MINUTES of Meeting of Henllanfallteg Community Council held on 24 September 2020 at Canolfan Hywel Dda, at 7pm abiding by social distancing measures

4. Correspondence received a. Graham Thompson email - a new group formed to try and draw attention to the disused railway line which runs along parts of the Teifi Valley. CCC Martin Murry - ROW Footpaths – latest update – Noted – c/f - Only a very small number of paths were officially closed because of the Pandemic and they were closed by agreement with the landowners and our Access Officers. These paths had/have closure notices put up at each end so the public were/are made aware of the temporary closure. Footpath 10/1 10/3/1, 4/1 are legal issues. All other paths (Rights of Way) are open to the public.

The Rangers were furloughed for about 10 weeks or so, until safe working procedures could be established for the them - they are now back in work but attending to either the higher priority work and/or health and safety issues plus other work within the scope of the Corvid 19 restrictions. e. CCC - Support to improve broadband connectivity – update DSA – Proposed community scheme for • Henllan Amgoed (as far as Glascoed), Hiraeth and Rhyderwrach • Llanfallteg village mainly on Clunderwen exchange and outside HCC’s area of control • The more people interested in designated area the more possibility BT Open Reach may do something about it • Business has to be housed in a separate building

PL/00132 – Erection of workshop outbuilding (private use) Primrose cottage, Cwmfelin Boeth SA34 0RS – for info – Actioned 14/08/20 – “viewed on line by all HCC Councillors - no objections were made to the application” b. PL/00145 - Proposed Dormer Bungalow. - Land adjacent to Cartref, Llanfallteg, Whitland, SA34 0UN • Land is opposite public house and access to the pub car park already restricted plus the additional houses down the pub car park entrance will cause additional congestion at an area struggling to cope with the traffic levels, pedestrians and cars leaving the pub all converging in the same area. Additional car parking utilises the area in front of the existing property and the infrastructure already struggles • Car parking spaces on the same side of road as applicant would be compromised • Road network is quite narrow and cars and large tractors struggle to pass through the area, especially when vehicles are parked precari- ously on the opposite side of road outside the pub and houses. • The current access to the single property has a wide visibility splay and the plans cannot accommodate additional traffic volumes, an- other property will at least double the traffic requirement in this area. • Safety, access and infrastructure problems will place the current prop- erty at a worse access position hence pub car park and residents will suffer, pedestrian safety compromised and through traffic be subject to additional risks. • Continuing problems with soakaways and drainage in the village could impact the property • One Councillor abstained in light of evidence and three do not support the application. c. PL/00163 - Two storey side extension to an existing dwelling with balcony and covered terrace. New roof with raised eaves and additional roof lights to the existing dwelling including the removal of one chimney and minor amendments - Gwenfro, Henllan Amgoed, Whitland, SA34 0SG – no objections/comments made d. 7. Ash die-back – Update – JM – • No funding available – need to find a market to help pay for it • JM has found a small-scale market for charcoal • Bulk could be sent to biomas – big piles to be collected – but nothing is happening • HCC will continue looking into it

9. Local Planning Development Plan – HCC’s clarity of planning policy and procedure for consultation of planning applications – HCC will need to build a stable community, agree on structure and ask the publics’ opinion – c/f to a later date

10. Review, update and adopt Risk Assessment – c/f March 2021

• Surplus funds at end of the year are ploughed back into precept – To be amended • Review Insurance policy March 2021 and discuss amounts insured for public liability and fidelity guarantee • Maintenance – reduced assets – no longer applies since 2011 – Each asset owned by HCC recorded on registration at its original purchase price, if price not known HCC should take appropriate advice, establish a current value and this value will act as a proxy for original price and remain unchanged until its disposal. Change wording • CCC street lights – awaiting new contract • Members interest – Also displayed on community website

574 11. County Councillors report • Town and Community Council Wales – from 2023 all Clerks should have a CILCA certificate. Training mandatory. No dual role for County Councillors • New number sequence for planning applications – area west is PL/ So that the Welsh government can audit how fast they are being processed • Joint Community project – Standards committee should be contacted to get dispensation to talk on topic • Whitland Town Clerk is leaving – locum Clerk to cover for six weeks

12. Matters for discussion • Update on Henllan Farm W/ENF/08584 - plans for the super dairy local road improvement schemes have been passed last week with zero consideration to the local concerns – c/f Nov meeting • Covid 19 second wave – how to support the vunerable in the community – c/f Nov mtg
