DISTRICT SUPERINTENDENT’S POSTED ORDER No. 925-18-08 PARKING RESTRICTIONS In accordance with the provisions of Section 4358 and 4355, of Title 14, California Code of Regulations , the Department may prohibit or restrict the parking or standing of vehicles on certain highways, paths or grounds, or portions thereof, of the State Park System, during all or certain hours of the day. Therefore the following prohibitions and/or restrictions shall apply to the Orange Coast District units of the State Park System: A. Vehicles parked or left standing in the Orange Coast District units of the State Park System, not in designated or authorized parking areas of spaces are in violation of Section 4358, California Code of Regulations. B. Vehicles parked or left standing in Orange Coast District units of the State Park System not within posted operating hours of the units, are in violation of Section 4358, California Code of Regulations. C. Vehicles left parked or standing on beaches, sidewalks, multi-use trails, campsites when expired or otherwise unregistered to that campsite, and in planters shall be viewed as abandoned in the Orange Coast District units of the State Park System. Vehicles viewed as abandoned will be towed per C.V.C. 22669(a). D. Unauthorized vehicles left parked or left standing in the Orange Coast District Office parking areas between the hours of 6pm and 6am, are in violation of Section 4358, California Code of Regulations. E. Vehicles in excess of 25 feet in length are prohibited in the South Day Use area of Doheny State Beach to preserve unimpeded two-way traffic lanes due to reduced parking area and beachfront due to significant coastal erosion. F. Vehicles in excess of 25 feet in length are prohibited in the Surf Beach parking area of San Onofre State Beach to preserve two-way traffic lanes due to reduced parking area and beachfront due to significant coastal erosion. B. Special Event Permits with indication of alcohol distribution, possession, or consumption may be permitted in limited designated areas and only when the permittee has demonstrated ability to regulate the distribution, possession or consumption of alcoholic beverages, in compliance with applicable laws and regulations.

DISTRICT SUPERINTENDENT'S POSTED ORDER No. 925-18-14 TRAIL USAGE The following lands and facilities within the park units of the Orange Coast District including all improved and unimproved multi-use trails, service trails (improved and unimproved fire and service roads typically greater than 8'), beach access ramps, fire roads, and approved multi-use nature trails as designated on the park's official map/brochure are restricted as follows:

A. Only human powered devices are permitted. Devices powered by battery, wind, engine, or other non-human propulsion means are prohibited, except those devices recognized by Department of Justice guidelines to include "Other Power-Driven Mobility Devices" (OPDMD) as defined in 35.104 of Title II of the Americans with Disabilities Act shall be permitted with the following mobility assessment factors restrictions: 1. Unless otherwise authorized, the use of OPDMD is restricted to people with mobility disabilities as defined in 35.104 of Title II of the Americans with Disabilities Act. All users of OPDMD's must provide credible assurance that the mobility device is required because of their disability. Credible assurance may be provided by showing a National Parks and Federal Recreation Lands Access Pass or proof of assignment of any State's valid disabled parking placard or card assigned to the person who will be using the OPDMD. If a person does not have a State-issued placard or card, employees must accept as a credible assurance a verbal representation that is not contradicted by observable fact , that the OPDMD is being used for a mobility disability. 2. Gas-powered mobility devices are not permitted in Orange Coast District park units. a. Gas-powered mobility devices include : any mobility device powered by a gas- fueled engine using natural gas, gasoline, diesel, synthetic or bio fuel or combination thereof , including all-terrain vehicles, carts (three or four wheels), off-road bikes (two or three wheels), motor scooters (two or three wheels), motorcycles (two or three wheels), tractors and vehicles (four wheels), or any other similar device. b. Justification: 35.137 Mobility Devices Assessment Factors (iii, iv, and v). The gas-powered engine devices are in direct conflict with the parks general plans for recreation and resource protection. The gas• powered engine presents a substantial risk of serious harm to the immediate environment as a fire hazard due to the fuel and heat of the engine. Such devices also create associated noise disturbances which generally exceed 70dB and can negatively impact the park visitor and native wildlife, and the byproducts of combustion pose a significant air quality risk. 3. Electric-powered OPDMD that do not exceed 36" inch maximum width, are permitted for use in the Orange Coast District on Paved Multi-use trails. a. Electric-powered mobility devices include: and mobility device powered by batteries, including multiple passenger carts (three or four wheels), electronic personal assistance mobility devices (EPAMDs such as the Segway PT), battery -powered bikes (two or three wheels) and single passenger scooters (three or four wheels). b. Justification: 35.137 Mobility Assessment Factors (i, ii, and iv) These trails are high capacity two-way traffic areas, where a width restriction allows for safe passing of OPDMDs, bicycles and pedestrians.

