Yes While most drivers on the beach are sensible, we notice some who speed and drive over the dunes in front of houses, 23 destroying sand and vegetation . So far we haven’t seen anybody injured, but it certainly is a possibility. I think it would be good to keep vehicles off the beach if for nothing else, for environmental reasons..... I'm a full time automotive technician and I know how vehicles leak fluids. With one exception being residents with handicap parking Yes tdm permits as i know a few who are not able to walk the beaches, but still love to be on the beach to watch out beautiful 24 sunsets I think this is getting out of hand and we need to stop closing places up. It's been wonderful not having public access except for boat launching activities at the Cape. So much safer for Yes tdm everyone. I like having some access at Tierra del Mar because my husband is handicapped and it is the only way we 26 can get down to the beach. Thank you for allowing that this past month. As a hang and paraglider pilot I have been flying Cape Kiwanda for 30 years The parks even mention us on their websites. While I can hike my paraglider in it makes for a difficult day and hiking No tdm mcP my hang glider in is not an option. I do see the increase use at the beaches and it is a big issue. Perhaps hang gliding and paragliding could be grandfathered in to allow us to continue to fly this great site. Thanks for your consideration . 29 I lived in for decades and now live in Issaquah WA but still make trips to the coast for flying people come from accross the country to say they drove on the beach, second there are various local tow companies tdm mcP ck pct 30 No that relies on that revenue to supplement there business. I believe it is our right to be able to use our beaches we are already very limited to small parts of our beach that happen tdm mcP ck pct 31 No to be in our county to drive on and have a private camp fire and or picnic by our vehicles

If you shut these accesses down where are all the visitors to these beaches going to park. Along the road and anywhere they can find a spot big enough. They will block driveways, streets and business parking lots. This seems to come up every few years and it's usually because of the people that have houses along the beach. They think that should give No tdm mcP ck pct them a say over how the beach is used. They have no more rights then every other citizen of Oregon. I've been through the Tierra del Mar area when the beach was closed and the road was narrowed down to 1 way traffic, because they park out in the road when they can find a spot big enough on the shoulder. Many on these areas are still open for 34 horses and you can't park a horse trailer along the road in Tierra Del Mar. Vehicle beach access is becoming more rare across America. It is one of the things that makes Pacific City/Cape No tdm mcP ck pct Kiwanda special and it's why I choose to come and spend my money in that area. I support maintaining the pre-covid 35 vehicle beach access policies. It is no longer safe for vehicles to drive on the beach. There are way to many vehicles on the beach. It is not safe for my children to play on the beach without the fear of being ran over. We should be able to enjoy the beach without the Yes fear of being hit by a car. Tourists are crazy drivers who are not aware of the dangers of driving on the beach. They 36 None are constantly getting stuck in the sand too.

NO=Allow The north side of Cape Kiwanda is a vital free flight flying site for Hang gliding and Paragliding, and walking in gear No tdm mcP pct is prohibitively difficult for many. McPhillips drive access supports the local hang gliding school, as well as several 39 other free flight instructors in the surrounding areas. There are ample roads to access the and driving to sites is not necessary. By removing vehicle access, especially in busy areas such as Cape Kiwanda and McPhillips Drive, the beaches will be less crowded and more Yes serene. If the issue is providing ample access the beaches, consider adding parking on the street and trails to access the 40 waterfront. Dorys should be allowed and only Tierra Del Mar so people with disabilities have access. They should have to have a tdm 41 No pass so not everyone drives on the beach. Vehicles should be allowed on some beaches, but not all. Beach parking allows a much greater number of people to access the beach, including those with disabilities. The Cape Kiwanda area has businesses that benefit from tourist traffic, but residential areas do not, and so it makes economic sense to allow additional traffic in commercial areas, but No ck not residential.

No tdm mcP pct The Cape should be the only beach off limits to vehicles for public safety reasons. The only exception would be dory 43 boat activities to the north of the access. All other beaches pose no threat to public safety and should be left open.

No tdm mcP ck pct Beach access is a unique aspect of Oregon beaches and it’s an expression of freedom for those who love nature and 44 love to immerse themselves in the elements with the whole family including those members who could walk on the sand 45 Yes I don’t think any beaches in Oregon should allow cars on the beach. It gets abused, drivers don’t follow the rules, Yes ruins the beach experience for families (and cars are always getting stuck). The beach is not the place for cars. The 46 None! state/county does not have the funds to monitor them. Driving on the beach is bad for the environment and creates an unsafe atmosphere. Even when it is allowed in certain areas, I have regularly observed individuals deciding to drive beyond those signs. When used to extend the parking lot Yes at the cape, it then creates a tailgating atmosphere where families and individuals are essentially recreating on a sandy parking lot. It is only a matter of time before someone gets hurt. Only launching vehicles and emergency vehicles 47 should be allowed. Open Mcphillips The beach between Mcphillips drive and the north side of Cape Kiawanda should be open to anyone with the proper dr., leave hungry vehicles, Hungry harbor drive should be open to boat launching only otherwise it becomes to crowded with vehicles for No harbor drive anyone to safely play or walk on the beach. The turn around could be opened to appropriate vehicles if they change the open to boat entrance so you do not need excessive speed to get over the entrance. The way it is now is dangerous for any pedestrian 51 launching only walking over the dune The actions and/or wants of a few should not effect the lives of many... Our neighbors to the north embrace the beach No tdm mcP ck pct access at Del Ray and have multiple groups helping to protect it and the people on it. Maybe we can arrange such 52 groups to "protect" the neighborhoods virtue. It’s an Oregon institution. It’s what keeps us from being , and what generation after generation has such fond tdm mcP ck pct 53 No memories of.

Our beaches are complex ecologically, including numerous sea life such as clams and shrimp, that live along our Yes shores. Cars and other motorized vehicles have no place along our shores. These vehicles make it more hazardous for 54 walkers, kids playing and sun bathers. Please unless its emergency vehicles, keep our beaches vehicle free. I do not support vehicle access on the beaches. I do support parking and I would like to see Tillamook County needs to 55 Yes address this.

I love driving on the beach. I have been doing it responsibly sense I was able to drive. I am a local, several generations on both sides of my family have called this beautiful county home. It feels as though the things that make me want to No tdm mcP pct stay in the area are slowly being taken away. I understand not wanting just anyone driving at the Cape. As a local I don’t even go there. There are to many people to enjoy it. I say leave it to the Dory Fleet to drive at. I do however drive 61 at McPhillips and Tierra Del Mar as often as I can and would love to continue to.

The turnaround has become very popular during the capes closure so therefore vehicles should not be permitted at No tdm mcP either of there points and honestly I can’t believe nobody has been hit there so far because you have to fly blindly up and over each side or you will not make it and you really have no idea what you are heading into. Before there was 63 hardly any foot traffic but now that is definitely not the case, especially with the horse and camel rides there... This is an important way for some that can access no other way. It is a highlight for some visitors to come drive our Yes tdm mcP pct beaches. Many thousands of people not being surveyed have built memories on these beaches and returned time and 64 time again because of these unique access points.

I’ve thoroughly enjoyed the summer on cape Kiwanda without having to dodge speeding vehicles and grimacing as I Yes tdm mcP pct watch a toddler or dog almost get hit. I support keeping that access point closed except for Dory boats. The other 65 access points are less heavily trafficked and I therefore don’t mind having them open for access.

I am all for cars accessing the beach at certain points during the off season, but this should not include Kiwanda Drive Yes tdm mcP pct at all (except Dories). As an avid surfer and beach walker who lives at the beach, it has been wonderful not having to dodge the traffic on the beach while they try to keep their momentum and make it up the ramp or through the sand 66 without getting stuck, and compete with the Dories who need to access the ramp. The vehicle access helps people who have kids or cannot walk in sand very easily to be able to enjoy the beaches and I tdm mcP ck pct 67 No have not yet seen any issues with it in my 38 years.

Yes Allowing vehicle access (other than emergency or law enforcement) is dangerous for pedestrians, especially children, 68 and wildlife. Increasing numbers of tourists increase the danger, and spoil the beauty, peace and quiet of our beaches.

I'm not aware of it being necessary anywhere (except perhaps for a bona fide health/safety emergency). It pollutes, Yes interferes with birds and other wildlife, and detracts from the peace and serenity of our wonderful beaches. It creates 71 noise and hazard for people, especially children. I live here and I've always considered this my Beach. I pick up garbage and take care of it.

