Enclosed for your review and comment please find the Tentative Order for the project ref- erenced above, which is scheduled for consideration at the April 21, 2004, Board meeting.

We welcome your written comments on the project. Written comments may be faxed to my attention at (510) 622-2460, emailed to [email protected], or mailed to my attention at the above address. Written comments regarding the tentative order or aspects of this matter must be submitted no later than Monday, March 29, 2004, at 5:00 PM, so that comments may be adequately considered in preparing this matter for presentation to the Board. You may also attend and express your views at the public hearing on this matter. The Board will hear oral comments, but requests written confirmation of comments be provided before or during the hearing, to assure accuracy of the record. The Board meeting will be held on Wednesday, April 21, 2004, starting at 9:00 a.m. in the 1st Floor Auditorium of the State of California Building, 1515 Clay Street, in the City of Oakland.

Please note that the applicant is completing a PAR analysis estimate for the long-term financial assurance amount in Finding 11 and Provision B.11. This estimate will be completed and included in these sections prior to the Tentative Order being brought before the Board.
