To: Senate Staff Members From: U.S. Senator Mr. McGowan Re: Proposed Bills

The United States Senate has three different bills that are scheduled for debate at the end of the week. I need some information on each of these bills.

1) S.253- All high school athletes should undergo mandatory drug testing.

2) S.254- The cloning of animals in the U.S. for the production of food should be legal.

3) S.255- Every vehicle that is produced in the U.S. should run on ethanol.

Please review the three bills above and give me your opinion on how I should vote for each bill. I also need some facts to support your opinion. I will have time allotted to me during the debate, so I need some facts to convince others of my stance. Please keep in mind that I would eventually like to run for president, so do not say anything that is inflammatory and could be used against me in future elections.

I need for you to prepare a one-page memo over each of the bills listed above. Please list the issues involved in each bill, so that I have an understanding of the controversial points in each bill. For example in bill 253, please tell me who should pay for the drug testing, and do you think that every student should be tested instead of every athlete? How much does the drug testing cost? What kind of punishments should be written into the bill if a student or athlete doesn’t pass the drug test?

In at least one of your memos you need to quote an expert on the matter. For instance, find a farmer and ask their opinion of ethanol or cloning animals. These have to be legitimate quotes, and can not be fabricated.

Thanks for your efforts. I will need your memos by the end of the hour on Friday so that we can discuss your opinions and reach a consensus as a staff on what I should say before the U.S. Senate.