During certain seasons if it had to be closed on weekends or Friday Saturday and Sunday, I would be okay with that. I'd rather not lose it! When covid-19 happened I hadn't been on the beach since a few weeks before it was announced & I didn't get to enjoy the beach until a few weeks ago!

That's not fair to people that live here and moved here for the beach. Why should we lose out because of tourists bad No tdm behavior?

I don't have a wheelchair that can access soft sand and the terrain and that's why I only marked it Tierra del Mar area I'm not as familiar with the other beach access. Also it is a short span Beach that is the lowest populated during tourists invasion and has the least amount of danger and problems period people that don't want vehicles can always walk to the right in the restricted area that vehicles are not allowed most of the year. because

I sent emails in before when all this happened and I've never yet received a response from the county commissioners. 74 Please don't take my beach away.

Historic vehicle access should not be removed do to the county or states lack of involvement with its own constituents this violates the very rights of Tax Paying Citizens and is a slap in the face of those who volunteer to maintained OUR No tdm mcP pct beautiful beaches. Remember we voted you in to your positions we can just as easily VOTE YOU OUT! This is not a reasonable decision based on facts this is a rash decision forced on the public by a few bad people with power that went to their heads. Do not make excuses that there is not enough law enforcement or that money is tight. Oregon 75 Beaches are Every Oregonians GOD GIVEN RIGHT not a privilege. My family and I love the fact that Pacific City has driving access on the beach. It’s a family tradition that we would tdm mcP ck pct 76 No love to continue years to come. Only allowed I think it would be okay during the winter months, or off seasons. It gets too busy and too many cars and people would Yes during winter be flooding the beaches dangerously or getting stuck. In areas where dory boats need to go in and out they should be 77 months allowed all season, but otherwise no on vehicles in the summer during busy season.

I believe there is more problems created than solved by allowing vehicles to access the beach at all the access points Yes listed above. The ONLY time a vehicle should be allowed to park on a beach is for fishing purposes (dory boats, 78 kayaks, zodiacs, jet skis and other fishing crafts) at Cape Kiwanda, and Tierra Del Mar

As a full time TIllamook County resident living in Pacific City we’re not opposed to charging parking fees to help support infrastructure to handle tourists. But like many I've spoken with since the 8-15 CAC meeting we're wanting to play the "local full time resident and taxer” card for special consideration. I wasn't surprised by the feeling of most people who attended the 8-15 meeting in wanting to abolish vehicular operation on local South TC beaches. At that meeting Larry Rouse mentioned "traditions" and the fact they're going to change. We love to take family and friends for rides on the sand in our 1975 International Harvester Scout II. That's the only thing we do with that vehicle and sadly if beach driving is outlawed a family tradition spanning 4 decades will be no longer and we'll probably have to sell our 1975 IHC Scout II. My dad; Jack Doyle, deceased former long time PC resident, had IHC Scout 4WD’s and my kids (Jack and Carol's Doyle’s grandkids) were taken down on the sand towards the mouth of the for roasting hot dogs, kite flying, skim boarding, and playing in the sand and surf. Cautious and safe driving practices used always when “going over” at the turn around. And we recognize others, mainly tourists who aren't (cautious and safe). Sadly a few rotten apples can spoil the barrel. We often use a spotter to walk up to the top of the dune to make No mcP ck pct sure a run up that dune is safely done. The mouth of the Nestucca is so enchanting and beautiful. Many memories of crabbing with the Criders, Adolf, Starbuck families and others at the mouth. In the last years before my mom (Carol Doyle) passed she so enjoyed taking Scout rides with my wife and me down on the Cape Kiwanda and McPhillips beaches, and occasionally over the dune at the turn around. As a kid my dad taught me and two brothers how to drive on the beach in the sand and he'd set up a driving course with driftwood as markers. Dad did the same for his grandchildren. Driving on the beach is woven into 4-generations of Doyle's dating back to the early 1950’s. Sadly it’s the newer generation of PC residents who are opposed to beach driving and will carry the opinion for closing local beaches (to vehicles) to fruition. And as mentioned it’s the tourists who’ll spoil it for the minority of us PC residents who want to keep beaches open. Spoiled by people who operate vehicles unsafely and by people who lack common sense assuming they can drive on the sand but end up getting stuck.

The more important issue is Tillamook County’s, State Highway, and State Park’s lack of funding for staffing and 79 resources to manage and handle the tourism impact on South Tillamook County (Pacific City).

Yes Maybe open just to county residents as I feel we have more respect for our county than the visitors who come here and 82 None trash our beaches. We as residents can't go to the beaches on weekends because you can never find a parking spot. Beach access has been a very special privilege on NW beaches. Many recreational activities are still dependant on vehicle access. The activity I'm keen to enjoy is Hang Glider training and flying at Kape Kiawanda and various dunes No tdm mcP ck pct up and down the coast. Hiking in a 50lb glider is exceptionally challenging on sand, so I look forward to using my vehicle when access reopens. I also expect people less physically able than myself would also benefit from vehicle 83 access.

While I prefer not allowing vehicles on the beach, if the Board allows or partially restricts access, then they need to consider a comprehensive plan to address the consequences of their decisions, e.g. overflow into residential areas, Yes trash, dog feces, vehicles violating beach no parking zones (north TDM), safety, adequate and affordable parking, proper signage and communication, emergency preparedness, vehicles violating residential parking ordinances, 88 adequate and timely response by Sheriff and other authorities to violations, accidents, etc. 89 Yes This is public property and there is no reason to take that freedom away. Being raised in Tillamook and going want to play in back today, it makes me sick to see the crowds and their disrespect of our beautiful beaches. I don’t see a need to allow 93 the sand! access in south county. Some of us have special needs, and access would not be available if not by vehicle access. Secondly, there is a severe Yes tdm mcP pct parking issue in Pacific City and TDM that causes more issues for residents than vehicles on the beach. Maybe don't 94 blanket solve this but find solutions that are compromising. Please leave the access alone. Everyone who owns houses in the area bought them knowing full well there were No tdm mcP ck pct multiple beach access points nearby. The closures conducted by the state and county caused much of the problem by 95 forcing people to bunch up instead of being able to spread out. No changes should be made in the way of vehicle access to our beach's. That would only serve to concentrate it tdm mcP ck pct 96 No elsewhere. Instead improve Sheriff's office funding and increase law enforcement.

They are deemed No tdm mcP ck pct highways and are unconstitutionaly 97 being blocked it is in our state constitution to allow it Vehicle beach access allows visitors to disperse from each other on the beach. Also as a paragliding pilot vehicle beach No tdm mcP access is critical for our ability to fly at Tierra Del Mar. Limiting vehicle beach access will be detrimental to the 98 schools that use this location on a weekly if not nearly daily basis.

99 No tdm mcP ck pct Vehicles should be allowed on ALL beaches to launch and retrieve watercraft Allowing vehicle access on the beach will not only provide additional opportunities for the elderly and disabled to No tdm mcP ck pct enjoy the beach but it will also provide an experience for all to enjoy bringing families, gear, etc to our wonderful 100 ocean. I believe the only vehicles that should be allowed on the beach are those launching dories or other watercraft—at designated areas like we have had all summer at Hungry Harbor Rd.

I’m a surfer and fisherman and I personally loved having our prior access to drive on the beach. As a full time resident of Pacific City I’ve seen firsthand the explosive growth in visitors and the daily chaos that ensued with the beach Yes traffic. Seeing this situation overwhelm and ultimately cause Lisa our previous ranger to leave last summer was frustrating, as was how trashed the beaches were on a daily basis.

Now after experiencing a summer beach where families, surfers, dogs and all beach goers could enjoy the ocean without fear of being hit by a car or surrounded by stuck vehicles, I realize that it’s time for this to be a permanent 101 closure.

I have lived in Pacific City for 14 years. Over those years PC has become more and more popular. The number of vehicles on the beach has grown proportionally. Every time I have been on the beach with vehicles (dories excepted) I have been fearful watching little ones and pets running through the cars to get to the water. I have seen many "near Yes misses". Many of the drivers have been drinking or are just out to have fun and are not as careful as they should be as they navigate the lines of cars. The beach should be a restful area. It is also an area that supports marine life that is important to our planet. I am aware that parking is an issue in our area, but I would like to see other solutions rather 135 none than using our beautiful natural resource as a parking lot....

