Fifteen years ago, the Australian people turned down the Menzies Govt's bid to shackle democracy. gE PT E M B E R . 22 is the 15th Anniversary of the defeat of the Menzies Government’s attempt, by referendum, to obtain power to suppress the Communist Party. Suppression of communism is a long-standing plank in the platform of the Liberal Party. The election of the Menzies Government in December 1949 coincided with America’s stepping-up of the “Cold War”. the Communist Party an unlawful association, to dissolve it, Chairmanship of Senator Joseph McCarthy, was engaged in an orgy of red-baiting, blackmail and intimidation. This was the situation when Menzies, soon after taking office, visited the United States to negotiate a big dollar loan. On his return from America, Menzies dramatically proclaimed that Australia had to prepare for war “within three years”. T o forestall resistance to the burdens and dangers involved in this, and behead the people’s movement of militant leadership, Menzies, in April 1950, introduced a Communist Party Dis solution Bill in the Federal Parliament. T h e Bill commenced with a series o f recitals accusing the Communist Party of advocating seizure of power by a minority through violence, intimidation and fraudulent practices, of being engaged in espionage activities, of promoting strikes for pur poses of sabotage and the like. Had there been one atom of truth in these charges, the Government possessed ample powers under the Commonwealth Crimes Act to launch an action against the Communist Party. -

Michael Kirby AC CMG AIATSIS WENTWORTH LECTURE 2010 FIRST AUSTRALIANS, LAW AND THE HIGH COURT OF AUSTRALIA The Hon Michael Kirby AC CMG INTRODUCTION AND OUTLINE Professor Mick Dodson, Russell Taylor, Principal of the Institute, Professor Barry Dexter and members of the Wentworth Family, Georgina and Mara, who are here today. Just as Bill Wentworth was always here when his health held out to be present at the presentation of his lecture and to offer a few well-chosen critical comments on the lecturer: something which I expect that Georgina and Mara will stand up at the end of these words and offer to me. I, like those who have gone before, offer my respects to the traditional custodians of the land. A genuine respect. A respect such as we hear given in New Zealand and not perfunctory. A moment of reflection upon the wrongs that have been done to the indigenous people of our continental land. And a reminder of our obligation, our citizens, to ensure that wrongs are repaired, not just with words, but with actions. My remarks today, like Caesar‟s Gaul, will be divided into three parts. The first part will be a tribute to Bill Wentworth because I do not think you should come along to give a named lecture and just ignore the person in whose name the lecture is given. You‟d be amazed at how many people do that, but the whole point of the lecture is for us to remember, and take inspiration from, the life of Bill Wentworth and the lives of similar spirits. -

Dropped from Malcolm Fraser's Liberal Party ministry in December 1975, he turned this career blow into an opportunity to fight for the causes in which he believed. The result of Chipp's personal and political upheaval was the creation of a third force in Australian politics, the Australian Democrats.[1] Donald Leslie Chipp was born in Melbourne on 21 August 1925, the first child of Leslie Travancore Chipp and his wife Jessie Sarah, née McLeod. Don's father Les was a fitter and turner who later became a foreman. With Les in regular employment during the 1930s, the Chipp family was cushioned from some of the harsher aspects of the Depression years. However, the economic downturn must have had some impact, because Don remembered his father saying to his four boys that 'When you all grow up, I want you to be wearing white collars. White collars, that's what you should aim at'. Chipp matriculated from Northcote High School at the age of fifteen, then worked as a clerk for the State Electricity Commission (SEC). He also began studying part-time for a Bachelor of Commerce at the University of Melbourne. In 1943, at age eighteen, he joined the Royal Australian Air Force, and spent much of the last two years of the Second World War undergoing pilot training within Australia. Discharged as a Leading Aircraftman in September 1945, Chipp took advantage of the Commonwealth Reconstruction Training Scheme which provided ex-service personnel with subsidised tuition and living allowances. -

Anne-Maree Tiernan BA (Australian National University) BComm (Hons) (Griffith University) Department of Politics and Public Policy, Griffith University Submitted in fulfilment of the requirements of the degree of Doctor of Philosophy November 2004 Abstract This thesis traces the development of the ministerial staffing system in Australian Commonwealth government from 1972 to the present. It explores four aspects of its contemporary operations that are potentially problematic. These are: the accountability of ministerial staff, their conduct and behaviour, the adequacy of current arrangements for managing and controlling the staff, and their fit within a Westminster-style political system. In the thirty years since its formal introduction by the Whitlam government, the ministerial staffing system has evolved to become a powerful new political institution within the Australian core executive. Its growing importance is reflected in the significant growth in ministerial staff numbers, in their increasing seniority and status, and in the progressive expansion of their role and influence. There is now broad acceptance that ministerial staff play necessary and legitimate roles, assisting overloaded ministers to cope with the unrelenting demands of their jobs. However, recent controversies involving ministerial staff indicate that concerns persist about their accountability, about their role and conduct, and about their impact on the system of advice and support to ministers and prime ministers. -

