[4194-2] 1 2 3 4 5 6 7 8 9 A CONCURRENT RESOLUTION 10 11 TO REQUEST THAT THE DEPARTMENT OF CORRECTIONS 12 NAME THE INMATE CEMETERY LOCATED ON ITS 13 BROAD RIVER ROAD PROPERTY IN RICHLAND COUNTY 14 “PAUL ISAIAH WELDON CEMETERY”. 15 16 Whereas, Mr. Paul Isaiah Weldon was born in the Town of 17 Winnsboro in 1933; and 18 19 Whereas, he received both his Bachelor of Science degree in 20 Social Studies in 1959 and his Master of Science degree in Clinical 21 Psychology in 1966 from Fort Hays State University in Fort Hays, 22 Kansas; and 23 24 Whereas, from 1959 to 1962 he served as an instructor at Lake 25 View High School in Lexington. From 1962 to 1969, Mr. Weldon 26 was employed as a Clinical Psychologist at CraftsFarrow State 27 Hospital in Richland County. He was the Assistant Director of the 28 Reception and Evaluation Center for the Department of Juvenile 29 Justice from 1970 to 1974; and 30 31 Whereas, in 1974 Department of Corrections Commissioner 32 William D. Leeke appointed Mr. Weldon as the department’s 33 Deputy Commissioner for Program Services. As Deputy 34 Commissioner, Paul Isaiah Weldon’s goal was to “make the prison 35 system a more humane environment for both inmates and staff”. 36 He served in this capacity until his retirement in 1990; and 37 38 Whereas, one of his many accomplishments during his tenure at 39 the Department of Corrections was to establish an inmate cemetery 40 on the department’s property located on Broad River Road in 41 Richland County; and 42
[4194] 3 1 Whereas, throughout his career as a public servant, Mr. Weldon 2 received numerous awards and recognitions which included the 3 Order of the Palmetto which was presented to him by Governor 4 Carroll Campbell in 1990; and 5 6 Whereas, it would be fitting and proper to name the inmate 7 cemetery that was established during his career with the 8 Department of Corrections in his honor. Now, therefore, 9 10 Be it resolved by the House of Representatives, the Senate 11 concurring: 12 13 That the members of the General Assembly request that the 14 Department of Corrections name the inmate cemetery located on 15 its Broad River Road property in Richland County “Paul Isaiah 16 Weldon Cemetery”. 17 18 Be it further resolved that a copy of this resolution be forwarded to 19 the Department of Corrections. 20 XX 21