Please don’t close down our beaches! We chose to buy and live full time in Pacific City because of the unique access we have to these beaches by vehicle. We are responsible locals that feel this right is being jeopardized by recent rash decisions made by our local officials. Temporary closure at Hungry Harbor seemed logical with the expectation of Hungry harbor increased tourism during the busy season and the pandemic but the other closures did not make sense. Locals like drive should be myself, enjoy the access at the turnaround, McPhillips, and Tierra Del Mar to get away from the crowds and enjoy the No tdm mcP ck pct open to the beaches we chose to live nearby. Admittedly, as we all get older, hiking at least 2 miles one way to the mouth of the public during the Nestucca lugging chairs and picnic supplies isn’t reasonable. We desperately missed enjoying the beach near the off season and mouth this past summer with no vehicle access and we were unable to find parking most days and evenings near the consider closure Hungry Harbor access because of the big influx of tourists this past season. This can’t be a forever closure as it limits only through access to locals and long time visitors who responsibly enjoy access to these areas by vehicle. Wouldn't kill you or the state to add a couple 140 portable outhouses in the summer months instead of bitching about people going to the bathroom in the bushes.

Cape Kiawanda and Turn around have too many visitors to allow safe access. I have a jeep wrangler and enjoy driving onto Tierra Del Mar and McPhillips to have my fishing gear close for surf fishing but will admit there are those that take to the beach to do donuts or other unsafe driving practices just for fun (isnt that what Sand Lake Rec is for) - just 2 weeks ago in the fog someone either wasn't paying attention or didn't see my jeep but swerved last minute and fishtailed coming close to the back end of my jeep driving way to fast and reckless. . I think with parking access and the vast amount of houses and vacation homes at Kiawanda and the Turnaround creates more traffic for drivers to contend with and seeing how some visitors and locals drive its an accident in the making - obviously access needs to be Yes tdm mcP there for Dory or boat launches on the marked side of the Cape but even then I've seen people not pay attention to the trucks or the boats coming in - having this all the way down the beach with goers that would be drinking and driving creates a recipe for disaster. I think having Tierra and McPhillips allows for disabled people to have beach access if they of course have 4WD which I have heard many complaints about that - I understand this might of been a legacy thing but from what I've heard PC has changed dramatically and with more people comes more unwelcome problems. I've only been here over a year now and my first experience after the opened the beach from COVID was OMG how does someone not get hurt or killed with cars 2-3 deep - how can you enjoy the true beach with that many vehicles blocking the entire stretch of beach access. I'd hope that Tierra or McPhillips wouldn't get that crowded but if that was 152 the result I'd vote for no beach access anywhere. Only for Yes Dorymen/Doryw It makes walking on the beach a loud and potentially dangerous situation that would otherwise be an enjoyable 153 omen experience. Without vehicles on the beach during 2020 more locals and visitors, especially children, had the freedom to enjoy themselves without the fear of needing to constantly watch for vehicles. Many beach drivers do not have the knowledge needed to drive safely in sand and they create hazards for others. Cars that are stuck in the stand pose a danger to others as they spin their wheels to try to find a foothold. Without vehicles Yes on the beach, there is no concern regarding vehicles driving in the section that is currently off limits to cars. Without vehicles on the beach, the part of the beach north of Hungry Harbor Drive is truly reserved for Dory boats and other boaters. 157 Thank you for considering this option.

158 No tdm mcP ck pct I do not like seeing vehicles on the beaches, I consider it dangerous for the public, there are some that don’t watch Yes what they are doing and put others at risk. When I go to the beach, which is quite often, I don’t want to have to watch 159 for vehicles,. With the exception of the Dory Fleet, I would like to see vehicles prohibited on the beach, specifically in the summer. After the shut down of beaches due to COVID-19 we saw what it would look like on a busy summer day. What it looked like was a busy busy beach, but full of people. It was less chaotic, safer, easier to social distance, and generally a lot more peaceful. The boat ramp wasn't clogged and full of literally dozens on dozens of cars digging themselves out, because people are truly uneducated when it comes to driving on the beach. The beach could not be everyones parking lot, so people began parking illegally. It really painted a picture for our town that we do not have the infrastructure to handle the amount of cars/tourists on any given day. Eliminating what I call "Festival Parking" on the beach, would only help manage the over-tourism.

I will say that I think it should be across all beaches. If the choice is to open one but not the other, for example Tierra Del Mar, the residents of TDM will be flooded with the impacts that were once in Pacific City. The amount of cars, trash, and environmental impacts that come with the amount of people who want to drive and park on the beach will be more saturated in those places. It also would help with resources like the state and park rangers directing traffic to assist the Dory guides, digging people out and monitoring chaos.

Yes I personally was very excited to see McPhillips (my dog's favorite!) closed off to vehicles. But once TDM opened up, people were driving up to the base of the north side of the dune, a lot of them driving way too fast, endangering myself and my dog. Personally I loved driving my pickup down there and letting my dog run, but unfortunately not everyone has a locals mindset and is overly respectful. I am willing to sacrifice that luxury to keep those less mindful off the beach.

I do know a lot of locals who are on the opposing side of this argument. Those who know how to drive on the beach, those you pack out their trash, those who enjoy a day on the river mouth of the Nestucca...So to that I would say, at minimum, start by making it seasonal. In what we can define as the off-season, let locals enjoy their beach how they want. It does not make sense to allow it in the summer. Period.

The Cape is the popular tourist zone, so I agree that it should be closed down to vehicles because it becomes a "parking lot" in the heavy tourist season. However, I believe the other beaches should be open year-round or at the very least have a short season in which they are closed (July-Mid September). The residents of Pacific City and Tillamook No tdm mcP pct County should have the right to access the beach. I know a majority of the residents respect the beach and keep it clean. Along with that they want their own space and I believe it won't create a "parking lot" effect in the other areas. If actions to stop an unsafe use of the beaches in the heavy tourist season must be made, then at the very least a designated time during the year that the beaches are closed is viable. In the last 8 years I have seen an increase in the use of our beaches. It is horrible it looks like the Jersey shore or beaches in California and Florida. That is not what our beaches are for. These people come here they are rude, disrespectful and leave their litter and feces all over the place. I know for a fact that in Neskowin people couldn't even get into their driveways because cars were parked blocking them. It was so bad there, an emergency vehicle could not Yes get through the street. They were also pooping and peeing where ever they wanted to. In Pacific City they park their cars where ever they want and could care less if it inconveniences anyone. If you try and talk to them they do not care. Also what should take a few minutes to get from the four way stop in the middle of town to past the cape for local people to get home it was taking over twenty to twenty five minutes due to traffic congestion. This is unacceptable. Something needs to be done we local people can't even enjoy the beauty of our beaches because of all of these horrible 181 people invading our beaches.

