MEMORANDUM FOR All Members of the 16th Infantry Regiment Association

SUBJECT: Policy Letter #1, Association Membership

1. Purpose. The purpose of this policy letter is to provide all Governing Board officers and members of the 16th Infantry Regiment Association operating parameters regarding the dues charged for membership for the various types and categories of members in the Association. This policy letter supersedes all previous Association policy letters on this subject.

2. General. In accordance with reference b. above, the Association Governing Board sets dues for all members of the Association. Qualification for membership in each type and category are addressed in references a. and b. above. The membership year runs 1 January to 31 December yearly. Annual dues are payable effective 1 January. Dues received during the year after 1 September are effective for the remaining three months of the year in which paid and the following membership year as well. Effective 1 January 2018, the dues charged for membership in the Association are provided below:

A. Types of Members.

1. Regimental Members. The dues for Regimental Members are adjusted to different levels according to the Member’s status. The levels of payment are as follows:

a. Active or Reserve Component Soldiers, E1 to E5: $5.00 per year

b. Active or Reserve Component Soldiers, E6 to E9: $15.00 per year

c. Active or Reserve Component Officers: $30.00 per year

d. All other Regimental Members: $30.00 per year

2. Honorary Members. The dues for Honorary Members are set at $30.00 per year. 3. Associate Members. The dues for Associate Members are set at $30.00 per year.

B. Categories of Members.

1. Regular Members. Regular Members consists of Regimental Members, Honorary Members, and Associate Members. The dues for these members are provided in paragraph 2.A.

2. Life Members. Any Regular member can purchase a life membership to preclude the necessity of paying annual dues. Life memberships may also be bestowed, with Board approval, on Regimental Members who have rendered some significant service to the Association. The dues for Life Memberships are adjusted to different levels according to the Member’s age. The levels of payment are as follows:

a. Ages 18-29 $250.00

b. Ages 30-59 $350.00

c. Ages 60-74 $300.00

d. Ages 75-100 $150.00

3. Wounded Ranger Life Membership Program. The Association’s Wounded Ranger Life Membership Program is a fundraising effort to purchase Life Memberships for Soldiers or former Soldiers of the 16th Infantry Regiment who have been critically wounded in combat. Life Memberships will be provided to critically wounded Rangers (about 2 per year or more per year depending on available funds). The program’s provisions and administration is provided below.

a. Funds. Funds for this program will be raised from two sources: fundraising efforts and sponsors. Sponsors may be individual or corporate. Fundraising will generally be accomplished through solicitation among the Regular and Life Members through the website, the Dagwood Dispatches and occasions of opportunity such as the Regimental Reunion. Individual sponsors or business sponsors may also donate money to support the program. Excess annual funds from the Wounded Ranger Fund may be used to support this effort.

b. The Association may, on occasion, vote to provide a Life Membership out of the General Fund. Veterans from earlier conflicts that meet the "critically wounded" criteria can be considered for this program.

c. Eligibility Criteria. The candidates for the Wounded Ranger Life Membership Program must meet certain criteria. Evidence of such medical conditions must be produced upon request to verify that the memberships will be provided to those they are intended. The Governing Board will review all applications for Wounded Ranger Life Memberships on a case by case basis. The criteria are provided below.

i. Traumatic Brain Injury. ii. Loss of at least one limb which includes an entire hand or foot.

iii. Loss of an eye or complete loss of hearing.

iv. Wounds that require medical discharge from the Army and the nature of which precludes the individual from functioning in a normal fashion such that it affects the ability to provide a livelihood above the poverty level (i.e. $25,000 per year).

4. Effective Term. This policy letter is in effect until 1 June 2020 unless superseded prior to that date.
