CAUCUS MEETING MARCH 4, 2014 6:00 P.M.

Members Present: Present were Mayor Patrick Rosenello, President of Council Salvatore Zampirri, Councilpersons Edwin Koehler, Margaret Bishop, David Del Conte, James Kane and Joseph Rullo. Councilwoman Kellyann Tolomeo was out of town. Also present were City Administrator Kevin Yecco, Solicitor William Kaufmann and Engineer Ralph Petrella. RESOLUTION: # 79-14 RE: Private Meeting – Litigation, Potential Litigation and Personnel The above resolution was offered by Koehler, seconded by Bishop, the roll being called, all voting in the affirmative, the President of Council declared the resolution duly adopted. 6:00 PM On a motion by Koehler, seconded by Bishop, that Council now return to open session. Carried. 6:55 PM CITY CLERK JETT stated that the background check has been received from the Police Department for Harry Miller at 24th & Boardwalk and requested that a resolution for the issuance of Miller’s amusement game licenses be added to the agenda. Solicitor Kaufmann is reviewing the specifications for the lease of City property at 2405 Boardwalk and also the RFPs for vending machines. ADMINISTRATOR YECCO stated the appointment for Public Works is for a full- time employee. On a motion by Rullo, seconded by Koehler, that caucus be adjourned. Carried. 6:59 PM REGULAR MEETING MARCH 4, 2014 7:00 P.M. A regular meeting of the North Wildwood City Council was held on the evening of the above date in the City Hall. The President of Council stated, “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 8, 2014.” ROLL CALL: Present were Mayor Patrick Rosenello, President of Council Salvatore Zampirri, Councilpersons Edwin Koehler, Margaret Bishop, David Del Conte, James Kane and Joseph Rullo. Councilwoman Kellyann Tolomeo was out of town. Also present were City Administrator Kevin Yecco, Solicitor William Kaufmann and Engineer Ralph Petrella.

MINUTES: On a motion by Bishop, seconded by Kane, that the minutes of the regular meeting of February 18, 2014 be approved as read. Carried.

COMMUNICATIONS:

On a motion by Koehler, seconded by Kane, that the above correspondence be received and filed. Carried.

ATLANTIC COUNTY MUNICIPAL JIF RE: Notice of 2013 Award for Safety Excellence On a motion by Koehler, seconded by Kane, that the above correspondence be received and filed. Carried. REGULAR MEETING MARCH 4, 2014 CAPE MAY COUNTY MUA RE: Notice of Termination of Electronic Recycling Program On a motion by Koehler, seconded by Kane, that the above correspondence be received and filed. Carried. SPECIAL EVENT RE: St. Patrick’s Day Parade, March 15 On a motion by Rullo, seconded by Del Conte, that the above special events application be approved. Carried. SPECIAL EVENT RE: Greek Independence Day, March 22 On a motion by Rullo, seconded by Del Conte, that the above special events application be approved. Carried. SPECIAL EVENT RE: Ocean Drive Marathon, March 30 On a motion by Rullo, seconded by Del Conte, that the above special events application be approved. Carried. APPOINTMENTS: Public Works Department: Steven Mallek FT Laborer 3/5/14 The above appointment was offered by Koehler, seconded by Kane, the roll being called, all voting in the affirmative, the President of Council declared the appointment confirmed. ORDINANCES:

ORDINANCE NO. 1640 – On a motion by Kane, seconded by Del Conte, that Ordinance No. 1640 be placed on its second reading. Carried.

The City Clerk read Ordinance No. 1640 by its title, as required by Law, known as “An Ordinance Amending Portions Of Ordinances That Have Been Codified In Chapter 276, Land Development, Of The Code Of The City Of North Wildwood And Repealing Portions Of Ordinances That Have Been Codified In Chapter 276, Land Development, Of The Code Of The City Of North Wildwood“.

This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request. The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1640 and asked if anyone present had any objections to the passage of this Ordinance. Hearing none, he then asked the City Clerk if he had received any objections in writing, the City Clerk stated none, the President of Council declared the hearing closed. On a motion by Del Conte, seconded by Kane, that Ordinance No. 1640 be passed on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1640 duly adopted. ORDINANCE NO. 1642 – On a motion by Koehler, seconded by Bishop, that Ordinance No. 1642 be placed on its first reading. Carried.

The City Clerk read Ordinance No. 1642 by its title, known as “An Ordinance Amending Ordinance 568 And Any Other Ordinance That Has Been Codified In The Code Of The City Of North Wildwood At Sections 330-4 And 330-5“.

On a motion by Koehler, seconded by Rullo, that Ordinance No. 1642 be passed on its first reading and published according to Law, the City Clerk called the roll, all voting in the affirmative, the President of Council declared Ordinance No. 1642 passed on its first reading. RESOLUTIONS: # 80-14 RE: Adoption Of Budget Of The Wildwoods Boardwalk Special Improvement District

# 89-14 RE: Awarding Contract To RA Walters & Son, Inc. For The Reconstruction Of Various Streets

The above resolution was offered by Kane, seconded by Koehler, the roll being called, all voting in the affirmative, the President of Council declared the resolution duly adopted. Mayor Rosenello explained that much of the funding for this project comes from grants from NJDOT and NJEIT.

COUNCIL:

COUNCILMAN RULLO wished all a Happy St. Patrick’s Day.

COUNCILMAN DEL CONTE thanked the Public Works Department for their hard work during the recent storms and the Recreation Department for a successful Optimist tournament.

COUNCILMAN KOEHLER stated that he is happy to be back from Florida and is hoping for nicer weather.

COUNCILWOMAN BISHOP invited all to attend the St. Patrick’s Day Parade, the Greek Independence Day celebration and the Ocean Drive Marathon.