People were crossing the road and pulling on and off the road with little warning. It created a dangerous situation for both pedestrians and drivers. Beach driving has turned into a rather chaotic event on this stretch of the coast- gone are the days of fishermen launching their boats and families having a nice day at the river mouth. If the beaches are to open up we'll be seeing tons more trash, defacing of land, contaminated beach runoff, hazardous play area for families, etc. Having the access points closed has been great for our beaches but put a spotlight on our lack of infrastructure. Then you opened the parking lots but locked up access to the beaches for vehicles. The weather got better and the on-street parking got worse. Tierra Del Mar had nearly 200 cars lining both sides of a 45 mph road on the weekends. Then you opened Tierra Drl Mar - PROBLEM SOLVED. You did not open access to Cape Kiwanda (Pelican lot) and the parking problem remained. Open the beaches to vehicles to solve the parking problem. There WERE no issues with public opinion about driving on the beach. There WAS less garbage left behind because people would take it out in their vehicle as the packed up to leave. Put things back the way they were. It wasn't broke until you "fixed it". Yes - there were hundreds of vehicles on the beach on sunny weekends and now there are hundreds of vehicles choking the whole town and neighborhoods. I can see the use at the Turn-a-round on a daily use when it was open. People gun up their car or truck to get over the dune with no idea who is on the other side..often Yes children and families. At least one truck or car get stuck a day. They need to dig it out or call for a tow truck. I can see the tracks of the vehicles up in the dunes and places that they are not allowed to drive. They drive too fast! Not allowing cars on the beach at Cape Kiwanda has pushed on the cars to other areas and the impact is greater than ever. Regarding McPhillips Drive in particular, beach access to the north side of Cape Kiwanda is absolutely paramount to the freeflight community. Virtually every single hang glider and paraglider pilot in Oregon has used the cape as a training area due to its consistency in weather and perfect setup as a training hill. Most of us had our first flights there and continue to enjoy it regularly. Personally I know of no other place in the entire PNW region thats used as a "bunny hill" as safely as the cape. The ability to launch from low altitude and land on soft sand allows for skill building in a relatively safe environment and nowhere else I'm aware of in the state can provide as good of an experience. No Since the shutdown, hang gliding instruction has all but stopped, and paragliding instruction has been severely restricted since we're unable to transport our gear to the cape without hiking from the north side. A reasonably healthy person can hike over with a single paraglider, but not a hang glider, and instructors typically show up with several gliders at a time. Before the shutdown, it would be common for 20-30 of us to be there on any given day having fun and honing our skills, and I've met people that have traveled from as far as British Columbia and Colorado just to take advantage of this unique site. Since the shutdown I haven't seen more than 4-5 at a time, and not a single hang glider. 251 tdm mcP The importance of access to this area for our little community cannot be overstated. The Activities made available by allowing vehicle access on the North side are some of the Oregon Coast's true pleasures, including an amazing historical Paragliding and Hang gliding access. Removing this 259 tdm mcP access would truly be a detriment to the spirit of Oregon and it's much enjoyed perspective on public land usage. I have friends within the Oregon surfing community who experience joy in the ocean with their disabled children. I fully support the community supporting these people and others with unique circumstances that are helped by vehicle No access. I support limiting vehicle access but maintaining where appropriate, which includes but is not limited to access for disabled or injured people. Use of badging or permits would create additional hassle. Things have changed drastically out here on the coast since the influx of visitors during COVID-19. I understand that people need to get out once in awhile. I chose to live in Pacific City in large part for the unique access to beach by vehicle. I have mobility limitations from old orthopedic injury and cannot walk the distance from my house or a parking spot (if I found one) to the beach. Vehicle access also allows my friends and family and I to have the amenities nearby to spend the day at the beach including chairs, toys for the kids, boards, lunch supplies, etc. It may seem funny but the vehicles also provide as a wind block from the typical north summer wind which is quite pleasant. Vehicle access also allow us to enjoy the beach on busy days because we can drive toward the mouth from the turnaround or to Tierra Del Mar where there is more space to recreate. Other key points in favor of vehicle access: * There is more room/parking for the many visitors and locals who want to enjoy our beaches as parking is very limited. No * People can more easily haul away their garbage etc back home instead of to the dumpsters, or worse to be left on beach, etc. * Most people are respectable and safe. There could be more signage and/or monitoring to be sure speed limit and safe driving is obeyed and limiting access to 4WD vehicles only. * Could generate money for the state if state park permit was required. Vehicle access has been closed to the majority of beaches in Oregon, not to mention the country. If you want to find a beach that has no vehicles it’s not hard to find. Please continue to allow vehicle access to the beaches in the Tillamook area. Within the paragliding and free flight community alone, by having vehicle access to the beach provides access to one of the more frequently used flying sites, Cape Kiwanada. We don’t use the vehicle access to simply drive around No on the beach, we use it to gain access to our sport. Cape Kiwanda is an essential flying site that provides training to new pilots as well as practice for experienced pilots to learn and maintain flying skills. The unique qualities of Cape Kiwanda make it ideal for learning and practice in a safe environment that other flying sites simply do not have. Please consider these factors before closing vehicle access to the beach. Doing so would be detrimental to our flying 300 tdm mcP ck pct community. I learned to fly hang gliders at North Cape Kiwanda beach. Without beach access that would NEVER have happened! Driving on the beach in this small area is something that has always made the Oregon 340 tdm mcP ck pct coast special for me and I doubt I would think of visiting or living in Oregon without that priviledge I’m a 70 yr old native. The demand for outdoor recreation is increasing and not going away. We need to fill that demand with sustainable recreation areas and activities. It’s one of the many few places you can drive on the beach anymore. Pacific city and surrounding areas rely on tourist company and by closing the beach access by vehicle you will lose a significant amount just because of beach access. Yes it gets busy, yes it gets packed, but not only is it tourists, it’s locals as well. We have dory fisherman, surfers, and No local gatherings on the beach constantly. I believe it would be a very poor decision to close the access. There was nothing I looked forward to more sometimes in the fall, after a good football game at Nestucca High school. That was driving my pickup down on the beach to all sit on our tailgates with all our buddies, around a nice fire and talk about 381 tdm mcP ck pct the game and life. I will miss those days and I hope we can still do that in the future.

For years I have seen cars and trucks at the south end of the Pacific City beach where the Nestucca River meets the Yes Parking lots, not ocean. We need to continue to protect Oregon's many beautiful public beaches from the ills that have ruined beaches in other Yes places. Cars annoy and harass everyone who is not in the car, and are dangerous to children and animals. The argument that they provide a really fun joyride is not sufficiently strong to outweigh the dangers cars bring to beaches; and a car 383 joyrider's entertainment is everyone else's annoyance as well. There is a good reason to severely restrict motor vehicle use on Oregon s public beaches, and that is safety. I refer here to actual danger of being injured by a vehicle on the beach, but perhaps more importantly, to the perception That beaches with motor vehicles driving on them are unsafe for pedestrians, especially children. All that said, I have never encountered recklessness on the part of a driver while I was walking on the beach, but I have always been acutely aware that the potential is there. I worry particularly since beach use appears to be steadily increasing. Pedestrian crowding at the beach is something we will all need to learn to live with. Crowding with a mix of motor vehicles and Yes pedestrians is asking for trouble. Allowing motor vehicles on the beach at all for other purposes than launching dories seems a questionable practice to begin with. As beaches get more crowded, it only makes sense to restrict motor vehicle use.

My thoughts are that whatever the outcome is the rules need to be enforced. If there is money raised from parking fees etc one of the major components should be that tickets are written. Not warnings ( it does no good to "warn" someone for camping the morning after they camped, to give them warnings when they are exceeding the speed limit by a huge margin, warn them that they shouldn't have parked there, warn them that they didn't read the signs about no access) warnings don't do any good at all when the majority of the offenders only plan on visiting that one time, or have learned that they are only going to be warned, so why the heck not. If tickets were being issued word would get out and management would be so much easier for the officials that are fighting a losing battle at enforcement. Rules without consequences are useless. I feel that having the cape itself closed to all vehicles but dories is a good solution with the other areas open, but monitored for illegal and reckless behaviors with CONSEQUENCES. Also to No note...having the parking area at Mcphillips open without the beach access doesn't seem like a great idea, as getting up onto the highway is not for the faint of heart. Those of us that drive responsibly and obey the rules get frustrated at people speeding by us into the restricted areas, doing cookies, using atvs on the cape itself on the North side. The frustration is more than doubled when we see them getting a gentle warning and sent on their way. If you drive past a sign that says no access, if you park next to a sign that says no parking, if you park your motor home after passing a sign that says no motor homes you should receive a ticket, go home and tell everyone that you got it, write to the news stations about it and get the word out: Pacific City is open for those that come to enjoy the beach and abide by our communities rules, but if you don't choose to abide by them stay home or pay the fine. I understand that the funding for full time officers is not available and that is why, as a long time home owner in Pacific City I am all for fees for access 389 tdm mcP pct to fund enforcement programs. I have also submitted an Email to "Beach Access" with my full thoughts. It is too lengthy to paste into this space. I am adamantly opposed to closing our beaches to vehicles, with the exception of Cape Kiwanda under certain times, limits, etc. As a law enforcement officer in another community I have watched since you closed the beaches and have only seen more problems and a far greater lack of community safety. You pushed all the people who once parked on the beach into the communities, along residential streets, the sides of highways, parking lots, etc. This resulted in No disturbances between community members and visitors, vehicular accidents (including serious injuries), an an inability for many who respect the rules and the environment to visit the beaches.

