ITEM: COUNCIL FOR THE ACCREDITATION OF EDUCATOR PREPARATION (CAEP) STATE PARTNERSHIP UPDATE
ACTION: ACTION ITEM
RECOMMENDATION: The Program Approval Committee recommends adoption of the following resolutions:
RESOLVED that, Oregon will participate as an early pilot state involved in the development of the new CAEP partnership agreements.
RESOLVED FURTHER that, the Director of Program Approval will provide updates to the Commission at each meeting as this pilot project progresses. All proposed final state agreements will be presented to the Commission for consideration for adoption at the appropriate time.
INFORMATION: National accreditation for educator preparation is in transition. The two major accrediting organizations, the National Council for Accreditation of Teacher Education (NCATE) and the Teacher Education Accreditation Council (TEAC), are in the process of merging into one organization, forming the Council for the Accreditation of Educator Preparation (CAEP).
Each of the organizations had procedures for institutions and partnership agreements with participating states that governed the accreditation process. The existing partnership agreements become obsolete as the merger of the two organizations progresses. CAEP has been developing a new state partnership agreement and has been piloting the agreement with several states. Ohio and Missouri were the first two states in the pilot process. Oregon volunteered to also be one of the early pilot states.
TSPC had a conference with Mark Lacelle-Peterson, Melanie Biermann and Shari Francis (the CAEP State Relations Team) on July 3, 2012. A draft of the CAEP Partnership Agreement options, conditions and expectations was provided to guide the discussion. [See, attached Agenda Item 3.12a.] The agreement will be more like a MOU hoping to have a better defined roles and responsibilities in the partnership visitation process.
Several key concepts are emerging from the discussion with states in the pilot project. One is a strong belief that involvement by licensed practitioners in site visits should be considered as professional development for licensure renewal purposes. The new agreements will include a
Data Classification: Level 1 – Published 3.12 proviso from the state agreeing to allow site visit time spent as high quality professional development. This should provide an incentive for more licensed educators to participate in state and national visits.
The deliverables tentatively agreed upon in the discussion with the CAEP State Relations Team and TSPC were:
1. CAEP State Relations Team will provide a draft framework state partnership agreement to Oregon within the next two months. 2. TSPC will engage key professional stakeholders in a discussion of the state partnership agreement. 3. The TSPC will recommend a State of Oregon partnership agreement based on the draft framework provided by CAEP following the November Commission meeting. 4. TSPC and CAEP will finalize a state partnership agreement for consideration by both governing bodies following the first of the year.
