SUBJECT: Replacement of Motor Vehicle Documents for Tornado Victims

In response to the recent disaster, and the Governor’s Executive Order, the following procedures will be used to provide tornado victims with duplicate vehicle documents. No fees will be charged for any of these services.  Manual applications for duplicate titles (titles without liens) should be faxed to the Front Counter at (785) 296-2295.  Paperless titles (titles with liens) may be signed over directly to insurance companies by providing them with a copy of the current registration or verification, a TR-40 Power of Attorney and Odometer statement. Please refer to the January 13, 2003 memo on Paperless Title Procedures for Insurance Claims. Insurance companies that have questions may be provided a copy of the memo, or have them call me at (785) 296-2571.  TR/DL 302 Records Requests (verifications and histories) should be faxed to the same number.  On the application or fax cover sheet, please write or indicate “storm damage.”  If the customer needs their documents mailed to an address other than their address on the vehicle record, also write it on the fax cover sheet.  Obtain a phone contact number, if available.

The Titles and Registrations Bureau will process all applications in an expedited manner. Treasurers are encouraged to offer refunds on vehicle personal property tax for any motor vehicle that was destroyed, and the owner is not planning to replace before next month.