Perhaps an "area fee" of $5.00 or so per day, with seasonal/year round options at a great discount (perhaps free access at county entrances for those who pay county taxes, would help in reducing numbers on our beaches, or at the least allow some funds to be used for enforcement, education, and engineering. One need only look at the 4th of July 393 tdm mcP pct celebrations in the area this year to see closing the beaches to vehicles did nothing to reduce problems. Non-business vehicle use by private citizens should be prohibited at Tillamook County beach access points. Private Yes 394 vehicles on beaches are a hazard to others and to children. I mostly care about McPhillips Drive access. I am a paraglider pilot and the sand dune is one of the best parts of being No a paraglider pilot in Oregon. Not having access to drive to the dune means that we have to hike our gear over the dune which is very difficult. It is also one of the best places for learning and not having access puts instructors in a difficult 396 tdm mcP pct position. It actually hurts their businesses. At least provide a permit for instructor use. We need to control beach access right now before further population. It's not feasible to carry in either from McPhillips Drive or the Kiwanda No parking lot to the north side of the Kiwanda dune. We love the community in Tillamook county and support many of the business there when we visit. We respect nature on and around the beach by driving slowly, only on the flat beach area and pay attention to the tides and travel together for safety. Please keep the beach open for our use. I am a kayak owner and fish out of it by using the beach access above to launch from. If these beaches are closed to vehicle traffic, I then have to park up above in the parking lot, drag my kayak across pavement and then down to the Yes beach, leave my kayak on the beach unattended to return vehicle to start packing my gear back in forth in hopes that know one steals any thing off my kayak or the kayak itself. And then do the same thing when I come back from fishing and need to load up my kayak. One of the many reasons we moved to Oregon and PC was because we could enjoy driving on the beaches with all our picnic and beach lounging items for and with our family and friends. As educators we love the rich history that our beaches were established as part of the highway system and that generations have enjoyed this gift for years. We No believe that this policy should not be changed for our generation or that of future generations to come. Yes indeed times have changed and in the past 12 years we have seen and experienced the concerns such as parking and safety at Cape Kiwanda but have NEVER experienced the same concerns at McPhillips or Tierra Del Mar. A compromise of closing just Cape Kiwanda would alleviate the safety concerns while also preserving the rich history our Oregonian 412 tdm mcP pct forefathers put in place and we can continue to protect this rich history and privilege for generations to come.

My kids are grown up now, but I definitely remember how much they loved running in total freedom on the beach. It's a joy all kids should have. But it makes me very nervous to see so Yes many vehicles in motion in the same place. South of the turn-around at the bridge, people also drive quite fast. Kids and cars on the beach just don't mix. Unless they are actively needed to launch a boat, I think it's time to move all 440 vehicles off the Tillamook County beaches.

Visitors and tourists leave a lot of trash, dog feces, etc. on the beach now with no vehicle access. Adding vehicles only Yes will increase pollution on the beach and potentially into the ocean. The Cape Kiwanda parking lot provides a concrete access rap and a limited area for autos. Driving on to the beach at Cape Kiwanda is relatively safe.

Yes In contrast, the Pacific City Turnaround is a crowded area, with lots of pedestrian traffic traversing the same space as autos, with no paved access road over the dune, without site lines over the dunes, all causing the access site being unsafe for beach-goers. Driving on to the beach at the Pacific City Turnaround is not safe. In addition, the Pacific City 449 ck Turnaround provides access to a large section of the coast line, which is unsafe for beach-goers. Times have changed in the 33 years that I have owned a home in Pacific City. The visitor demand has gotten so high that there is no room for cars on the beach. It is being over run and destroyed by overuse. Vehicles And people trying to use the same space is unsafe and dangerous. The atmosphere at the beach is so much improved without cars and Yes drunk/disorderly people. Removing cars has made the beach more conducive to families. I would prefer to eliminate all vehicular beach access except for boats. If it is decided to allow some beach access only Tiera Del Mar and the turn 450 around should be considered. Don’t take away access to the beach by car. There are so many times during the year where it’s cold wet and windy on No the coast. Having a vehicle provides shelter from the elements to experience the beauty of the beaches year round 451 tdm mcP ck pct without one makes beach-going unpleasant.

As a homeowner on the beach just south of the Pelican Brew Pub I have enjoyed No cars on the beach in front of our home. It is much safer for children and pedestrians. I will add that the illegal parking on Shore Drive and the Yes pedestrian traffic through our side yard and illegal use of our trash can or leaving trash on the beach and the use of the beach right in front of our deck has been rather annoying, disruptive and unsafe in terms of COVID. Disallowing cars on the beach has produced these issues which will now need to be monitored by local authorities at an 452 increased expense. I own a home in PC and McPhillips beach is very isolated without vehicle access and so it makes it unassailable most of the time. We urge you to close Tillamook County beaches to motor vehicles, except for the noted above, dory vehicles and vehicles with the handicapped insignia at the Cape Kiwanda Parking Lot.

The Oregon beaches are public and open to everyone (and that will not change), however, they are not meant to be parking lots, stunt driving roadways, or race ways. This summer has been an example of all of the above.

With the closure of Pacific City beaches, Tierra Del Mar became unbelievable and unsafe. Over Labor Day weekend, hundreds of cars parked on the beach wherever they chose. The sign at the entrance stating no vehicles north of the sign was ignored. Vehicles parked north and south of the sign. Vehicles drove up and down the north end of the beach all the way to Sand Lake at all times of the day and night. Some of the vehicles carried families and their animals coming to enjoy the beach. While other vehicles drove on the sand and in the ocean to see how high of spray they could create from both, and/or make “donuts” in the sand, all going as fast as they possibly could. What an extremely unsafe environment! While some of the vehicles were carelessly “joyriding”, kids and dogs were running and playing. With the amount of fog present at times, it was truly amazing that no one was injured. As of yet!

YES Also, since the reopening of the Tierra Del Mar access, we have seen overnight campers (in tents, trailers, and one motor home) on the beach. Again, people are ignoring the signs which states no camping.

This period has been extremely frustrating. We realize people want to enjoy the beach, as we do, but many treat it as an amusement park. They want to use it, while not respecting it and taking care of it. Some enjoy racing towards the birds to get they to fly off (we just observed this this weekend). Do they not realize it takes a gull time to get some elevation or that injured birds wash ashore and can’t take flight? Since the middle of September, quite a large number of Common Murres and Cormorants have been washing ashore. The Murre is unable to take flight on land period, while Cape Kiwanda the Cormorants are weak and many unable to fly. It is saddening to see how many dead birds lined the Tierra Del Mar Lot: Dory boat beach. Besides the birds washing in, the crabs also get carried in on the high tide. They bury themselves in the wet sand vehicles and until the next high tide. It is frustrating to think that they are being driven over and killed. vehicles that display a current We walk on the beach twice a day, everyday. On each walk, we carry bags to pick up the trash. Regretfully, there has and valid never been a day we have not found something. In the winter, it is mainly trash that has washed ashore. I recommend opening more public parking (whether that means existing lots not NO previously deemed for public use, or creating parking lots) before moving to permanently close beach access. I think we can all agree that parking in PC this summer was a nightmare, mainly because the beach access was closed and cars 462 tdm mcP ck couldn't park on the beach. And I suspect it will only get worse. Access to Oregon's beaches was permanent when the "Beach Bill" was initiated and the beaches were transferred from the state Dept of Roads to the Parks Department. Being a disabled adult having had the ability to access the beach beauty up close in person has helped me to live a No richer life. The cape should be closed to anything but dory vehicles with trailers from late spring to October 1. Our beaches are unique in that families and friends are able to drive down to the beach and have a fire, bbq, spread out and have a good time. This also gives the disabled population a space where they are able to easily access the beach and take in the sights, sounds, and smells. There is already two zones where vehicles aren't allowed to drive. The prohibited zone between the turn around and south sign at cape kiwanja, and the north side of tierra del mar up to the nestucca estuary is closed for much of the year. These are points where people can enjoy the beach without vehicles if that is their preference.

In pacific city the beach access is also used as parking for our restaurants. There are only a handful of very small parking lots available in Pacific City, so people who have capable vehicles use the beach access to park and go to our shops, cafes and restaurants.

I, along with many others in Tillamook county, believe that if vehicular beach access is prohibited in P.C. we will lose a large amount of tourism and south Tillamook county will suffer. There is no room to put in new parking lots or a parking garage, and cars will line the streets. Just imagine how dangerous the corridor along McPhillips beach and No tierra del mar would be. Cars will once again be double parking behind each other, or in peoples yards just like they did during the summer of 2020 while beach access was taken away during covid.

This will likely happen the first few sunny weekends in spring or summer before the people that drive here from the valley, who bring money to our stores and restaurants, will decide that the extra 30 minutes to 1 hour drive north to Cannon Beach, Seaside, and Astoria. And why wouldnt they? Clatsop County beach towns have; more restaurants next to the beach, more hotels, more shopping, and they already have in place the required parking infrastructure needed to handle them.

I believe that prohibiting vehicle access to tillamook county beaches would be detrimental to our local economy with the loss of a lot of tourists. We would forfeit a unique experience of being able to drive down to the sand and set up base for an afternoon of fun.

I am writing to request reopening of driving access on beaches in south Tillamook County. I’m asking you as leaders of the County to take action to open beach driving access to commindate the increased visitors that are here now and are struggling to get to the beaches. The current management strategies have had a significant negative impacts on county residents' ability to access beaches. I do not understand how it can be fine to park in a restaurant parking lot but somehow not okay to park on the beach to enjoy the area.

