BW218/RF/14 PROFESSIONAL SERVICES: DESIGN, TENDER AND CONSTRUCTION OF TABALI- OK PIPELINE

Bloem Water is a schedule 3 B Public Business Enterprises (PFMA, Act 1 of 1999), which has been established in terms of the Water Services Act (Act 108 of 1997).

Bloem Water accordingly invites suitably qualified and experienced Service Providers to submit proposals to Bloem Water for the following:

Scope of Services

This appointment requires the provision of Professional Services to conduct the following:

 Feasibility Study to include accurate costing and Bill of Quantities;

 Preliminary Design drawings for approval (10 km, 600mm PVC line equipped with all relevant air valves, isolating valves, scour valves, control valves, flow meter strainer, take offs and valve chambers);  Conduct Geotechnical Survey;

 EIA and WULA Processes;

 Way Leave Applications;

 Servitude Registrations;

 Detailed Design;

 Tender Documentation;

 Technical evaluation of Tender; and

 The supervision of the construction of 600 mm pipeline.

Tender documentation with complete details are available from Monday, 11 April 2016 on request and upon payment of a non-refundable tender deposit of R500,00, payment must be made to Ms Delphine Campbell at the Bloem Water Finance Department. Completed tender documentation must be addressed as below and deposited before 12:00 on Friday, 22 April 2015 at the Tender Box situated at the Bloem Water Reception Area for:

Each bidder must submit an envelope clearly marked Tender No.BW218/RF/14 – Design, tender, construction and construction of Tabali-OK 10KM Pipeline with the bidders name and address. Bloem Water promotes Broad Black Economic Empowerment. The name of the firm submitting the tender shall be clearly shown on all correspondence. An appointment will be made in terms of the approved Supply Chain Management Policy of the Board of Bloem Water.

No tenders transmitted by fax or e-mail will be accepted.

A Compulsory Briefing Session will be held on 13 April 2016 at 11:00am in the Bloem Water, Rustfontein Water Treatment Works.

Tender documentation which is incomplete, filled in incorrectly, or which is received after the close of the tender, will not be considered.

Service Providers who meet the specified quality criteria will be further evaluated in line with the Preferential Procurement Policy Framework Act (PPPFA) principle of 80/20 for tenders below R1 000 000 and 90/10 for tenders above R1 000 000.

Should you not receive any feedback from Bloem Water after 4 weeks of submission, consider your tender unsuccessful.
