Clemmons 10 Document Path: l:\council\bills\pt\2583sj05.doc 11 12 Introduced in the House on April 27, 2005 13 Adopted by the House on April 27, 2005 14 15 Summary: Sergeant Frank Matthew Hart 16 17 18 HISTORY OF LEGISLATIVE ACTIONS 19 20 Date Body Action Description with journal page number 21 4/27/2005 House Introduced and adopted HJ-65 22 23 24 VERSIONS OF THIS BILL 25 26 4/27/2005 27 1 2 3 4 5 6 7 8 9 A HOUSE RESOLUTION 10 11 TO RECOGNIZE AND CONGRATULATE SERGEANT 12 FRANK MATTHEW HART UPON BEING NAMED ROTARY 13 CLUB OF MYRTLE BEACH OFFICER JOE McGARRY 14 MEMORIAL POLICE OFFICER OF THE YEAR FOR 2004, 15 AND TO COMMEND HIM FOR HIS OUTSTANDING 16 SERVICE AS A LAW ENFORCEMENT OFFICER AND AN 17 ASSET TO HIS COMMUNITY AND STATE. 18 19 Whereas, the members of the House of Representatives are pleased 20 to learn that Sergeant Frank Matthew Hart has been named Rotary 21 Club of Myrtle Beach Officer Joe McGarry Memorial Police 22 Officer of the Year for 2004; and 23 24 Whereas, the award recognizes the outstanding performance of a 25 police officer, honoring the memory of the courage and dedication 26 of the late Officer Joe McGarry who was killed in the line of duty 27 December 29, 2002; and 28 29 Whereas, Frank Matthew Hart was born in Charleston to Frank 30 Hart, Sr., and the late Betty Stevens Hart, and he has been married 31 to Dianne Hart for eighteen years; and 32 33 Whereas, Sergeant Hart began his career in 1981, as a Student 34 Security Officer under the direction of the University of South 35 Carolina Police Department and was quickly appointed to 36 Supervisor, a position he held while attending school part time; 37 and 38 39 Whereas, upon completion of his training as a Reserve Police 40 Officer in 1985, Sergeant Hart began working in a full-time 41 position with the department in Columbia, and two years later, he 42 finished his training at the South Carolina Criminal Justice

1 [3998] 1 1 Academy and was transferred to the University of South Carolina, 2 Coastal Carolina Campus in Conway. He continued his 3 undergraduate education and participated in several campus 4 activities, holding leadership positions in the Concert Choir and 5 the National Music Educators Conference; and 6 7 Whereas, Sergeant Hart has worked in several divisions within the 8 Myrtle Beach Police Department including Patrol, Waterfront, 9 Traffic, Special Operations, Crime Scene, Investigations, 10 Community Policing, Street Crimes Unit, and Administrative, the 11 division to which he was transferred in 2004, when he was 12 promoted to the rank of Sergeant; and 13 14 Whereas, a member of the Honor Guard Unit and an accredited 15 police instructor in eight areas of law enforcement, Sergeant Hart 16 teaches regularly at the South Carolina Criminal Justice Academy 17 and the Myrtle Beach Police departmental in-service training and 18 has lectured at several local colleges and schools; and 19 20 Whereas, it is obvious that Frank Hart has a genuine love for his 21 career, and is dedicated to making Myrtle Beach a safe and secure 22 community; and 23 24 Whereas, the members of the House of Representatives would like 25 to publicly recognize and commend this outstanding officer upon 26 his receipt of this truly deserved award. Now, therefore, 27 28 Be it resolved by the House of Representatives: 29 30 That the members of the House of Representatives of the State of 31 South Carolina, by this resolution, recognize and congratulate 32 Sergeant Frank Matthew Hart upon being named Rotary Club of 33 Myrtle Beach Officer Joe McGarry Memorial Police Officer of the 34 Year for 2004, and commend him for his outstanding service as a 35 law enforcement officer and an asset to his community and State. 36 37 Be it further resolved that a copy of this resolution be presented to 38 Sergeant Frank Matthew Hart. 39 ----XX---- 40
