CLOSED SESSION: Pursuant to Section 610.021(2) of the Revised Statutes of the State of Missouri pertaining to the leasing, purchase or sale of real estate by a public governmental body where public knowledge of the transaction might adversely affect the legal consideration therefore, AND; Pursuant to Section 610.021(1) of the Revised Statutes of the State of Missouri pertaining to legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communication between a public governmental body or its representatives and its attorneys.

3. APPOINTMENT OF CITY ATTORNEY: A. Appointment of Ms. Teresa Williams as City Attorney. B. Authorization for the City Manager to execute an employment agreement with Ms. Teresa Williams as City Attorney.
4. PROPOSED ORDINANCES: The following proposed ordinances, submitted to the Council as bills, are often passed with little or no public discussion. All items were previously discussed and considered by the Council or committees. This is a formal reading of proposed ordinances.
A. SUBSTITUTE BILL NO. 08-130 AN ORDINANCE AMENDING CHAPTER 17, OFFENSES, OF THE CODE OF ORDINANCES FOR THE CITY OF LEE’S SUMMIT, MISSOURI, ARTICLE VII OFFENSES AGAINST PUBLIC MORALS, BY ADDING SECTION 17-189 PROHIBITING LEE’S SUMMIT CITY COUNCIL AGENDA Page 2 SEPTEMBER 18, 2008
PUBLIC URINATION AND DEFECATION.
B. BILL NO. 08-141 AN ORDINANCE APPROVING EXTENSION AGREEMENT NO. 4 TO THE LEASE AND CONTRACT DATED JULY 20, 1976 BY AND BETWEEN PUBLIC WATER SUPPLY DISTRICT NO. 14 OF JACKSON COUNTY, MISSOURI AND THE ClTY OF LEE'S SUMMIT, MISSOURI AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT.
5. PROPOSED RESOLUTIONS:
A. RES. NO. 08-14 A RESOLUTION TO APPROVE A SCHEDULE FOR ISSUANCE OF $5,000,000 OF GENERAL OBLIGATION BONDS.
6. PRESENTATIONS A. PRESENTATION: Design Options for Blackwell Interchange at US 50 by TranSystems Corp.
B. UPDATE: Activities of the Stormwater Task Force and the Greenway Task force, and discussion of mutual interests. C. PRESENTATION: By Archer/CH2MHill (Engineers) in regards to a private property Infiltration and Inflow (I/I) removal policy discussion. NOTE: This item is to be CONTINUED to the OCTOBER 9, 2008, City Council meeting.

SUBSTITUTE BILL NO. 08-143 AN ORDINANCE GRANTING A SPECIAL USE PERMIT FOR CAR SALES (DAVE CROSS MOTORS) IN DISTRICT CP-2 ON LAND LOCATED AT 650 NW BLUE PARKWAY FOR A PERIOD OF TWENTY (20) YEARS, ALL IN ACCORDANCE WITH ARTICLE 10 WITHIN THE UNIFIED DEVELOPMENT ORDINANCE, FOR THE CITY OF LEE'S SUMMIT, MISSOURI. C. BILL NO. 08-144 AN ORDINANCE GRANTING A CHANGE IN ZONING CLASSIFICATION FROM R-1 TO PO ON LAND LOCATED AT 408 SE 3RD STREET AND APPROVING A PRELIMINARY DEVELOPMENT PLAN FOR TODD GEORGE HOUSE, ALL IN ACCORDANCE WITH THE PROVISIONS OF UNIFIED DEVELOPMENT ORDINANCE NO, 5209 FOR THE CITY OF LEE’S SUMMIT, MISSOURI.