Chapter Two The Australian Performing Group and Its Legacy, 1968–2008 In 1970, a group of actors, writers and directors formed the Australian Performing Group (APG) in a disused pram factory building in inner- city Melbourne. Where the original site of theatrical activity in sixties Melbourne was the tiny La Mama Café,1 the formation of the APG signified an expanded vision of theatre that would produce large-scale, group-devised performance, new drama, political cabarets and reviews, outdoor agit-prop and small, experimental pieces. The Pram Factory was also a multi-purpose workshop space and venue for outside drama groups, concerts, rock bands and art and craft markets. Later, the APG evolved into a structure that commissioned new plays by emerging playwrights and performance practitioners from around the country. These aspects of the APG identify it as a local instance of both the “daring and extravagance” and internationalism of the vision prevalent in the sixties and a manifestation of the radical combination of theatrical innovation and left-wing politics. In keeping with leftist style, the APG produced manifestos, proposals and multiple position statements that were debated, passed or voted down in committees and general meetings (www.pramfactory.com). An “alternative”, anti- authoritarian and anti-hierarchical ethos was enshrined in processes of collective decision-making on creative and administrative matters and the sharing of responsibilities among members (Milne 2004: 132). The collective was subsidised throughout its life by the newly established Australia Council for the Arts that provided a small income for its members (Brisbane 2005: 131). This chapter situates the formation and activities of the APG within the period of the sixties and the wider historical and cultural sphere in which it evolved. -

New name but same game for Aboriginal body Jack Waterford looks at progress made by the department set up for blacks, and challenges ahead for the new Commission. Canberra Times 2 March 1990 The Department of Aboriginal Affairs goes out of existence today, to be replaced on Monday by the Aboriginal and Torres Strait Islander Commission. Few departments have begun with such high aspirations, few have had such humiliating experiences in learning that real change is harder to achieve than to imagine. But, disappointments or not, the department deserves credit for most of the significant advances in Aboriginal affairs over the past 20 years. The department had its origin in the Council for Aboriginal Affairs, established by Harold Holt to advise him on matters Aboriginal in the wake of the 1967 referendum which gave the Commonwealth power to legislate in the area. The size of popular support for the referendum had staggered Mr Holt. The council consisted of Nugget Coombs, the late anthropologist Professor Bill Stanner and former (and future) diplomat Barrie Dexter, the latter heading a small office providing the council with support. Mr Holt's initiative reflected a wide spread feeling that the Commonwealth ought to be doing more in the field, but it would not be true to say that the Common wealth had not been playing a considerable role for years. It had, through the Department of the Interior and its management of Aborigines in the Northern Territory. The problem was that Interior was a Country Party fiefdom with strong assimilationist views. More modern integrationist models were bluntly rejected. -

William McMahon: the first Treasurer with an economics degree John Hawkins1 William McMahon was Australia’s first treasurer formally trained in economics. He brought extraordinary energy to the role. The economy performed strongly during McMahon’s tenure, although there are no major reforms to his name, and arguably pressures were allowed to build which led to the subsequent inflation of the 1970s. Never popular with his cabinet colleagues, McMahon’s public reputation was tarnished by his subsequent unsuccessful period as prime minister. Comparisons invariably place him as one of the weakest of the Australian prime ministers.3 Indeed, McMahon himself recalled it as ‘a time of total unpleasantness’.4 His reputation as treasurer is much better, being called ‘by common consent a remarkably good one’.5 The economy performed well during his tenure, but with the global economy strong and no major shocks, this was probably more good luck than good management.6 His 21 years and four months as a government minister, across a range of portfolios, was the third longest (and longest continuously serving) in Australian history.7 In his younger days he was something of a renaissance man; ‘a champion ballroom dancer, an amateur boxer and a good squash player — all of which require, like politics, being fast on his feet’.8 He suffered deafness until it was partly cured by some 2 ‘Portrait of William McMahon, Prime Minister of Australia from 1971-1972/Australian Information Service’, Bib ID: 2547524. -