Please allow all past access to beaches in Pacific City, McPhillips and South Spit. The current situation is not acceptable. I realize that with the Covid situation, short-term temporary closures were needed. However, the County has continued to promote tourism and has also allowed recreational fishermen to drive and park on the beaches. This No same access has been denied to every other citizen that uses these beaches. Closing access to these beach should only be considered after other options have been tried and then after greater public input. The decision to allow only boat related driving and parking access seems completely arbitrary from a public health perspective and discriminatory against any non fishing beach user, not to mention individuals who have mobility or other limitations. The ability to drive and park on the beach is unique to this area of Tillamook County. OAR 736-024-0015 section (f), (h), and (j) state that “Motor vehicle travel and parking is allowed at any time from the line described...” which include McPhillips beach, the main beach at Pacific City and the beaches south of Pacific Ave. As a County resident, I have based many of my life choices on the specific type of beach access that is written in these Oregon rules. Local officials have to represents all residents and Oregonians not just special interests or influential people. Access to the backside of Kiwanda is important for those who fly hang gliders and we love to see them there. The No instructors who use The backside of the dune to teach paragliding also require that access and I support what they do. I am a Paragliding pilot, it is very difficult to access Cape kawanda with our gear If we can’t drive on the beach. I for one have made some amazing memories with friends and family driving on the beaches to get away from other people, quite often way further than I could walk and pack my stuff. Vehicles should continue to be allowed to access and utilize the beach in several places in Tillamook County. Specifically vehicles should be allowed to access and utilize the beach from the Tierra Del Mar access point off Sand Lake Road and at the access point off of McPhillips Drive. However, I do not think that the continuation of vehicle access to the beach from the Cape Kiwanda Parking Lot is a good idea at this point in time. The beach in front of that parking lot currently gets much too crowded with vehicles parking in a very limited area on a very crowded beach. The No same is not true for the access points and beaches further north where there is much more space, and much less of a crowd. Vehicle access to the beaches north of Cape Kiwanda should be continued. These two vehicular beach access points are critically important for transporting pilots and their foot launched flying equipment, hang gliders and para gliders, to the north side of Cape Kiwanda. The sand dune there has been a training site for those learning to fly foot launched gliders since the 1970s and the site continues to be one of the best sites for people to learn to fly. There is no other place accessible on the Oregon coast that is as good. Closing beach access to vehicles to travel on the beach to the north side of Cape Kiwanda would truly be a tragedy for the free flight community. It would also hurt small 582 tdm mcP businesses in Tillamook County that benefit from the pilots and their families that use this world class flying site bring . Those of us who are older and cannot get around as well as we use to will be punished unfairly. Allowing vehicles on the beach has always been a great way to enjoy the Oregon coast. People who are less mobile and have younger children have a hard time finding parking and then hiking the long trek into the beach. If few beach access points that have allowed people have been completely inundated as of late because people can no longer drive on the beach. Being able to drive onto the beach reduces the amount of stress at the access points and allows people to disperse over greater area. In the days where the government is promoting social distancing this can we be a win-win as people will have greater distance between them and it'll be easier to achieve. When you can only walk onto the beach many people will gather in a very tight area and this will not be effective social distancing. Being able to drive your vehicle on the beach while you to gain access further down the beach to other areas that would not be accessible by walking. It also let everybody enjoy the space more as there is a lot of extra space that one cannot safely walk to. If it's expected that people should walk 5 or 6 miles while on the beach to gain access to its Many Wonders then what will happen in the event of a tsunami when no vehicles are there to evacuate the people that are on these beaches. The right to drive on the beach has been part of the people's Gifts of living in Oregon and visitors to Oregon for a century. This No should never be taken away and it should be allowed to drive our vehicles where they once were allowed. The strain on the focal points have been tremendous during this covid-19 . I witnessed it firsthand as I live in Pacific City. Amount of people coming to Pacific City in the Tillamook area is increasing every year exponentially. This you will not be able to stop. There is not adequate parking at the access points on the beach. And there is no additional lands that can be easily purchased to remedy the situation. This means that driving on the beach needs to be allowed to continue to relieve the Overflow of people coming to this area. If need be then create the system and charge for daily passes or annual passes much as the same they do for a TV off-road permit. Mini the people coming here live in metropolitan areas where they pay as much as 20 to $30 a day to park in her very much willing to pay and bring money to the local economy. This will also fun things like additional sanitary area bathrooms in patrols. This is important factor that should not be overlooked simply by a few people who want to never see vehicles on the beach. This is the right of the people all the voices that are not being heard now who would like to have a voice for simply not getting a chance to take the survey many of them would say they would love to be able to drive on in Oregon beach. Vehicles are fine on the north end. They cause congestion where the dories launch and are not safe coming over the hill at the turn around where people are walking and congregating. The amazing view of the ocean can be seen without the obstruction of numerous large and small vehicles in the way. Lastly as a 606 tdm mcP safety issue, I can no longer haul injured folks off the beach.

Kiwanda has been a popular and accessible beach area which is the primary training grounds for all oregon based No paragliding students. Restricting drive up access not only diminishes our access as we need to haul in gear which is difficult to carry, it also would negatively impact emergency response in the case of an accident. We dont have many 607 tdm mcP ck areas which are drive up accessible, please retain vehicle access to this one area. The beaches are public property and should remain that way and accessible to the public not controlled by the wealthy No few that own houses along the beach. Historically we have been able to drive our vehicles on our beach and it should 608 tdm mcP ck pct remain that way and not turn into a California or East coast. Cape Kiwanda is the best training site for hang gliders and paragliders on the West Coast. It is crucial for the safety of Yes learning how to fly. Hauling a 90 pound hang glider for 45 minute up and over a tall sand dune is an unreasonable 609 mcP expectation. Safety is created by allowing safe training practices. Vehicles are necessary for fair public land use. They are paramount to the paragliding community and are helpful for No teaching as well as for safety reasons. We are happy to transport an injured pilot in the case of an incident. I am a veteran with a slight disability of the right foot who para glides on the north side of Kiwanda. It is one of the only sites I can access and fly safely. It is very difficult for me to access the north side of Kiwanda on foot especially No with gear to carry. It is also one of the only places you can drive a disabled or elderly person directly onto the beach without difficult access. First and foremost this is a public highway and has been my entire life. The beach is ours to enjoy and should not be taken away under a false pretense. As a citizen of Pacific City and my family before me it is our right to have access to our beloved beach by vehicle. As I age it is even more important that I and my husband are able to drive onto the beach as to enjoy it personally because it is difficult with disabilities to walk through the sand to reach the water. We were unable to even enjoy the beach when it was restricted this spring while most people could walk to enjoy it, we could not. Our young granddaughters came to visit and we couldn’t take them to enjoy a day at the water because we were unable to traverse the uneven sand and up and down terrain. We moved here to enjoy the beach. We pay a fairly high property tax to do so and taking that away seems like you are stealing it from us while we pay to subsidize the tourist that have free reign of our town. Secondly you want to close the beach from tourist parking on it while WE the citizens, WE the tax payers of Pacific City, and Tierra Del Mar can’t even enjoy the beach due to the overwhelming volume of tourist. They park on all streets, roads, driveways and anywhere they find a spot, anywhere their car will fit. In order for all of us to co exist the No entire beach should be open to vehicles. This would ensure we can absorb the influx and keep our private property to ourselves, keep the roadways clear and safe while there is plenty of room for all. Thirdly there are areas of the beaches that have restricted access so the home owners on the beach namely between south of the Cape and the Turnaround and north of Tierra Del Mar are not bothered by vehicles in front of their homes. This is very unfair to the rest of us that own property here. While we fight cars parking everywhere, people, dogs, bicycles and nonstop noise these people are allowed to not be bothered by the tourists on the beach. My concerns are as follows: safety concerns having witnessed several near disasters with children and pets playing in the pathways of cars/suvs/trucks gunning it to get through the sand; the nightmarish messes left behind from heaps of trash easily hauled down onto the beach in cars but not cleaned up upon their departure; the spoiled experience of going to the beach to walk in the sand and enjoy family time BUT instead weaving through a literal “parking lot” of trucks, SUV’s and cars to get to the water’s edge; the limited bathroom facility for thousands of people resulting in people doing “their business” on private properties, children peeing right on the beach or hiding in the dunes; the lack of funds to keep up with monitoring the specific (formerly available before March closure) prohibition of cars/trucks/suvs to the north of the Cape boat ramp where the dory boats are allowed to park trailers on the beach and launch boats; and speeding trucks driving south of the Turnaround again spoiling the experience of taking a beach walk Yes but having to watch for “trafffic.” Overall, on a warm summer weekend, the beaches look like crammed winter holiday mall parking lots and the mentality of the drivers seems to vary from wreckless abandon, rudeness, stupidity and selfishness. Frankly, charging fees to park at the Cape parking lot and monitoring the out of control parking in neighborhoods should help manage the crowds. When the lots are full, then they are full. Unfortunately, unless the county wants to build parking garages and greatly expand the restroom facilities to accommodate thousands of visitors, the town is MAXXED when the lots are full. Tierra Del Mar has suffered greatly with the Facebook debacle and that small community has the nightmare on Monday mornings to have to clean up after the carloads of people who use their beach for theIr personal dumps. The safety issue of parking along the sides of the road south of Tierra del Mar also is Only Dory Fleet a huge concern. Doors swing open into traffic, pets and children are at risk getting in and out of cars, and excessive at Cape tourist trash lines both sides of the road where cars have parked on weekends. PLEASE!!!!!!!!!!!!!!!!!!!!!! NO 629 Kiawanda PARKING ON OUR BEACHES except for dory boats and emergency vehicles.