4. Electric-powered OPDMD that do not exceed 26" inch maximum width are permitted for use in the Orange Coast District on all unpaved Multi-use Service roads, and single track trails suitable for hiking, mountain biking or equestrian riding. a. Justification: 35.137 Mobility Assessment Factors ( i, ii, iv and v) Characteristics of devices exceeding the 26" width limit create a substantial risk of harm to the environment or natural resources and would require pedestrians and other authorized trail users to veer off trail potentially harming themselves and, or natural resources. 5. Electric-powered OPDMD are prohibited from use on unpaved single track, narrow gauge trails suitable for hikers only where there is steep terrain or topographic constraints that require no user impact to natural resources. a. Justification: 35.137 Mobility Assessment Factors (I, ii, iii, iv, v) Trail users are required to stay within authorized trail footprint to avoid potential damage to protected natural and, or cultural resources. B. In general, trail users should keep to the right to allow passage of other park visitors and, or patrol vehicles. C. The speed limit for all human propelled and OPDM devices is restricted to 5(five) miles per hour when in proximity of pedestrians or within 200 feet of a crosswalk, ramp, sidewalk, concession facility, or restroom or whenever visibility is such that the operator may not be able to avoid collision with another person or object. The maximum speed limit at all other times is 10 (ten) miles per hour. D. Bicycles, OPDM devices and horses, where permitted, must yield to pedestrians at all times. E. All trails are subject to periodic closure to protect natural, archaeological, and geologic park features and will be appropriately posted. F. All unpaved/unimproved Multi-use Trails, including single track trails, will be closed to use during measurable rainfall and for a period of not less than 24 hours afterward. G. Trail usage for both pedestrian, bicycles, equestrian and OPDM devices is restricted to developed fire roads and approved single-track trails as described in official park maps and trail brochures. H. Exceptions to this posted order are limited to public health and safety and emergency service vehicles in the performance of official duties or devices used by disabled persons in compliance with the guidelines defined above and applicable accessibility laws. I. No person, except state and local law enforcement officers, fire suppression agencies and employees of the department in the performance of their official duties or persons possessing written permission from the department may possess any tool or device capable of soil manipulation, soil or vegetation removal and/or clearing. In order to promote public health and safety and natural resource protection, and in accordance with Harbors and Navigation Code sections 655(a), 651(v) and Public Resources Code section 5003.05, the water area extending parallel from the mean high tide line seaward to 1,000 feet within the park units of the Orange Coast District are designated Special-Use Areas and are restricted to vessel usage as follows: A. No person shall operate, launch, beach, weigh anchor or cast off a vessel [as defined by H&N 651(aa)], in any park unit of the Orange Coast District within the Special-Use Area unless otherwise specified as follows: 1. San Onofre State Beach - In accordance with Section 4326 , Title 14, California Code of Regulations, the water area, extending from the high water mark water-ward 1,000 feet, along the entire length of beach known as San Onofre Surf Beach, from the northwest boundary of the Military Enlisted Men's Beach extending southeast to the "Dog Patch" surf break, is declared a prohibited area to all vessels (ref. Definition Harbors & Navigation Code Sec. 651 & 651.1), except law enforcement , lifeguard, research and commercial fishing vessels, while in the performance of their official duties. From the area known as the "Dog Patch" surf break extending to the southeast to the southern-most park boundary at Trail 6, launching or beaching of human powered paddle assisted vessels (kayaks, surf skis, wave skis, and stand-up paddleboards) shall be permitted. No other vessels may operate, launch or beach in this area. The boundary of the launching and beaching zone is defined from the water by signs indicating "O" and "K" visible from the ocean. If read as "OK", the reader is in the permitted area. If read as "KO", the reader is in the prohibited area. The launching and beaching of paddle-assisted vessels is subject to "blackball" closures as indicated by lifeguard tower flag and beach boundary marker designations. 2. Crystal Cove State Park- Human and otherwise powered vessels are permitted within the Special-Use Area of Crystal Cove State Park provided they are in compliance with the California Harbors and Navigation Code, and with the following restrictions: (a) From the park boundary at Abalone Point (El Moro Cove) to Muddy Creek, from the south end of the Historical District (Crystal _Cove) to the northern most end of Treasure Cove, launching of, and beaching of paddle assisted vessels (kayaks, surf skis, wave skis, and stand• up paddleboards) shall be permitted. No other vessels may launch or beach in this area. The boundary of the launch zone is subject to "blackball" closures as indicated by lifeguard tower flag and beach boundary marker designations. 3. Doheny State Beach- In accordance with Section 4326 , Title 14, California Code of Regulations, the water area, extending from the high water mark water-ward 1,000 feet, along the entire length of beach known as Doheny State Beach, from the northwest boundary of the park at North Creek, extending southeast to the park boundary at Capistrano County Beach, is declared a prohibited area to all vessels (ref. Definition Harbors & Navigation Code Sec. 651 & 651.1), except law enforcement, lifeguard, research and commercial fishing vessels , while in the performance of their official duties. From the area known as "Thor's Hammer" extending to the southeast to the southern- most park boundary at Capistrano County Beach, launching or beaching of human powered paddle assisted vessels (kayaks, surf skis, wave skis, and stand-up paddleboards) shall be permitted. No other vessels may operate, launch, or beach in this area. The launching and beaching of paddle-assisted vessels is subject to "blackball" closures as indicated by lifeguard tower flag and beach boundary marker designations. 4. San Clemente State Beach - The launching of, and beaching of paddle-assisted vessels (kayaks, surf skis, wave skis, and stand-up paddleboards) shall be permitted. No other vessels may launch or beach or operate in this area. The launching and beaching of paddle-assisted vessels is subject to "blackball" closures as indicated by lifeguard tower flag and beach boundary marker designations. 5. Huntington State Beach - The launching of, and beaching of paddle-assisted vessels (kayaks, surf skis, wave skis, and stand-up paddleboards) shall be permitted. No other vessels may launch or beach or operate in this area. The launching and beaching of paddle-assisted vessels is subject to "blackball" closures as indicated by lifeguard tower flag and beach boundary marker designations. 6. Bolsa Chica State Beach - The launching of, and beaching of paddle-assisted vessels (kayaks, surf skis, wave skis, and stand-up paddleboards) shall be permitted. Vessels actively engaged in legal sport fishing activities will be permitted within the Special-Use Area provided their presence does not immediately endanger life, limb and property of any person and are not deemed to be within the surf zone or within 200' of any bather as defined by H&N 651.1.

B. Law Enforcement, lifeguard, and/or vessels engaged in rescue operations , scientific research or commercial fishing are permitted within the Special-Use Area in the performance of their official duties.
