EMPLOYMENT PACKAGE

The Australian High Commission in Kiribati is seeking dynamic and high-performing professionals to fill a variety of vacancies, both current and expected.

The successful candidate/s will be employed by the Australian Government as part of the Department of Foreign Affairs and Trade (DFAT). The Department aims to be an employer of choice by offering excellent conditions of employment and support to its staff. Some of the key aspects of the employment package offered for these vacancies are described below.

Contract Term: If recruited in-country, the position is ‘on-going’ (permanent) following completion of a probation period of six (6) months. If the position is recruited regionally, the term will be a fixed term contract of up to two years with a possible two year extension.

Salary: The salary offered to the successful applicant will be in accordance with the DFAT Kiribati locally engaged staff work level salary scale. The salary range is from AUD 17,592 to AUD 27,625 per annum and will be determined by the work level classification of the position offered. A performance bonus is payable upon exceptional performance.

Allowances and additional payments: May be payable to successful regional recruits to assist with expenses such as relocation and housing.

Annual Leave: Accrues at 20 days per year.

Personal Circumstances Leave: Employees are entitled per annum to 20 days personal carer’s leave, which encompasses sick leave and carer’s leave.

Other Leave: Entitlements include maternity leave, adoption leave and parental leave.

Superannuation: Employees are entitled to a superannuation contribution of 7.5% of salary, which is paid into the Kiribati Provident Fund.

ABOUT THE DEPARTMENT OF FOREIGN AFFAIRS AND TRADE The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas.

The Department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

Australia and the Kiribati have an effective development partnership that is boosting economic growth and tackling poverty, improving health and education outcomes, and strengthening democracy, justice and governance.

Page 2 of 8 ABOUT THE POSITIONS

The Australian High Commission has a variety of current and potential vacancies at differing levels.

Positions in the aid team contribute to the delivery of the Australia-Kiribati Partnership for Development, the guiding agreement on Australia’s development priorities and aid investments in Kiribati. Under the current agreement, Australia has four priorities: basic education, workforce skills development, economic growth and infrastructure. Further to the agreed priority sectors, Australia has a modest package of support to disability, gender and health.

On the corporate side, successful applicant/s will join the team that manages office administration, finances, public diplomacy, communication and research as well as provides support directly to the Australian High Commissioner.

Specific position responsibilities will be discussed with successful applicants and identified in each employee’s personal performance plan.

Interviewed applicants who are unsuccessful will be advised if they have been included on a merit list. Offers of employment may be made to listed candidates for up to six months after the creation of the list.

Experience/Qualifications Depending of the level of position, desirable experience and/or qualifications may include:  Success working in or managing a small team to deliver results, preferably in a developing country context;  Experience in the use of project management and monitoring software, including financial management systems.  Demonstrated skill and experience in high-level communication and negotiation.  Two or more years of experience working in relevant field/organisation.  Excellent written and spoken English proficiency.  Bachelor degree is relevant field of study

SPECIFIC POSITION DESCRIPTIONS

ASSISTANT PROGRAM MANAGER Work level classification LE4

The Assistant Program Manager is responsible for working within a team to oversee the implementation of Australia’s aid program in Kiribati. As a supporting role, the duties and responsibilities of this position will vary to meet the needs of the broader team.

The key responsibilities of the position may include, but are not limited to:  Assist with the management of contractual matter related to Australia’s aid program.  Assist with the preparation of financial estimates and program expenditure.  Oversight and management of accurate up-to-date activity data on DFAT systems, including AidWorks.  Participate in programming meetings with development partners.  Contribute to the management of risk register for each program.  Contribute to quality reporting requirements of programs (Aid Quality Checks, Annual Program Performance Reports, independent evaluations, etc)

COMMUNICATIONS OFFICER Work level classification LE4

The Communications Officer is responsible for providing local political and cultural background and advice to the Australian High Commissioner. As a member of the corporate team, the Officer will handle administration tasks associated with the High Commissioner’s role. The Officer may also be required to attend representation functions hosted by the High Commissioner.

The key responsibilities include, but are not limited to:  Provide background reports and advice on local politics, economic and cultural issues  Research information including statistics, parliamentary reports, legislation, court documents, speeches, media releases  Source information from relevant government officials, NGOs and other agencies  Monitor and translate local media and provide reports of relevant issues  Provide executive assistance to the HOM  Compile documentation and acquit HOM representation expenditure  Maintain biographical records on local personalities  Establish and maintain an information/contacts database  Coordinate programs for high level Australian Government visitors to Kiribati

The Program Manager is responsible for working within a team to oversee the implementation of Australia’s aid program in Kiribati. This position is likely to operate with a degree of autonomy, while supporting a broader team to meet shared objectives.

The key responsibilities of the position may include, but are not limited to:  Management of contractual matter related to Australia’s aid program.  Preparation of financial estimates and program expenditure.  Oversight and management of accurate up-to-date activity data on DFAT systems, including AidWorks.  Participate in programming meetings with development partners.  Oversight of the management of risk registers for each program.  Contribute to quality reporting requirements of programs (Aid Quality Checks, Annual Program Performance Reports, Independent evaluations, etc)

SENIOR PROGRAM MANAGER Work level classification LE6

The Senior Program Manager is responsible for leading a team to oversee the implementation of Australia’s aid program in Kiribati. This position has immediate staff management responsibilities and is accountable for the delivery of program specific outputs.

The key responsibilities of the position may include, but are not limited to:  Management of staff.  Implement, monitor, review and/or evaluate the effectiveness and efficiency of policies, initiatives and/or activities.  Contribute to strategic planning.  Provide advice on developments likely to affect the cost, scheduling and effectiveness of policies, initiatives and activities.  Manage work unit finances and contracts, monitor expenditure at initiative and activity level, and advise on budget issues that may arise.  Participate in high-level forums, including representing the Australian Government at meetings with implementing partners.  Oversee and manage activity data to ensure accuracy and currency.  Develop and manage effective working relationships with an extensive network of stakeholders.  Manage program risk registers for each program  Ensure compliance with program quality assurance requirements, including Aid Quality Check reports, Annual Program Performance Reports and independent evaluations.

SELECTION CRITERIA

Applicants must provide a statement of claims to address the selection criteria below. Responses to each individual selection criterion must not exceed half a page and should provide a tangible example that demonstrates relevant experience.

1. Experience in project, financial and/or contract management and/or administration. 2. Aptitude and experience in analysis and report writing. 3. Ability to be a constructive and proactive member of a team, as well as evidence of achieving results. 4. Effective high level interpersonal, oral and written communication skills with an emphasis on liaison, communication, negotiation and stakeholder engagement. 5. Proficiency in organisational and management skills, and the ability to work calmly and methodically under pressure.

It is essential that applicants have sound computer literacy skills, hold a current driver’s license, are willing to work non-routine hours and to travel regularly if required.

PLEASE NOTE that responses to the selection criteria are used to assess an applicant’s suitability, including conducting an initial benchmark about the level of entry.
