Regular Meeting Minutes March 15, 2016
President Anthony Alford called to order the Regular Meeting of the Terrebonne Levee and Conservation District at the TLCD office located at 220 Clendenning Road, Houma, Louisiana, 6:00 o’clock P.M. on March 15, 2016.
Angela Rains led the opening prayer, and Commissioner Henry led the Pledge of Allegiance to the American Flag.
Upon roll call by Ms. Rains, Commissioners recorded as present were: Alford, Daisy, Chauvin, Ledet, Henry, Shaffer and Moore. Commissioner Pinkston is recorded as absent.
President Alford recognized Councilmen Al Marmande and Darrin Guidry as present in the meeting.
Under Public Comments, Dustin Malbrough addressed the board providing information on GIS Engineering. Councilman Darrin Guidry addressed the board regarding ongoing work on the Western end of the Parish.
Under disposition of minutes: Motion by Ledet, seconded by Chauvin, to accept and ratify the minutes of the Regular Meeting dated February 16, 2016. Motion passed.
Motion by Henry, seconded by Shaffer, to accept and ratify the minutes of the Finance Meeting dated March 7, 2016. The motion passed.
Motion by Daisy, seconded by Shaffer, to accept and ratify the minutes of the Planning & Projects Committee Meeting held on March 7, 2016. Motion passed.
There was a motion by Chauvin, seconded by Moore, to approve the additional warrant listing for payment, as presented.
Under Management’s Report, there was nothing to report.
Under Executive Director's Report, Mr. Dupre asked the board to pass Resolution 16-008, adopting the revised 2016 meeting date schedule. Regular meetings would be held on the first and third Wednesday of each month at 6:00 p.m., along with quarterly budget meetings. Motion: Moore, Seconded: Chauvin. The motion passed.
Program Manager Mitch Marmande asked the board to consider cancelling the dry docking, sandblasting and painting of the Bayou Black/Gibson barge, and reschedule for next year. Motion: Shaffer, Seconded: Henry. The motion passed.
Mr. Dupre asked the board to consider cancelling the dry docking, sandblasting and painting of the old Parish spud barge, subject to Legal review. Motion: Moore, Seconded: Shaffer. The motion passed. Regular Meeting March 15, 2016 Page Two
Mr. Dupre asked the board to consider authorizing the Act of Donation/Exchange of the old Parish spud barge to Benny Cenac, owner of Main Iron Works, and be replaced with a new deck barge using the old spud equipment, to be built by Main Iron Works, and then donated to TLCD. Motion: Moore, Seconded: Chauvin. The motion passed.
Mr. Dupre asked the board to pass Resolution No. 16-007 in support of issuing a Notice of Award to the lowest responsible and responsive bidder, for the structural upgrades to the HNC “Bubba Dove” Floodgate, subject to review by Legal and Program Manager. Bids were received today, and need to be fully evaluated before a final determination is made. Motion: Daisy, Seconded: Henry. The motion passed.
Mr. Dupre asked the board to approve the recommendation of award by T. Baker Smith, LLC, of the bid for the Reach E Water Control Structures Project to Lemoine Company, LLC, in the amount of $7,632,058.36. Motion: Chauvin, Seconded: Ledet. The motion passed.
Under Engineering Reports, Mitch Marmande gave a slide presentation on work underway in the Bayou Black area.
Mr. Marmande asked the board to approve Providence/GSE’s Engineering Amendment No. 11 for the Reach H-1 and G-2 Projects, subject to review by Program Manager and Legal, and subject to negotiation. Motion: Ledet, Seconded: Moore. The motion passed.
Under President’s Report, there was nothing to discuss.
There being no further business to come before the Board, it was moved by Commissioner Henry, seconded by Commissioner Moore, motion carried, to adjourn the March 15, 2016 Regular Meeting of the Terrebonne Levee and Conservation District at 6:50 o’clock P.M.
