIT data, and telephone network. It also enables the DoIT to offer data, video and telephone services over the Digital Microwave Network.
