JOSEPH 13 E. HINES, JR., OF SPARTANBURG FOR HIS MANY YEARS 14 OF SERVICE TO HIS COMMUNITY AND THE STATE OF 15 SOUTH CAROLINA, UPON RETIRING FROM HIS CURRENT 16 POSITION AS DIRECTOR OF SPARTANBURG COUNTY 17 OFFICE OF VOTER REGISTRATION AND ELECTIONS ON 18 JUNE 16, 2003, AND TO WISH HIM MANY YEARS OF 19 CONTINUED HAPPINESS. 20 21 Whereas, it is with great pleasure that we recognize South 22 Carolinians for their commitments to improving their communities 23 and this State; and 24 25 Whereas, Mr. Joseph E. Hines, Jr., of Spartanburg was born on 26 July 29, 1935, to his loving parents, Joseph E. and Ethel Stuckey 27 Hines of Spartanburg, and was educated in Spartanburg city 28 schools, graduating from Spartanburg High School; and 29 30 Whereas, he attended the University of South Carolina, graduating 31 with a degree in Business Administration in 1957, and he later 32 attended the University of South Carolina School of Law, 33 graduating in 1962; and 34 35 Whereas, he was not only dedicated to his studies, but he was also 36 committed to protecting this State and nation and patriotically 37 joined the United States Army; and 38 39 Whereas, he was admitted to the South Carolina Bar in 1962 and 40 practiced law in Spartanburg until 1991; and 41

1 [4215] 1 1 Whereas, Mr. Hines was a prominent attorney in the community 2 and his reputation and hard work led to his appointment to the 3 Spartanburg County Election Commission in 1968, where he 4 served as the chairman of the commission from 1971 until 1991, 5 ensuring accuracy and excellence for the voters of the county; and 6 7 Whereas, in 1991, Mr. Hines accepted the position as the Director 8 of Voter Registration and Elections and has been a caring and 9 successful leader, ably directing his staff and conducting well-run 10 elections; and 11 12 Whereas, as director, his responsibilities included organizing 88 13 precincts and almost 150,000 registered voters, attending 14 Spartanburg County Council meetings to solicit additional funding 15 for the election process, and assisting municipalities around 16 Spartanburg with elections and voter registration; and 17 18 Whereas, under his direction, the Spartanburg County Office of 19 Voter Registration and Elections was named the 1999-2000 20 Outstanding Office of the Year in South Carolina; and 21 22 Whereas, on June 16, 2003, Mr. Joseph E. Hines, Jr., will retire as 23 Director of Spartanburg County Voter Registration and Elections 24 with the respect of all of the people who have had the pleasure of 25 working with him during his career in public service; and 26 27 Whereas, upon retirement, Mr. Hines will enjoy spending time 28 with his wife, Helen Thackston Hines, and their children Joseph E. 29 Hines III and John M. Hines. Now, therefore, 30 31 Be it resolved by the House of Representatives, the Senate 32 concurring: 33 34 That the members of the General Assembly express their sincere 35 gratitude to Mr. Joseph E. Hines, Jr., of Spartanburg for his many 36 years of service to his community and the State of South Carolina, 37 upon retiring from his current position as Director of Spartanburg 38 County Voter Registration and Elections on June 16, 2003, and 39 wish him many years of continued happiness. 40 41 Be it further resolved that a copy of this resolution be forwarded to 42 Mr. Joseph E. Hines, Jr., of Spartanburg. 43 ----XX----
