1. Job Purpose Manage the maintenance, development and continuous improvement of the Environmental Health, Ranger & Waste Services team and the functions/services it provides.

Lead/manage, support, coach, mentor and train the team to perform in their roles and achieve their goals.

Manage the operational functions and legislative responsibility of the City to deliver excellence in environmental health, ranger and waste services to the community.

The position will ensure a transparent and consistent approach to the application of relevant Acts and Regulations, Local Laws, Council Policy and Procedures. This will be achieved through community education, a strategic approach and effective application of relevant legislation.

The position manages projects, plans and committees related to the function area and will foster and maintain effective relationships with relevant industry stakeholders. The position will also provide internal advice and respond to external matters in relation to the function area.

2. Organisational Context The position of Manager Health, Ranger & Waste Services is part of the Health, Ranger & Waste Branch within the Development & Regulatory Services Department. In total, three (3) branches report to the Development & Regulatory Services Director. Other branches include Urban & Regional Development and Economic, Land & Property Development.

3. Key Accountabilities  Accountable for the mitigation and responsible management of risks.

 Accountable for the resource management needs of the team, e.g. technology, budget, people, plant and equipment etc

Page 2 of 6  Accountable for managing the team’s functions, practices and services. Director accountable for strategic changes.

 Manage local Environmental Health Programs that recognise and adopt priority actions in the National Environmental Health Strategy including the Indigenous Environmental Health Worker program.

 Establish and review programs, policies and procedures for implementing environmental health, ranger, waste and recycling and bush fire mitigation strategies.

 Facilitate internal and external opportunities for environmental health auditing and training.

 Lead staff to enable compliance of relevant Acts, Regulations and Local Laws pertinent to the activities of the Health, Ranger & Waste Team.

 Ensure the City of Greater Geraldton has a comprehensive approach to crime prevention, inclusive of grant submissions, CCTV and other activities with relative stakeholders.

 Manage the Environmental Health, Waste & Ranger functions and teams of Environmental Health, Parking & Local Laws, Animal Control, Compliance, Fire Control and Waste.

 Responsible for managing and enhancing the Meru Regional Waste Facility & Mullewa Transfer Facility working with statutory obligations, license conditions and City contractors.

 To provide an innovative quality waste management and recycling service for the City by ensuring that each facet of the service including waste collection, waste recycling and waste disposal is integrated (and managed) in a sustainable manner

 Manage the waste collection contractor, ensuring all waste, street litter bin collection and kerbside recycling collections are provided in accordance with the requirements of the City, the expectations of the consumer and compliance with all relevant legislation.

 OH&S – Ensure duty of care compliant with OH&S legislation and follow all safety and injury management processes appropriately, including reporting injuries, accidents and near misses.

 Records Management - Ensures all documents are recorded in accordance with the City’s Record Keeping Plan and policies and procedures. Ensures confidentiality is maintained at all times.

 Budgets – Manage the operational budget to ensure that expenses are controlled and monitored accurately. Report on budgetary deviations and develop strategies to enable forward planning as required.

5. Person Specification All criteria essential unless otherwise stated.

Qualifications, Certificates and Licences

 Bachelor Degree in Environmental Health or recognised equivalent that meets Health Department of W.A. requirements.

Page 4 of 6  Diploma of Public Safety and/or qualifications in Municipal Law and Crime Prevention (highly desirable).

 Attained or working towards an Advanced Diploma in Business Management or recognised equivalent.  Possession of a current C Class drivers licence

 Tertiary/Post Graduate Qualifications in Management or Leadership (desirable)

 Relevant Tertiary Qualifications and/or substantial experience in Sustainable Development, Environmental Science, Engineering or Management (desirable).

Experience

 Extensive environmental health experience in a senior role with competence in Waste and Landfill Management and/or Waste Collection and Recycling Services. Community Law & Safety operations experience including Management of a large and diverse team (Rangers, Parking, Fire Control, Local Laws etc).

 Extensive experience and skills in project and contract management.(desirable)

 Experience in fostering and maintaining relative industry stakeholder relations.

 Extensive experience in providing a high level of customer service, managing complaints and dealing with difficult customers.

 Experience in planning and scheduling of work programs, and financial management.

Knowledge

 Environmental Health focus

 Comprehensive knowledge in the application and interpretation of legislation including environmental health, bush fire prevention, local laws and waste management principles and practices.

 High level of knowledge in relation to Local Government activities

 High level of knowledge of industry trends relative to this function area.

 Detailed knowledge of EEO and Safety principles.

Skills

 Proven ability to lead a cohesive, efficient and effective team in an organisational change environment.

 Ability to lead teams in difficult situations (such as emergencies or adverse public meetings)

 Meticulous budget and contract management skills.

 High level of interpersonal, research and report writing skills to provide progress reports and recommendations.