My family and I spend a substantial amount of time traveling to Oregon and understand the damage and expense associated with driving on the beach. While paragliders in general are responsible stewards of our environment, I know there are some people who are not. I would not be opposed to No paying an additional fee for a beach access permit. Vehicles that do not have this permit displayed could be ticketed and any infractions could lead to revocation of vehicle access. The funds received could be used to administer the 630 tdm mcP ck pct program and police the beach. 631 No tdm mcP pct Only dory boat or other boat launching should be allied at cape Kiwanda Prior to 2020, vehicle access at Cape Kiwanda Parking Lot was unmanageable and unsafe. Even with adequate personnel, the beach and parking lot would often become overwhelmed. Although I am advocating for permanent YES closure to vehicles at Cape Kiwanda Parking Lot, it is imperative to keep the access open to Dory launching and 632 tdm mcP landing activities.

I've used the beach access points for over 30 years to launch dorys and provide a safe way to get on the beach with kids and family. Closing access would severally limit the ability to visit the beach for me and my family. My family has owned property in the past in the county and would like to move back. We normally rent houses in Pacific City for 2 - 3 weeks or more per year in the fall and winter months, as well launching a Dory to fish through the summer. Not No having driving access to the beach would cause us to look at other areas.

I would encourage and like to see the requirement of a permit to access the entry points. Something like a 2 year permit issued by the county to only vehicles with four wheel drive. I feel this would reduce the number of issues seen on the beach, as well as help provide the funding needed to help support the activity. I would be in favor of anything up 633 tdm mcP ck pct to $200 dollars for this 2 year permit.

Denying access by county authorities could lead to closing beach areas to public use and the private/business access only. Oregon (Pacific City especially) has a wonderful resource in our beaches. It is a wonderful thing to be able to drive on the beach however at Cape Kiwanda parking lot and the beach there is Yes very dangerous due to overcrowding. I feel as though it is a major attraction to living in Pacific City and visiting our amazing community. It provides a NO unique experience. I would prefer that the current prohibitions would be made permanent for the following reasons:

It seems to be very easy for both drivers and pedestrians to be distracted when on the beach. I believe that limiting vehicle access to boat and kayak launching would reduce the likelihood that the close calls I had seen in the past would ever become real injury accidents in the future.

### Reducing beach trash Yes The beach south of Cape Kiwanda seems to have much less day-use trash on it since non-launching vehicles were prohibited this spring. I believe that people who carry their stuff to the beach are more likely to carry their trash away when they leave than those who brought all of their excess stuff directly to the beach in their vehicles.

### Reducing another major nuisance

It has been so much more pleasant to walk on the dryer beach sands without having to wade through hundreds of vehicle tire ruts crisscrossing every which way. I believe that many people who enjoy and respect the beaches would 647 regret encountering the return of this nuisance if the vehicle access prohibition were lifted.

I have been a property owner, and a tax payer in Tillamook County since 1977. Since that time I have enjoyed fishing, beach combing and among other things the freedom of driving on the beach. In the early days it provided my parents the opportunity enjoy the mouth of the Nestucca River and the north side of Cape Kiwanda as they were not able to walk long distances. Now 43 years later I find myself having it difficult to walk long distances as they did. No I urge you, the commissioners, not to take away this privilege from me and my contemporaries. The charging of access fees and the regulation of speed and the requirement for safe driving would help limit the access of the general public, promote safety and provide funds for enforcement. This last summer at the Tierra Del Mar access easily had 1000 cars parked from the waters edge to the eastern dune every weekend. The beaches are a public right of way and should be open to all people, street legal vehicles, horses, hikers, boaters, hang gliders, etc... The PC and McPhillips approaches were much more crowded and congested at the access points this year because it is hard for people to carry all of their supplies for a day at the beach and they understandably setup No at the closest beach spot to their car. The Tierra del Mar beach had beach goers dangerously parking on the busy road way to access the beach. There isn't much a shoulder for parking on the beach side of road. The wide shoulder for parking is good on the East side of highway, requiring people to put themselves and drives at risk as they cross the road to access the beach. A day at the beach is much safer, less congested and more enjoyable for all when vehicles access is 709 tdm mcP ck pct allowed onto the beaches.

I am most interested in preserving access to the northern side of Cape Kiwanda. I learned to fly hang gliders there 30 years ago when I was 16 years old and continued to fly both hang gliders and paragliders there over the years. It is a world class training site because of its easy access, consistent winds, giant landing zone and progressive slope. If the Yes access is removed, the other factors become moot.

There are many decades of history created by that site. Closing it would be a terrible loss to the free flying community and the economy of the area. Beaches are no longer the sole access routes for vehicles and driving on the beach is not permitted in North County, so why allow it on South County beaches? With limited resource personnel for law enforcement, the time has come to prohibit vehicular traffic on beaches, with the exception of Cape Kiwanda Parking Lot. I have spent countless hours looking for alternative sites to use for the learning process and have come up with nothing. New pilots have come from California, , Idaho and beyond to learn to fly here for many years because of the unique terrain and consistent winds Cape Kiwanda offers. We have owned property in Tierra Del Mar and Pacific City area since 1962 to the current time. My husband and I currently own an ocean front home on Sunset. We have never had a problem with people driving on the beach and have frequently done so ourselves. My husband is No now handicapped and driving on the beach is the only way he can get on the beach now. When we use the Tierra Del Mar access we frequently see families that have driven up the beach and are having a day camping/picnic on the beach. That’s a good thing. I have walked on the beach many times with a dog and never felt threatened by cars going slowly on the beach. Please don’t take away another one of the privileges and enjoyments of coming to the pacific City area. Gov Tom McCall designated Oregon's beaches as open for all. Traffic access at The TurnAround is particularly dangerious because there is NO defined separation of pedestrian and auto traffic as there is at The Cape location. (The Cape has will defined walkway access and drive access lanes)

The 'dune' condition at The TurnAround creates a dangerious condition in that auto need to approach the dune at 'high- Yes speeds', with NO ability to see pedestrians over the dune until they are at the top and begining their deswnt down the dune to the beach. Pedestrians are at risk. The same condition works in reverse when auto are leaving the beach.

Pedestrians who are walking up the dune do so across the entire width of the dune and very offen must 'skadder' in order to avoid approaching autos.

