Central Coast Baseball Team Managers Special Meeting, Friday, May 12, 2017 at Gino’s Pizza restaurant in SLO, 7:00 p.m.

Team managers present: Josh Hunt (Outlaws), Boz Barron (Angels), Marc Smith (Djaxx), Tony Camacho (Blacksox), & Steve Daugherty (Colt .45’s).

Absent: James Hixon (Hogs, & league pres.), Manny Barrera (Legends), & Rob Shipman (Nuts).

Why was this special team managers meeting called for by the team managers? To discuss ways of taking some of the administrative load off pres. Hixon to help the league run more smoothly, to discuss pres. Hixon’s proposed $500.00 deposit required of 18+ Summer League teams by May 15th in order to be included in the summer league game schedule, & to discuss other important issues.

Agenda: I. League game scheduling: Note: at the previous board meeting on 3/24/17 Tony Camacho volunteered to do the league game scheduling. The following motion formalizes league game scheduling by a board member.

Motion by Marc Smith (2nd by Josh Hunt) to have all league game scheduling done by a board member. Motion passed unanimously.

The 18+ team managers unanimously want to avoid having 3 games in one week as happens in August & September each year after the SLO Blues finish their summer season at the end of July and Sinsheimer becomes more available, even if it means scheduling fewer than 20 regular-season games per team for the 18+ Summer League teams. The team managers instructed Tony Camacho, who volunteered to the do the scheduling, to schedule fewer than 20 regular season games if necessary in order to have no more than two games per week per team: one weekend game and one weekday game. Tony mentioned he needs some information before he can begin the scheduling: 1) Available dates for Sinsheimer, which will dictate how many game dates will be needed at other fields, such as Alvord in Atascadero, etc. 2) The dates payment is due to the umpire association and to the City of SLO for field rental at Sinsheimer.

Tony will contact J. Hixon to obtain the information he needs to do the scheduling.

II. Proposed $500 deposit required by pres. Hixon by May 15th for 18+ Summer League teams:

Motion by Josh Hunt (2nd by Marc Smith) that teams must have all league fees submitted for their entire team roster (minimum 14 players on the roster) by the deadline set by the league or they will NOT be scheduled for league play. No deposit can be required of a team manager in advance of the deadline. Motion passed unanimously.

Information note: The above procedure is historically how our league has operated in the past, i.e., if a team didn’t pay it’s fees by the deadline, they didn’t play. The deadline set by the league for payment of league fees is dictated by the fee payment deadline set by the city of SLO’s Parks & Rec. Dept. for field rental, and the fee payment deadline of the umpire’s association.

III. Procedures to verify that the players on each team’s roster have each paid their league fees in full in accordance with league policy passed several years ago. That is, players must pay the full league fee regardless of when they are added to a team’s roster. No player is allowed to be added to a team’s roster, late in the season for example, and only pay a $10 per game fee. This policy was passed several years ago by the board to prevent teams from bringing in “stud” players on their team late in the season before the playoffs, but the league had no way of monitoring the situation to ensure compliance. A. Motion by Tony Camacho (2nd by Boz Barron) that ALL players or team managers (if the team manager collects league fees from his team’s players, then writes one check to the league) MUST pay by check (personal or bank check) or money order. Team managers MUST choose one or the other of these methods of payment (i.e., have ALL team members pay by individual check or money order, or the team manager collects the fees from individual team members, then submits the fees to the league with a single check or money order). Team managers must then submit their league fee payments to Marc Smith along with a team roster for record-keeping purposes. Marc Smith will record the payment records and team roster lists, which will then be posted on the league’s website for all team managers and players in the league to view. After recording the league payment records, Marc Smith will forward each team’s league fees payments (i.e., checks/money orders) to the league treasurer for deposit in the league’s bank account. Motion passed unanimously.

Note: Marc Smith could enlist his wife to help him with the above record keeping duties. His wife offered to perform this function on a more permanent basis (as opposed to a one-time thing for this summer season) for a small stipend. She did not state a dollar amount; rather, she said whatever the league determined this service was worth to the league would be acceptable to her. This will have to be discussed and voted on in a future meeting. Alternatively, Marc Smith knows a bookkeeper who was the bookkeeper for Paso Robles Rec. Sports & the City of Paso Robles who may be willing to help us out.

IV. Need to fill the league’s treasurer position on the board which has been vacant for five years since Jason Coy was unable to continue serving as treasurer, & Mike Kee who was elected treasurer after Jason Coy never attended a single board meeting, nor submitted a single financial report to the board.

1. Marc Smith said that Taylor Leiby, a player on his team who is well respected by all who know him, is willing to serve as the league’s treasurer IF a financial review of league finances for the past five years is completed to bring the league’s finances up to date. At the March 24, 2017, board meeting pres. Hixon stated that he has hired Tidwell Bookkeeping Service to do our league’s financial reports. Thus, the managers request that pres. Hixon give an immediate update to the board on the status of this financial review and the expected date of completion so that we can take advantage of Mr. Leiby’s offer to serve as the league’s treasurer.

V. Procedure for adding new teams to the league.

A motion by Boz Barron (2nd by Marc Smith) that all prospective new teams in the league must be approved by the board by submitting a roster list to the board for approval before they will be scheduled for league play to ensure the teams will have a sufficient number of players to be a viable team. Motion passed unanimously.

Meeting adjourned about 8:45 p.m.