841 This particular access point is potentially the most dangerous access point of the 4 locations noted. Most oregon beaches already do not have vehicle access, please keep some beach access for vehicles for recreation that No is not supported on those other beaches. This provides more diverse beach access, with minimal real impact to the 842 tdm mcP ck pct beaches themselves. Being able to drive on the beach in Pacific City was a reason for moving here years ago. This allows people to spread No out without the congestion witnessed at Cape Kiwanda. Prohibiting vehicles on the beaches at Cape Kiwanda Parking Lot (Hungry Harbor Drive) and Pacific City Turnaround creates safer and cleaner beach environments for beach visitors and residents. My grandparent’s beach cabin in Pacific City has been a favorite vacation spot for my entire life. I grew up fishing on a dory and playing in the sandy front yard on many summer weekends. My own kids are enjoying visits to the cabin and the beach at Cape Kiwanda. These last few months without cars on the beach has been a literal dream come true. As a parent, it puts my mind at ease to know that I don’t have to worry about cars speeding along the shoreline or carelessly trying to drive up the banks.Allowing cars on the beach promoted an environment of driving and drinking with open alcoholic beverages in vehicles. I have called Tillamook County Sheriff’s nonemergency reporting line more than once to report people actively driving on the beach with beer cans in their hands. It seems that some of the population forgets that driving on the beach fall under the same laws and regulations as driving on an Oregon State Highway, where drinking and driving Yes is never legal. I can’t comment about the level of intoxication people reach when driving home from the coast, but I doubt most have sobered up completely. Overall, I feel that walking along the shoreline has become a safer place for people to walk and children to run and play because they do not have to watch out for vehicles driving down the beach. Since vehicles have been banned from driving on the beach at Cape Kiwanda, the shoreline seems cleaner. There is less litter that haphazardly drops from people’s vehicles. While visitors are still carrying their day tents, coolers, and other beach-day essentials from their car, the cars themselves are not leaking oils and other pollutants onto the soil. My grandmother recently had her sand pushed from around her oceanfront home. The sand in-between houses was not able to be pushed down the bank (toward the ocean) because it was deemed to “dirty” because of its proximity to cars and garbage dropped from people passing through. If that sand is not safe enough to be down by the ocean, why is it okay for many cars (sometimes over a hundred on weekends like Independence Day) to park right up against the shoreline all day long? Yes, long weekends with a higher volume of visitors will usually create more waste, but at least some of that can be reduced by keeping cars and the pollutants they leak in designated parking areas. 844 Thank you for the opportunity to provide testimony. I am a photographer, beach comber, ocean lover and sometimes quad rider and I dry camp on the sand at least 10 times a year. My 3 boys have all their birthday parties in the sand. This is how much it means to them. Over the years we have met people from all over the world going to Sandlake. As we have also brought our family from Europe to experience driving along the beach and camping in this unique way. Sandlake and Cape Kiwanda are our second home. Tourism does take resources, but it also brings in cash with it, which can help to offset those costs. I have spent so much money at Tillamook businesses that I feel at home there, and we want to retire within this county so we can bring our grandchildren to experience these amazing access points to access our goregous sand dunes and oceans. If access is No closed to beaches, that could change our decisions on buying the second home there and not at a different beach. If you allow growth it will actually allievate the over crowding of some of the smaller access points. Making MORE access is a great idea. Disorderly conduct / improper behavior sometimes occur on the beach because people can bring inappropriate objects onto the beach by motor vehicle. Having no motor vehicles onto the beach discourages a person from bringing these 861 objects onto the beach because they are limited on what he/she can bring by hand onto the beach. I'm not necessarily in favor of allowing vehicles for recreation purposes, but for all fishermen - dory, kayak, PWC, etc. - No having vehicular access to the beach increases their ability to fish/crab in an enjoyable and safe manner. NO=Allow My family has a home in Pacific city. We fish and enjoy time on the beach their almost every weekend. With the growing numbers of tourism it can be difficult but the beach can act as our biggest parking lot. While being close recently our town has been flooded with people parking where they shouldn’t. I love being able to drive on the beach No and know a handful of people that drive down almost everyday to simply play fetch with their dogs because their yard isn’t big enough. My greatest childhood memories come from driving around that coast line with my father and I wish 864 tdm mcP ck pct to recreate some of those memories with my son. I understand there are people (residents and visitors) who are unable to access the beach without being able to drive onto it due to mobility issues. Some accommodation needs to be made to allow them to access the beach at reasonable points. Maybe allowing additional access and designated parking areas near Hungry Harbor Drive with a handicap permit could be used to address this.

Beyond that, the area around Hungry Harbor Drive is simply too crowded to allow general vehicle access to that area of the beach. On a typical spring, summer, or fall weekend, and even during holiday and summer weekdays, the beach tends to be very crowded. Having cars on the beach during that time increases the danger of injury as pedestrians dart out from behind cars and cars attempt to navigate the crowds to find a parking spot. I believe access for the Dories needs to be maintained, but allowing the general public seems like a serious safety issue.

As for access at the Pacific City turnaround, the current access allows driving essentially past Bob Straub State Park and then to the Nestucca River mouth. During the same times noted above the beach adjacent to the State Park is becoming increasingly crowded and allowing vehicles into that area increases the danger of a pedestrian/vehicle No accident. Furthermore, the sands of the beach between the State Park and river mouth tend to shift and mound during the year, creating rises and valleys that vehicles must traverse, and at times there isn't enough beach in spots for vehicles and pedestrians to share. Even at low rates of speed, it is difficult to see pedestrians in those valleys until a vehicle topping the rise is too close to stop. I've walked this stretch of beach 3 times when vehicle access was still allowed and almost got hit twice.

If you want to allow some vehicle access in Pacific City for the general public, my suggestion would be to open a stretch of beach at the turnaround, possibly extending south to the northern boundary of the State Park, and perhaps expanding north to the Southernmost home in Kiwanda Shores. This area was traditionally open to driving and is a bit less crowded so cars might safely be accommodated. However, given the need to cross the dune and the significant speed and momentum needed for vehicles to top the dune and make it down the other side coming from either direction, some solution needs to be developed that provides a protected pedestrian access path as well. Otherwise, there is a risk cars trying to cross the dune to the beach will collide with pedestrians trying to access the beach at that 865 tdm mcP point.

I've been vacationing at Pacific City, Cape Kiwanda since I was born. I'm 32 years old. My grandparents have owned one of the beach front properties since the 1970s. I grew up at that beach. When I was in high school none of my friends even knew about Cape Kiwanda. Now EVERYONE and their cousin knows about it. The beach has essentially been ruined by WAY too many tourists than the beach can handle. In the early 2000s there would maybe be a handful Yes of cars on the beach on the weekends, that was no problem. Now, on ANY nice weekend there are dozens and dozens and dozens of cars FLOODING the beach. Walking down to see the tidepools is so stressful when there are so many cars. You have to have your head on a swivel because the people drive their cars SO irresponsibly. I seriously fear for my kids safety. Now, since Covid, there haven't been any cars allowed on the beach and it's been so amazing! I can take my kids down to the water and not have to worry about some jerk driving 40 mph past us. It's a dream come true. Why do some beaches in Oregon allow cars and some don't? That doesn't seem fair. They shouldn't allow cars on ANY 875 of the Oregon beaches. During the pandemic, having the beach and Cape Kiwanda Drive closed has been an enforcement failure. The lack of parking has made living in PC miserable and on-street parking is dangerous for pedestrians. Controlled parking at all beaches will No disperse the crowds and reduce the need for on street parking. Allowing parking for boats only is giving exclusive use to a single user group. Gradually, our community has become a vacation destination spot. Tillamook County started advertising "come to the coast" which is fine. It does help our local businesses but there was no preparations made for the influx of so many people. With COVID-19 our community was basically shut down which included parks, beaches and parking. Pacific City closed basically all parking areas which pushed a massive amount of people to Tierra Del Mar and other areas which caused a dangerous traffic issue on Sandlake road because our beach access remained closed. People have parked in our driveway and just walked to the beach. I walked out my front door and found a couple in their car having relations in my neighbors driveway. I watch people use other peoples water or trash cans. They dump trash, disrespect my community and home.

The beach is classified as a highway which should be open to everyone. I do not feel the county should close our beach access to motor vehicles. In Tierra Del Mar we have a time frame where we are not allowed to drive down the beach in front of the houses which I am all for but I do not think the rest of the beach should be closed off to vehicles. I have found that you cannot stop people from littering but the people who park on the beach to have a picnic or play are more No apt to pick up their trash when they leave.

A lot of locals "Tillamook County Residents" and people with disabilities drive onto the beach because that is the only way they can get to the water, watch a sunset or even just see the north side of the cape. I drive on the beach because I enjoy it and it calms my mind. My husband taught both my girls how to drive using the beach when they got their permits. It was a safe wide open area for them to learn the dangers of a vehicle, how to control a vehicle and park in a draw out box in the sand. My husband and I have had many dates meeting on McPhillips beach to watch the sunset in our truck. I love to park my vehicle and just sit in our natural surroundings because we are blessed being able to live here.

I understand that Pacific City has problems with people parking in general on and off the beach but this problem came with advertising "come to the beach in Tillamook County". I live in Tierra Del Mar, Cloverdale, OR. and this is my home where we are allowed to drive onto the beach through Tierra Del Mar access and McPhillips access. I don't want the county commissioners to take this away from our small community. We did not create the parking situation in Pacific City or Cape Kiwanda.
